X Yes No Collaborating Units/Departments USF Educational Outreach Description (250 words maximum) The COEDU is a leader in providing high quality online degree programs, graduate certificates, and courses. Graduate degree and certificate programs delivered totally online include: 5 master s degree programs, 1 Ed.S. degree, and 9 graduate certificates. In addition, we offer the following degrees and certificates partially online: 7 master s degrees 1 doctoral degree, 4 graduate certificates and 1 FLDOE Graduate Endorsement ( Given the needs of the education profession for high quality professional development, the growing market for online learning, and USF s emphasis on local and global impact, we seek to: a) build upon our success by developing additional graduate degree, certificate programs, and endorsements to be delivered online, b) enhance the quality of selected online courses and provide additional assistance to faculty in developing and implementing online courses, and c) implement, in collaboration with Educational Outreach, a student electronic assessment that will provide COEDU faculty with better data regarding the effectiveness of their online instruction. Actions and Implementation Steps (250 words maximum)
2 Educational Outreach chose the COEDU as a partner college this year, to examine our offerings and to develop plans for additional degrees, certificates and programs. As a result, each department has considered its current online offerings and several departments made specific proposals to expand or enhance their offerings. Those proposals were then reviewed by Department Chairs, the Dean and Associate Deans, and Assoc VP Kathleen Moore and her staff. In addition, faculty members on the Technology Action Group are working to implement an online assessment device. The action steps to be accomplished next include: a) A tentative list of courses/programs/certificates that are currently being considered, but have not yet been finalized pending further discussions with Educational Outreach, include: ACHE Adult Education (2 courses are already planned to be developed this summer, 2 additional courses need to be developed to make the Master s program in Adult Education entirely online. (Discussions re: expansion of the online master s program in Career & Workforce Education and the doctorate are continuing). Childhood Education & Literacy Studies Upgrade the following courses: RED 6544, 6747, 6545, and Educational Measurement & Research 3 graduate level statistics and research methods courses (EDF 6407, 7408, and 7410) will be developed to enhance access to training in statistics and research methods for doctoral students, particularly online degree programs, in the COEDU and across USF. The online courses will also enhance courses offerings in the existing Graduate Certificate in Research Methods. Psychological and Social Foundations creation of a post master s certificate in school counseling, a graduate certificate in Military Counseling, and a Graduate Certificate in Problem Solving RtI. Special Education 2 courses will be upgraded (EEX 6612 which is part of the MA degree program in Exceptional Student Education and EEX 6025 which is part of the certification for Exceptional Student Education). Secondary Education Upgrade 5 courses in the existing online Graduate Certificate in ESOL. Once this is completed it can be submitted to the FLDOE as an endorsement program in ESOL. Added at Chairs Council: What is the possibility of putting 3 Foundations courses online? That would help several other master s level programs. (This possibility will be explored with Psychological & Social Foundations). b) Development of a schedule for designing and funding the development and delivery of the new proposed courses. c) Development of a business plan for offering our current and proposed online learning programs under the new fee schedule model operating in Educational Outreach.
3 d) Appointment of an Online Learning Coordinator for the COEDU who links with our faculty and Educational Outreach to assist faculty in designing and delivering high quality online courses. e) Implementation of an online assessment instrument for use by faculty in the COEDU. USF Strategic Plan: Alignment USF Strategic Plan Goals Specify where the goals of the Initiative align with the USF Strategic Plan Goals by placing a checkmark in the appropriate box(es.). Goal 1: Expanding world class interdisciplinary research, creative, and scholarly endeavors. X Goal 2: Promoting globally competitive undergraduate, graduate and professional programs that support interdisciplinary inquiry, intellectual development, knowledge and skill acquisition, and student success through a diverse, fully engaged, learner centered campus environment. Goal 3: Expanding local and global engagement initiatives to strengthen and sustain healthy communities and to improve the quality of life. X Goal 4: Enhancing all sources of revenue, and maximizing effectiveness in business practices and financial management to establish a strong and sustainable economic base in support of USF s growth. The online course assessment instrument was implemented and is regarded by COEDU faculty as being helpful to them in evaluating and improving their instruction.
