It provides a framework for evaluating modalities of urban activism in which both discursive and material actions are employed to improve institutions and to foment autonomous, grassroots collectivities. It views reform and experimentation as complementary approaches that are urgently needed to empower citizens in the making of socially and ecologically healthy cities.
