Questions to telecommunications service providers regarding fixed access voice and Internet services General instructions These questions are addressed to telecommunications service providers who perform measurements of QoS parameters regarding fixed access voice or Internet services. The questionnaire has three sections. The general questions in the first section solicit information about the costs for QoS measurements based on EETT s regulation, as well as an evaluation of the QoS parameters included in the current EETT regulation. The remaining two sections contain questions regarding the measurements of QoS parameters for fixed access voice and Internet services performed outside the scope of EETT s regulation. The methodology for performing these measurements could be imported from a standard, recommendation or other reference document. Measurements could already be conducted, or planned to be conducted in the near future. If there are no such measurements, click the checkbox preceding the questions in each section and disregard the rest of the questions. If although a service category is relevant to you you cannot answer a specific question, either because you do not have necessary information or because you think that this specific question is not relevant to you, please indicate this in the Notes box following the question. In the same box you can also mention any comment or remark relevant to a question, or any measurement differentiations for different QoS parameters (e.g. different voice QoS parameters which are in the same category of questions could have a different measurement setup). In some questions more than one answers can be selected. This is stated explicitly at these questions. The multiple-choice questions have been created using checkboxes. To check a box, simply double click or right-click, go Properties and change to ''checked''. Whenever a text box exists next or immediately following a selected answer, this must also be filled, if possible. Good luck!
Respondent information Name: Job Position: Company name: Country: A. General questions 1. Please provide an estimate of the cost for necessary measurement equipment for QoS measurements performed based on EETT s regulation (including costs for hardware, software, and licenses) > and > and > Mention here what is included in this cost 2. Please provide an estimate of the cost for QoS measurements performed based on EETT s regulation in a single measurement period (excluding the costs for measurement equipment) > and > and > 30000
Mention here what is included in this cost 3. Rate the usefulness of each QoS parameter in EETT s regulation with one of the following characterizations: not useful at all, a little useful, quite useful, very useful. The characterization should reflect how useful it is for your company to measure and see other providers measurement results of each QoS parameter. Service category QoS parameter Not useful at all A little useful Quite useful Very useful Fixed Telephony services (POTS/ISDN) Unsuccessful call percentage Proportion of card and coin operated public pay-telephones in working order Speech connection quality Supply time for initial connection Faults rate per access line Fault repair time Fixed Broadband Data transmission speed achieved
Service category QoS parameter Not useful at all A little useful Quite useful Very useful services (xdsl) Interconnection capacity VoIP unsuccessful call percentage VoIP speech connection quality Supply time for initial connection Faults rate per connection Fault repair time Limitations in use and provision of QoS guarantees/slas Mobile Communications Services Network availability coverage Voice call blocking probability Voice call dropping probability Voice quality Voice call setup time
Service category QoS parameter Not useful at all A little useful Quite useful Very useful HTTP session failure probability HTTP mean download data transfer rate FTP mean upload data transfer rate FTP mean download data transfer rate Helpdesk services Availability and call charges of customer services Unanswered calls percentage per customer service line Mean response time per customer service line Customer complaints resolution percentage Bill correctness complaints Directory services Response time for directory enquiry services 4. Besides the QoS parameters in EETT s regulation, does your company measure any other QoS parameters for its own purposes? Yes No
B. Fixed access voice service Answer the questions in this section only if your company performs measurements regarding QoS parameters for fixed access voice service not included in EETT s regulation. If not performing other measurements (or planning to perform in the near future), check the box below and disregard the questions in this section. Our company does not perform (or plan to perform in the near future) other fixed access voice service measurements 5. Which other QoS parameters do you measure regarding fixed access voice service? For each QoS parameter, mention its name and the technical standard or recommendation based on which it is measured, if such a reference document exists (e.g. ITU or ETSI standard or recommendation). Further, if a more detailed reference document describing the measurement procedure exists, please provide a link. (fill in the following table by adding or removing rows as appropriate) Name of QoS parameter Standard Link to reference document 6. Where is the measurement equipment located? (more than one answers may be appropriate) At Central Offices (Exchange offices of the provider or incumbent, where switching equipment is located) At subscriber premises (either for real or for simulated subscriber lines) Other place
Mention here any other equipment location 7. Which sampling methodology is used for choosing measurement locations (i.e. locations where measurement equipment is placed)? Random sampling (check here if there is a set of candidate locations, each of which is chosen with a certain probability) Systematic sampling (check here if locations are chosen non-randomly amongst the set of candidate locations, regardless of the criterion/criteria for this choice) In a systematic random manner (check here if the selection method involves both random and non-random rules; e.g. if measurement equipment is placed in Central Offices or Exchanges, a method which chooses randomly 5 amongst the top-10 Central Offices or Exchanges which receive/send the most traffic would be systematically random ) No sampling exists (check here if all candidate locations are selected) 8. Which are the criteria for selecting measurement locations? (more than one answers may be appropriate) Population/subscriber number or density
Distance from Central Office or Exchange Traffic to/from Central Office or Exchange Other criteria (e.g. ease of access, cost, availability of personnel, crowd-sourcing (subscribers themselves perform measurements)) Mention here any other criteria No specific criteria exist 9. Are separate statistical results published for each measurement location or aggregate statistics for more than one location? Separate statistics for each location Aggregate statistics for more than one location Both separate and aggregate statistics 10. Is there a different number of measurements performed at each location? Yes
No The number of measurements is not known/cannot be specified 11. In case a different number of measurements are performed at each location, what does the number of measurements depend on? (more than one answers may be appropriate) Population/subscriber number or density Traffic carried to/from measurement location Variability of measurements at each location Other criteria (e.g. subscriber willingness to measure in the crowd-sourcing approach) Mention here any other criteria: No specific criteria exist 12. Are measurements conducted regularly (e.g. in fixed time intervals), or non-regularly? Regularly
Non-regularly 13. Does the number of measurements performed depend on the time period? (e.g. different for holiday periods, weekdays and weekends, or peak hours) Yes No The number of measurements is not known/cannot be specified 14. What kinds of statistics are derived? (more than one answers may be appropriate) Average values Percentiles (e.g. median, 95th percentile, etc.) Measures of variability (e.g. variance, standard deviation, etc.) Measures of accuracy (e.g. confidence interval, mean squared error, etc.) Estimates and projections Other
Mention here any other statistics derived 15. Is there any processing or filtering of raw measurement data before deriving statistics? (more than one answers may be appropriate) Identification and removal of outliers Removal of data for which a measurement error is known to have occurred Other Mention here any other processing or manipulation performed on raw data No processing or filtering is performed C. Fixed access Internet service
