45 sectoral collaborations and citizen movements leading the future SD agenda Perceptions of performance and potential for leadership are misaligned. National governments have been poor SD performers, but experts think they still need to play a leadership role. Conversely, top performers (e.g., NGOs, social entrepreneurs, and academics) are not expected to lead, perhaps due to their lack of institutionalized authority. Experts rate the private sector s SD performance as poor but would like to see more leadership from it, albeit subordinate to government. MLOs and IFIs are neither seen as good performers nor are they endorsed as leaders.
