Home Secretary, DGP, Principal Secretary (lrrigation& Watenrvays), lg (Law& Order), DM, North 24-Parganas and Commissioner, Bidhannagar were also present during the said Video Conference. 3. After taking inputs from the DMs and SPs of Burdwan, Birbhum, Bankur and Hooghly, following decisions were taken: A Task Force comprising of DM as Chairman and SP and SE(lrrigation) will be set up in the districts concerned to identify suitable locations for setting up of Check Posts for controlling illegal transportation of sand. ii) iii) iv) v) vi) Number of Check Posts should be kept at the minimum and only at critical exit points. SE (lrrigation) concerned will arrange to deploy suitable man power at the Check posts. However, armed personnel will be provided by the District police to assist irrigation staff. Steps will also be taken against illegal quarrying of sand at the source and gang leaders who indulge in rampant illegal sand mining will be identified and suitable action taken against them. To prevent overloading and consequent damage to roads, no vehicle of more than six wheels will be allowed for carrying sand against valid permits whether shorterm or long term. Flying Squads will also be formed with Police, lrrigation and L & LR Department officials for surprise check of vehicles. However, irrigation staff should carry out surprise raids only when armed police personnel are available for the purpose.

2 2 vii) viii) ix) The Land & Land Reforms Department will be requested to issue long term mining lease permits in the QR Code format as is being done by the lrrigation Department for shortterm carrying permits, RTO of the district concerned will ensure that steps are taken against over-loading of vehicles carrying sand.
