9 Pennsylvania Department of 21. What do you like least about your permitting system? 25 s Jeff Honefanger,Ohio D.O.T. Linda Hope,CT Department of Jim Wright,WA State Department of We do not own source code. Too much "hard coding" which requires chnages to be completed by vendor. We need the local road data included to make the system fully functional. NO ROUTING FUNCTION, 24/7 SELF APP OR PERMIT CAPABILITY, NO REPORTS FLEXIBILITY, NO INTEGRATION OF ALL OS/OW PERMIT TYPES Allows customer to order permits beyond our limits. Lack of mapping software, however this is on our radar as an advancement. no Gis mapping System is old. In the beginning process of replacing system More of a management challenge - TxPROS has radically changed/improved our operating environment much quicker than expected. The other thing is we need to adjust our routing verbiage b/c it's too much info for some carriers. Transformation is a continuous work in progress. No automatic routing for customer to choose origin and destination and route(s) are provided to the customer automatically. ted coulianos,mn DOT Richard Smith,Wyoming Highway Patrol Kartikeya Patel,NJDOT Freight Services Wally Ballou,Kansas Department Of Ellis Tompkins,Nebraska Department of Roads KIEN LE,California Department of Wayne Kessinger,WVDOT Central very old core (first implemented in 1990). not as flexible as more modern OS platforms. Is not on the web and no routing program Needs to Improve a lot, It's under process Software is still undergoing improvements. The current one is outdated and does not have automatic routing Routing is difficult for some customers None The self-issue site (GotPermits.com) allows automatic routing and sometimes it picks routes we would not recommend. As it is a mainframe system, the inability to point and click for many of the processes limits efficiency. There is no GIS integration which would also benefit the efficiency of permit issuance. Chad Sheppick,Utah Department of Jesse Jones,Arknasas State Highway and Department Linda Bell,Michigan Department of Debra Bradshaw,Missouri Department of Steven Todd,IL Dept of OS/OW Permit Office No functional routing system 1) Time it takes to make a change and 2) manual effort to rebuild network System limitations for adjusting payments. N/A The system is difficult to maneuver around in. It should be tab based program. Routing system needs to be more customer friendly It's not automated. Our new automated system to be implemented this calendar year will obviously resolve that. 9 of 12

10 Pennsylvania Department of 22. What do you like most about your permitting system? 25 s Jeff Honefanger,Ohio D.O.T. Linda Hope,CT Department of The efficiency the system provides. It allowed us to move away from the old Vax permitting system. NOTHING Cuts down on the amount of time we spend taking applications over the phone. The permit system we use is an in house system that is part of our main motor vehicle system. It is maintained in house. We have the ability to have business rules in our system which also allows us to offer the system to our customers as a self serve option. user friendly The system has served us well... but needs replacing Easy to use, little training rqrd, 50% customer self-issue day 1. Reporting and data we never had before & can use to target roadway funding, ability for field staff to see/maintain open corridors. real time restriction mgt. Ability to issue more permits faster. Customers have stopped screaming at us! The list goes on... Jim Wright,WA State Department of Self-issuing of non-superload permits 24/7. ted coulianos,mn DOT Richard Smith,Wyoming Highway Patrol Kartikeya Patel,NJDOT Freight Services Wally Ballou,Kansas Department Of Ellis Tompkins,Nebraska Department of Roads KIEN LE,California Department of Wayne Kessinger,WVDOT Central Chad Sheppick,Utah Department of Jesse Jones,Arknasas State Highway and Department Linda Bell,Michigan Department of Debra Bradshaw,Missouri Department of Steven Todd,IL Dept of OS/OW Permit Office it works. easy to use It is user friendly. Automatic permit issuance feature. The new one will provide automatic routing Ease of use by office staff Allow customer to submit application and retrieve permit electronically. Save paper hard copies. It is efficient and relatively easy to use. As it is a home-grown system, it has been tailored to be as efficient as possible using that platform. Ability to use an existing permit to create a new permit does reduce duplication of effort. Has teh full potential for routing sub system 1) Speed of issuance compared to manual application 2) Integration with authoritative data sources in other Divisions of WisDOT Ease of use. Improved effiecency and safety The routing piece of the program is nice feature. Speed and accuracy Very user friendly, we own it so we aren't beholden to a "Bentley", etc. outside vendor. 10 of 12

11 Pennsylvania Department of 23. Does your policy or process support the following? (select all that apply) Auto issue/denial of permits 20 77% Walk-in permits 21 81% Envelope routes 9 35% Allow a Motor Carrier to change information on an approved permit 4 15% Allow a Motor Carrier to change information on a submitted permit 13 50% Issue permits 24x % Support Emergency moves 18 69% Annual permits % Blanket permits 12 46% Emergency Blanket permits 6 23% Support bridge analysis and review 19 73% Support traffic analysis and review 8 31% Save Motor Carrier equipment data 14 54% Coordinate local permit and approval 4 15% Process Superload permit applications 22 85% Process Regional (multi-state) permits 7 27% Provide manual alternate routes identified by DOT staff 19 73% Verbal approvals 7 27% Provide a direct DOT staff contact for Superload customer service 17 65% Provide detailed permit status including a direct contact name for customer service 17 65% Other, please specify 1 4% Wally Ballou,Kansas Department Of Online Chat support 24. Please add any other comments you feel would be relevant. 4 s Wally Ballou,Kansas Department Of NOTE THAT NV IS ONE OF MANY STATES THAT HAS OS/OW PERMITTING FUNCTIONS SPLIT BETWEEN DEPTS. NDOT DOES ODV'S (NON-REDUCIBLES AND THE ODD OTHERS). NV DMV DOES LCVS/IFAT/IRP. Vendor is great to work with, flexible, and delivers as promised. Great value/return on investment. We're going to issue 750k+ permits this year. Would be happy to discuss. We are in the process of developing this applicaiton and working with our selected vendor. We are very happy with our choosen vendor. We are looking at transboundary multi jurisdicitonal permitting system 11 of 12
