1 Priority Needs/Strategic Issues/Community Health Improvement Plan() #2 Alcohol/Drugs Reduce Incidence of Alcohol/Drug Abuse in Waupaca County Residents Utilizing published statistics and community input (CHAT) the second priority need to be addressed for Waupaca County residents is the issue of alcohol and other drug abuse. The major challenge of this issue is to overcome the cultural norm of alcohol for socialization and acceptance/encouragement of drinking as a right of passage in Wisconsin. Another challenge is the recognition and reining in of the culture of drug use which is overtaking alcohol as a priority issue in Waupaca County, the state and the nation. 113

2 Goal #1 Increase community awareness of scope of drug/alcohol issue Strategies in Place or ThedaCare Plunge September 13, 2013 Day long community event dedicated to increasing awareness of scope and effects of drugs/alcohol in Waupaca and engaging community in developing solutions ThedaCare Initiative: (Target 2014) Implement policy regarding sponsorship of community events that negatively endorse alcohol use Community Campaign Waupaca CHAT team members/community partners to increase awareness of alcohol issues in adults Standardized curriculum for youth across school districts easily implemented into curriculum 9/2013 A Plunge into Substance Abuse was held with 46 community leaders attending. Dr. Richard Brown of UW Madison provided the keynote speech. A student and teacher panel, law enforcement, and judge presented 4/26/14 Waupaca CHAT sponsored a day including marketing plan. 304# of medication were collected 9/27/14 Waupaca CHAT sponsored 2 nd day 114

3 Host Party at the PAC to educate teen drivers about risks of alcohol/substance use There is one Waupaca County High School that does not participate in Party at PAC 11/7/2014 Waupaca County Heroin Summit Heroin forums (Rise Together) sponsored in various schools and community based education Goal #2 Reduce incidence of alcohol use and binge drinking Clinical Intervention initiative in development by Waupaca CHAT team members/community partners develop coaches in clinics, hospitals, eventually schools, churches to assess for risky drinking and intervene Easily accessible, affordable help AODA Court options/interventions for those with an alcohol Restrict drink specials that encourage over consumption My Baby and Me is a program that helps women stop or reduce their alcohol use during pregnancy. Pregnant women enrolled in the Prenatal Care Coordination Program and are routinely screened for alcohol 115

4 related offense use during pregnancy. Nine women were specifically screened for My Baby and two pregnant women were enrolled. My Baby and Me increases women s knowledge on the risks of alcohol use during pregnancy and help them reduce/abstain from alcohol use during pregnancy. 116

5 Goal #3 Reduce underage drinking Parenting Education initiative in development by Waupaca CHAT team members/community partners to: identify at risk parents/families, set up accessible education/information classes, contract with parents to not host a party, make public so other parents know ThedaCare initiative: (Target Annually) Provide financial support for Chem Free graduation/prom parties Easily accessible, affordable help Best Practice Strategies identified by U.S. Dept. of Justice are: Limitations on access Expressions of community norms against underage use Strategies specifically designed to reduce underage drinking/driving Strategies based in schools or youth organizations. ThedaCare provides an annual, standard contribution of $100 for all high schools requesting funding for safe post prom and safe post graduation parties Parents Who Host Lose the Most 117

6 Goal #4 Reduce incidence of drug use ThedaCare initiative: (Currently being piloted) Prescription Drug Monitoring Database. Patients with recurring controlled substance prescriptions are screened, monitored for abuse. This initiative also endorsed as Waupaca CHAT initiative. ThedaCare initiative: (Target 2016) Explore possibility of implementing Screening, Brief Intervention, and Referral for Treatment (SBIRT) clinical protocol to screen for substance abuse and refer for help ThedaCare initiative: (Target 2015) Explore establishment of system policy around prescription practices that impact heroin use Community education campaign focusing on drug use separate from alcohol. 7 Goal #5 Reduce use of tobacco products Waupaca County DHHS First Breath program in place to help pregnant women on PNCC (Prenatal Care Coordination Program) to stop smoking during pregnancy Quitline (telephone smoking cessation program) promoted in DHHS programs i.e. PNCC, Healthy Connections Reproductive Health and Testing Clinic ACHIEVE grant initiative (Target 2015) - Increase number of multi unit/low income housing with tobacco or smoke free environments - Increase number of indoor and outdoor smoke free environment - Youth cessation opportunities Expand use of First Breath strategies to general population Ongoing More accessible affordable smoking cessation programs in worksites and community venues (though Wellness Programs have expanded in county among larger employers) Ongoing pregnant women that were smoking received First Breath programming or information through Prenatal Care Coordination (PNCC). 71% of women reduced or ceased using tobacco during pregnancy. Tobacco Quitline is given to individuals accessing health care services pregnant women that were smoking received First Breath programming or information through PNCC. 85% of women reduced or ceased tobacco use during pregnancy 119
