1 The (epcip) is a diploma offered by CATT and University of Waterloo. It is aimed at the professionals working with buried urban infrastructure (water and wastewater) planning, design, construction, management, rehabilitation and replacement. This education program teaches the "why" as well as the "how". It empowers infrastructure professionals with the knowledge to choose and use proper methodologies and tools to address buried infrastructure issues. The Program The epcip offers a core curriculum that will provide urban infrastructure professionals with state-of-the-art expertise in municipal underground infrastructure management, construction, rehabilitation and repair. To obtain a post-graduate diploma in a theme area, candidates are required to complete six courses. This program complements the FCM/NRC Infrastructure Guide and the CSCE/NRC Infrastructure Technology Road Map. Who Should Participate? The epcip is designed for urban infrastructure engineers, technologists and technicians, and others who have a background or working experience and need to expand their knowledge in the theme areas. epcip courses are equivalent to university level courses. Life-Cycle 2. Data Management and Delivery epcip is a part-time program designed for working professionals. The program is offered four ways in a lecture or distance format: 1. in-class lectures at the University of Waterloo; 2. in-class at another location through an Alliance Partner; 3. on-site at the location of a client organization; and Lecture Lectures are three hours per week. Additional time (approximately 9 hours) will be required outside of class time for independent study to complete assignments and recommended reading, and to develop necessary skills. Each oncampus course is approximately eight weeks of lectures with the exam (optional) in the ninth week. Certification Candidates will receive Continuing Education Units (CEU) upon completing each course. Those who complete the six core courses and pass the required exams in a theme area will receive a Buried Diploma from the University of Waterloo. Buried Infrastructure/Asset Management and Life-Cycle The dynamics around managing urban infrastructure assets are changing dramatically. Asset Management (AM) provides a systematic methodology of maintaining, upgrading and operating physical assets cost-effectively. By combining engineering principles with sound business and economic practices, AM provides an organized and logical approach to both short and long-term planning and decision-making. Goal and Objectives The goal of this course is to enable municipal infrastructure professionals to understand the fundamentals of Buried Infrastructure Asset Management with particular emphasis on buried utilities (Water and Wastewater pipelines). It will provide an in-depth knowledge of the essential processes and techniques required to perform life-cycle cost analyses and establish an asset management program. Upon completion of the course, the attendees will be able to: 1. understand and apply the basic and advanced asset management techniques to address buried infrastructure management problems, 2. develop an understanding of pros and cons of a variety of management tools for strategic management of physical infrastructure systems, 3. define data needs and develop basic understanding of data management systems, 4. develop knowledge about state-of-the-art condition assessment techniques and protocols, 5. understand failure mechanisms, performance indicators, and levels of service, 6. devise appropriate maintenance, rehabilitation and replacement strategies, 7. understand and apply economic principles for: asset valuation, life-cycle cost analysis, optimization, short and long-term planning, and development of capital investment plans, and 8. understand and fulfill new regulatory and legal requirements (e.g., PSAB 3150, Regulation 453/07 under Safe Drinking Water Act 2002). Course Format and Location Most of the time will be used for instructional purposes including hands-on exercises, expert panel discussions, and case studies. Significant additional time will be required outside of class time for independent study, and to complete assignments and develop necessary skills. The course consists of a 3 hour lecture per week for 8 to 10 weeks, and will be offered at Waterloo and Toronto/Mississauga locations. Buried Infrastructure Data Management and Effective management of our municipal infrastructure is an essential element of maintaining the long-term viability of our Cities and Towns. Sewer and water assets have been neglected and municipal governments have accrued significant liabilities. Collectively we must clearly identify a strategy for ensuring that these critical assets are maintained to guarantee effective long-term service. Implementation of effective asset management requires agencies to understand their asset inventory and its associated condition. This in turn means that there are vast quantities of data that must be managed and analyzed to develop asset management strategies. Goal and Objectives The Data Management course will provide in-depth knowledge of computerized systems available for the storage, management and analysis of asset attribute and condition data as it relates to underground infrastructure. In addition, the course will explore future advances in the information technology field. The course gives the civil infrastructure professional a comprehensive foundation and skills relating to: Geographic Information Systems (GIS) Database Management Systems Data Manipulation and Mining Statistical and Modeling Asset Management Systems Simulation and Modeling Upon completion of this course, the attendees will be able to: 1. select and manage technology that will be used for the storage of asset management data, 2. utilize GIS and other asset management tools to complement the asset management process, 3. develop statistical models, 4. perform data analysis and mining to provide asset condition and performance reports, 5. attain professional training credits. Course Format and Location The course consists of a 3 hour lecture per week for 8 to 10 weeks. Tentative location is University of Waterloo Continuing Education Department.
