3 BACKGROUND/CONTEXT: LEARNING FROM INCIDENTS Learning from research about the safety of Shelter-in-Place not well understood Learning from a number of industry Sour gas incidents helped us realize we need a different approach Lack of understanding of Shelter-in- Place, how it works and whether it s safe Reluctance to embrace by both employees and public Two key objectives to shift the protocol: Improve employee and contractor understanding so they can become become ambassadors Improve public understanding to improve safety 3

4 BACKGROUND/CONTEXT Learning from Incidents: Recognition that public and employees don t share an understanding of why Shelter-in-Place is effective and how to use it Must proactively educate public on the science or they won t follow the protocol Protect the Public by providing them with the knowledge to make informed decisions Employees and contractors needed to understand this as well become ambassadors in the community and support implementing the SIP protocol 4

5 BACKGROUND/CONTEXT Decision to create an Awareness level course Face to face course piloted Feedback was that an online course would also be very beneficial Rationale: Online provides benefits of flexibility, self-pacing Ability to track internally within Learning Management System Can be available during Open Houses as an additional tool Consistent with current understanding of adult learning principles Short, focused information on an on-demand basis Provides foundation and opportunity for further interaction with employees/public as desired Macondo learning shows benefits of proactively reaching out to the public to educate on the scientific rationale 5

External Experts: air infiltration, toxicology (Ian Dowsett, Dr. Wilson) CAPP Enform Shell ER Coordinators Manager Waterton ER Team/Leadership Team Shell Public Consultation, Communications, Legal, Occupational Health Shell Waterton team provided feedback on the pilot of the face-to-face course. Feedback was that 4 hours face-to-face was too long. Pilot material was used to create the script for the online course. 6

12 ALBERTA AER: SHELTER-IN-PLACE Sheltering indoors is a viable public protection measure in circumstances when: there is insufficient time or warning to safely evacuate the public that may be at risk, residents are waiting for evacuation assistance, the release will be of limited size and/or duration, the location of a release has not been identified, or the public would be at higher risk if evacuated. Supported by CAPP/Enform free online course (also available through DVD and CD). 12

13 RESULTS Feedback from residents of communities in which Shell operates has been positive. Communities also benefit by avoiding the stress and disruption of evacuation, especially if they have family members with health issues, pets or livestock that needs care. The program has been endorsed by Dr. David Wilson, Professor Emeritus, Mechanical Engineering, University of Alberta and Mr. Ian Dowsett, Vice President, Emergency Management at Skystone Engineering, who have both served as witnesses at regulatory hearings for sour gas well and pipeline applications. The script is well-written, simple enough to be understood by anyone but comprehensive enough for someone who wants all the details. I particularly like your emphasis on trying to behave normally when sheltering, and not huddling together in one room where discomfort and fear would make time pass with agonizing slowness, and tempt people to give up and go outdoors, Dr. Wilson said. 13

14 RESULTS Feedback from Shell employees has been constructive and complimentary. Clarity of the data, science, factual information and visuals and animation presented for the rationale behind the change was effective. Description of the thorough testing of many types of houses and environments in the experimentation and research completed was appreciated. (Research tested SIP through a variety of seasonal elements including extreme winter and summer weather, while using different housing types to give a realistic representation of communities.) Employees say they are confident they understand the science behind SIP and are able to be ambassadors of this change in response protocol/public protection measure from the earlier reliance on evacuation. 15 RESULTS CAPP found this course valuable enough to fund Enform s industry version of the course. It is a tool for industry to use to communicate this important response protocol change to people to live or work near sour gas facilities. Evidence of the initiative s success is shown through the number of participants who have completed the 40 minute course to date: 1526 Shell employees have completed the course as of April Shell contractors have completed the course via an external portal 200 copies of the CD have been circulated by Shell staff A further 656 people have accessed the course through Enform s website Confidence in the Shelter-in-Place protocol change will continue to grow as the course becomes more popular through adoption and promotion from industry. 15
