1 Social Work 151 Health Services and Systems Fall 2015 Sheryle Stafford, MSW, MS Office: Mariposa Hall 5012 Office Hours: Tue 2 5 PM or By Appointment Section 4 Wed 6:30-9:20 PM Room: Douglass 107 Course Description This course examines the delivery of health and mental health services in the United States, with focus on the populations that have limited or no access to care: the poor and near poor, ethnic minorities and households headed by women. The development of public policy at the national, state and local levels and the implications of policy decisions on the provision of health and mental health services will be examined. Objectives At the end of this course, the student will be able to: Define, describe and discuss health and mental health, as well as physical, environmental and social determinants of health and mental health. Describe how health and mental health services in the United States are organized and delivered, including how these systems have developed over time. Develop an understanding of the methods of health care policy setting, including systems that translate policies into service delivery at the local level. Describe access to care issues as they exist or have been remedied for the poor, near poor, ethnic minorities and households headed by women. Develop familiarity with the major public programs, for example Medicare Medi-Cal (Medicaid), community mental health systems and learn to apply a framework for analysis of health and mental health policies.

SSWD is located in Lassen Hall, Room Their phone number is (voice) or (TDD). Course Requirements Attendance Policy Class attendance is required. An attendance sheet will be used and it is the student s responsibility to sign in for every class period. Students may miss two class sessions regardless of reason without penalty. There is no distinction between excused and unexcused absences. Assignments due the day of the absence must be turned in prior to class. Do not an assignment to the instructor without prior arrangement. Arriving late and/or leaving early may result in an absence at the instructor's discretion after a warning is given to the student. A student missing three or more class periods will have their grade reduced by 5% for every class missed. Electronic Devices Discussion is a core element of this class and the use of electronic devices interrupts the exchange of ideas and information. Therefore, students are expected to turn off laptops, tablets, and cell phones during class unless specifically allowed for an in class exercise. Plagiarism and Cheating It is unethical and illegal to plagiarize (i.e., to copy the words and thoughts of others without citing the author as the source). Similarly, it is unethical to copy someone else's answers for a test or paper. Please be aware that I will actively watch for this and will take appropriate university-sanctioned action if necessary. It is the student s responsibility to understand what cheating and plagiarism are and take steps to avoid them. For more information on what plagiarism visit SacCT This course has a SacCT site. Reflection questions, general course announcements, and additional readings will all be posted on SacCT; it is your responsibility to check SacCT regularly. The grade center will be available to track your progress throughout the course. The grade center s weighted grade feature should only serve as a guide and may not reflect your

3 final grade due to rounding, attendance, Blackboard issues, or other unforeseen circumstances. Turnitin Consistent with Sacramento State s efforts to enhance student learning, foster honesty, and maintain integrity in our academic processes, instructors may use a tool called Turnitin to compare a student s work with multiple sources. The tool compares each student s work with an extensive database of prior publications and papers, providing links to possible matches and a similarity score. The tool does not determine whether plagiarism has occurred or not. Instead, the instructor must make a complete assessment and judge the originality of the student s work. All submissions to this course may be checked using this tool. Students should submit papers to Turnitin assignments without identifying information included in the paper (e.g. name or student number), the system will automatically show this info to faculty in your course when viewing the submission, but the information will not be retained by Turnitin. Saving Papers It is highly recommended that you use a cloud storage service such as Dropbox (free) to save your assignments in the event your computer and/or thumb drive is lost, stolen, or damaged. You should also save all assignments that are returned in the event there is a conflict between the student and instructor records. Because of the easy availability of free cloud storage technology the loss of an assignment will not be excused or a deadline extended. In Class Participation Ongoing Participation will be assessed on the quality of your contributions to the class and will be tracked throughout the semester. You are expected to have read the assigned material ahead of time and be prepared to discuss the topic(s) in class. You are expected to respect your fellow students in order to foster a safe environment for discussion and debate. Contributions should be relevant, timely, and add to our understanding of the material. Examples of participation includes, but is not limited to answering when the instructor poses questions to the class, presenting brief information and/or leading a brief discussion on current events, asking relevant and timely questions, etc. It is impossible to receive full credit if you miss class, show up late, leave early, or otherwise fail to actively participate in the class. A full description of participation grading standards can be found on SacCT. 2. Current Event Articles (2) Due Oct 7 th and Nov 4 th Twice during the semester choose a current article from California Healthline to write a brief paper on. Further details of this assignment will be posted on SacCT and discussed in class the second week of the semester.

5 3. Mad in America Due November 25 th Write a review of Mad in America by Robert Whitaker. A specific outline for this assignment will be posted on SacCT. Papers will be graded on clarity, organization and analysis, as well as your ability to be concise and detailed in your analysis and conclusions. Papers should be five to six double spaced pages, not including title or reference page (if applicable). Late papers will lose 5% for every day late. 4. Term Paper Due December 9 th Compare and contrast the U.S. Health care system with another country. Specific details of this assignment will be on SacCT and discussed in class the third week of the semester. This paper will be turned in to Turnitin as well as SacCT. 5. Exams Oct 14 th and Dec 16 th There is one midterm and one final. Assigned readings, class discussions, videos, and other material presented in class may be covered. Be advised that all of the assigned readings may not necessarily be discussed in class but may appear on the exam; a study guide will not be provided. It is the student's responsibility to complete all assigned readings, Exams may include multiple choice, short answer, fill in the blank, true/false, or essay questions. There are no make up exams.
