The activities will be scaled up through the ensuing'project. One of the new features, in irrigation management introduced by the recently closed PISP was the development of District Irrigation Development and Management Plans (,Rencana Pembangunan dan Pengelolaan Irigasi' - RP21), which includes a database of the overall condition of the irrigated area and infrastructure in a district to guide investments by the District and Provincial Irrigation Commissions (KOMIRS) for maximum productivity. The data in the RP21 includes (i) the amount and. condition of irrigation infrastructure (asset inventory or PAl), (ii) the status and efficiency of the agricultural production, and (iii) the condition and capacity of farmers and water user associations (WUAs). While the data for infrastructure can be taken directly from PAl surveys as regularly done by local departments of water resources (DWR), the data on agricultural production processes and WUAs need to be collected specifically for the RP21 since this information is not collected under existing. national survey programs. The Department of Agriculture (DOA) only collects agriculture data at the village level with no distinction as to whether the area has irrigation or not. SI-RP2Ias developed under PISP. To support preparation of the RP21, a computer software information system (SI-RP21) was developed, and the PISP district DWR officials were trained to l)se it. In 2011, the RP21 preparation process was enhanced to link it to (i) the local governement spatial plans (RTRW), which all provinces and districts are required to prepare. (scale 1 :50,000 and 1 :25,000 respectively) and (ii) the "paddy audit" maps by DOA of all paddy land in Indonesia (scale 1: 2,000). While the application of RP21,has been succesful for planning, PISP districts completed their'rp21 using MS Excel spreadsheets, and the use of the SI-RP2 software not been adopted. The SI-RP21 was developed using the computer language 2
3 UNESCO-IHE Borland Delphi, which has no GIS application for the RP21 data, so overlays with the spatial plans and paddy audit maps need to be generated manually. In addition, the SJ-RP21 is not web based, which limits data exchange among involved agencies (BAPPEDAlDOAlDWR and central agencies). One of the main recommendations of the PISP Project Completion Report was to improve the SI-RP21 software so that it (i) supports and integrates information to the spatial planning process and (ii) links to the local DWR water allocation calculations within the Basin Strategic Plans to ensure adequate water supply for irrigation development and management. Linking to the local DWR water allocation will also improve water resources management and planning including possible climate change impacts that could affect food security. Related Developments and Applications. In Indonesia, on Java in particular, urbanization is causing rapid conversion of irrigated. agriculture land. In an effort to curb the conversion of agricultural land and address food security, the government issued Law UU41/2009 in 2009 to conserve present and future food producing lands. Especially for rice as the major staple,\-it is essential to identify existing irrigated paddy land with high productive potential and protect it against conversion (earmarked as "sustainable food producing land"). The protection of these designated farmlands must then be reflected in zoning regulations in the General (scale 1: 50,000) and Detailed (scale 1 :5,000) Spatial Plans based on the 2008 Spatial Planning Law. On Java, all General District Spatial Plans now have been approved with a district decree, but the. process of drafting Detailed Plans for the rural areas has,only recently started. Under a small demonstration program implemented in two districts in West Java in 2011 with partial funding from the Government of the Netherlands, it was found that the General District Spatial Plan in one of the districts only included 54% of the irrigation area rehabilitated under the PISP from The study revealed that the main reason for this was that basic information such as the location of irrigated rice fields was not available in suitable spatial format (maps and GIS systems), which are required to support development of the General Spatial Plans. Work under TA 7189!NO - Capacity Building for Water Resources Management in the 6 Ci's River Basin Territories also led to development of the Java Spatial Model (JSM), which provides projections of economic development, population growth, and land use changes. at village level throughout Java. If linked to therp21 data, this JSM information can greatly help decision making for irrigation mcmage'memtand _ development Another recent development is that when the DOA's paddy audit maps were prepared, they were based on remote sensing data (Google-earth), which provides the location of present paddy-lands, yet does not have information on the location of the irrigation ihfrastructure. All this information could be integrated through an improved SI-RP21 software package and improved coordination among the relevant agencies. This coombine effect of improved software, integrated data, and institutional coordionation would greatly benefit planning, management and development of irrigated agriculture as well as enhance food security.. Outcome and Outputs. The outcome of this proposal is to upgrade the SI-RP21 and PAl software developed under PISP to a web based system including mapping interface, to Significantly improve planning,. data sharing, management and development of irrigated agriculture for greater productivity and food security. In particular, the- software outputs would yield the following (i) more accurate asset management description/protocols as detailed in-the Public Works regulation 13/2012, (ii) greater support for the RP21 contents as defined by, National Development Planning Agency (BAPPENAS) and in the 2011 content revisions to 3
4 UNESCO-IHE enhance the RP21 by including new irrigation development information. in addition to management and O&M; (iii) the import and manipulation of existing RP211PAI data-sets; (iv) the ability to digitize the location of irrigation schemes and assets on the basis of the MOA paddy maps and Google Earth maps; (v) the ability for users to enter present and future water availability data for irrigation schemes including climate change considerations as derived from the water availability data from the basin strategic plans or other sources, (vi) the ability to suggest areas for agriculture land reserve status: based on assessment of water-availability data and the criteria as called for in UU 41/2009; (vii) new software as an internet' on-line GIS and data client-server application to eliminate the need to install software on the client host computer, (viii) improved data sharing protocols and required regulatory frameworks, (ix) procedures to centralize information at provincial level and potential at central level for long term. planning and policy for food security,, Project Contributions. The proposed intervention will provide contributions both as a standalone activity for the Government of Indonesia and will also significantly bontribute to the institutional and planning component for the forthcoming new ADB irrigation project, Integrated Participatory Development and Management of Irrigation Project for the Western ahd Eastern Region - Phase 1. ThePPTA was made effective on 21 February 2()14 and ttie consultants will mobilize on 10 March The improved SI-RP21 and PAl software will be developed in parallel and piloted during execution of the PPT A. It will also use PPT A consultants and outputs to support its development. This will allow for the software and institutional development activities and coordination mechanisms to be integrated and mutually reinforcing. The software and its application along with the institutional coordination mechanism will be scaled during project implementation starting in Asian Water Information' System. The software and the RP21 data/information applications it supports will be designed in such a way to be fully compatible with the prop6sed Asian Water Information System (AWlS) that is called for the ADB Water Operation Plan AWlS ' should be undergbing development and pilot testing in 2014 and It is important that the developed software is open source and easily adaptable for AWlS applications. 5 UNESCO-IHE Terms of Reference International Specialists Senior Irrigation/RP21 SpecialistlTeam Leader (2 person-months) The main task of the Senior Irrigation/RP21 specialist/team Leader is to be responsible for the whole process in particular the positioning of the new software in the correct Indonesian institutional setting in which the RP21 is mainly a process as drafted by the districts. His/her main tasks are: ' 1. Provide RP21/PISP knowledge for the preparation of the new SI-RP21 software 2. Provide training manual for: the testers in Bahasa Indonesia (working with national consultants). 3. Collect and report issues found in testing and contribute to prioritization 4. Coordinate with the Indonesian Government, the 2 involved kabupatens and the ADB. The successful candidate should have an irrigation or water resources related education and more than 15 years of experience including recent experience in participatory irrigation in Indonesia and fluency in the Indonesian language is desirable. I. International Senior Spatial planner (2 person-months) The International Senior Spatial planner will be responsible for the design and implementation of the upgrade of the SI-RP21 software and interconnection with the Java Spatial Model and the 'paddy audit'maps from MOA and Google maps: His/her tasks will include: \ 1. Lead the SI-design process 2. Be responsible for producing the design document 3. Implement the interconnection with the Java Spatial Model and lead implementation of support for delineation of areas to be protected with a zoning regulation in accordance with the new law on protection of food producing areas UU41/2009. '4. Provide software user manual in.english for the test team 5. Prioritize the issues found in testing in items to be solved and wishes for future improvement The successful candidate will have at least 15 years of experience in software design and implementation for data collection/assessment for spatial planning; with experience in design and implementation of the JSM model; with familiarity with the SI-RP2IJPAI software; and with at least 5 years of experience in Indonesia. 5
6 UNESCO-IHE ntern Systems Analyst (3 person-months) The tasks of the International System Analyst will, ihter alia, include: 1. Be responsible for the web based linking 'of the updates SI-RP21 software 2. Implement functionalities in accordance with the design document, amongst others the import of the existing RP21 data; 3. Support interconnection with the JSM model and implement support for delineation of areas to be protected with a zoning regulation in accordance with the new law on protection of food producing areas UU41/ Identifying/elaborating the issues found in testing 5. Implement improvements for the selected priority items found in the testing phase The successful candidate should have at least 10 years experience with design and implementation of on-line GIS and on-line data systems and have familiarity with implementation of the JSM model as developed under the TA CI project. 6
