Per FL Statute : Revenue is collected from assessments that are imposed on persons found guilty of any misdemeanor in which the unlawful use of drugs or alcohol is involved and can be allocated to local substance abuse programs. Detailed Analysis Attached - No 6 Budget Officer- BACKGROUND ( Why is this Action Necessary, and What Action will be accomplished ) Sheriff Bill Prummell has requested these funds on behalf of Drug Free Charlotte County. Drug Free Charlotte County is a non profit entity that is supported by a partnership of the Board, the School District, the Sheriff's Office and the Charlotte Alliance, aimed at drug prevention and education. 4 R E S O L U T I O N NUMBER A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF CHARLOTTE COUNTY, FLORIDA, DESIGNATING THE CHARLOTTE COUNTY SHERIFF S OFFICE AS A RECIPIENT OF THE CHARLOTTE COUNTY DRUG ABUSE TRUST FUND (#1017) TO BE USED TO ASSIST IN THE FUNDING OF DESIGNATED DRUG AND ALCOHOL ABUSE PREVENTION, TREATMENT AND EDUCATION PROGRAMS. RECITALS WHEREAS, the Charlotte County Drug Abuse Trust Fund (#1017) was established by the Charlotte County Board of County Commissioners for the purpose of receiving assessments collected by the Clerk of Court and disbursing assistance grants on an annual basis to qualified alcohol and drug abuse prevention, treatment or education programs pursuant to Section , Florida Statutes; and WHEREAS, Charlotte County s fiscal year 2014/2015 budget for alcohol and drug abuse prevention, treatment or education programs is $37,050; and WHEREAS, Section , Florida Statutes, provides that the Board of County Commissioners may annually designate recipients to receive assistance grants from the County Drug Abuse Trust Fund (#1017) based on the success of the recipient s program; and WHEREAS, the Office of the Sheriff of Charlotte County has requested $25,200 dollars from the Charlotte County Drug Abuse Trust Fund (#1017) to assist in funding the following programs/projects aimed at substance abuse prevention: 1. Teen Social Norms Project Cost: $14,500 The Teen Social Norms Project is designed to educate students about the actual non-use rate of alcohol and marijuana, subsequently sustaining their decision to refuse these substances based on an accurate perception of peer norms. In Charlotte County, a 30-day high school age marijuana use rate is 25% yet teens perceive 76% of their peers have used marijuana in the past 30 days. A similar inaccurate perception in a 30-day high school age

5 use of alcohol persists, with the actual data showing 69% did not use alcohol, but the perception is that 80% use. The project includes Peer Education in each middle school in Charlotte County providing education on alcohol and marijuana, along with monthly activities at all middle and high schools promoting the message that most teens are not using (currently 3,754 middle school and 4,898 high school teens enrolled and targeted for this intervention). This includes implementation of a campaign with a positive message countering the misperceptions of (alcohol and marijuana) use by teens with the reality of the 2014 TeeNS data. The messaging will be incorporated into monthly events, the Peer Education, and social media. In keeping with DFCC s previously successful campaign efforts, messaging will also be carried through student items such as t-shirts, bookmarks, bracelets and other mediums that are desirable to teens and will be highly visible all year long. Cost is approximately $4 per student. Funds from this request will be used as part of our local match for a state prevention grant that provides additional dollars necessary for full project funding. 2. Social Norms Project - Parents Cost: $5,700 The project includes two mailings to parents and middle and high school teens to educate them on the healthy norm among Charlotte County teens. This mailer will also provide needed drug and alcohol information and talking points to maintain an active and accurate conversation with their teen. Each year, Charlotte County teens rank their parents as the most reliable source for alcohol and other drug information but subsequently rank their parents as number three for the frequency of obtaining information. Print cost for the 16,000 post cards (Middle and High School) with originally designed message = $2,500; bulk mail cost of $3, Marijuana Facts Campaign Know the Truth, Not the Spin Cost: $5,000 DFCC will use these funds to sponsor marketing and advertising focused on educating our community about the facts of marijuana use in the efforts to counter the growing publicity and spin related to marijuana. The campaign will be launched October 1, Total: $25,200 NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Charlotte County, Florida: Resolution. 1.
