3 I. Introduction In the wake of Hurricane Sandy, the Staten Island Chamber of Commerce will be providing information and services to businesses in need of assistance and help. Hurricane Sandy has impacted Staten Island in ways that are hard to imagine or describe. The effects of this tragedy on our community and our businesses are still being assessed and rebuilding and recovery efforts will take time. This packet is designed to help navigate the various, and often confusing and stressful steps for finding and applying for relief with various federal, state, and city agencies. We hope it eases the process of beginning to rebuild. II. Step-by-Step Guide for Businesses 1. Contact your insurance agent or broker immediately. Make sure you get the proper forms to file a claim. 2. Document: Take photos of all the damage before you do any sort of clean-up or renovations and take notes of dates, times, etc. 3. If you hire a contractor to do the work, get a few quotes and keep these for references. 4. Keep track of ALL expenses with receipts and notes of explanations. These will come in handy when you need to make proof these expenses. 5. You need to register with FEMA for assistance at: The web site has comprehensive information on Federal and local assistance available for both individuals and businesses. Make sure to retain your FEMA reference number after registering. FEMA Application Information You will need the following information to complete the registration: Social Security Number You will be asked to provide your social security number; if you do not have a social security number, your household may still be eligible to receive assistance if there is a minor child in the household who is a U.S. Citizen, Non-Citizen National, or Qualified Alien with a social security number. (NOTE: If you, your spouse or a minor child in the household are a U.S. Citizen, Non-Citizen National, or a Qualified Alien and do not have a social security number, FEMA will not be able to complete a registration. The Social Security number is required for Identity Verification purposes. If you are registering for a business, enter the social security number of the responsible party for the business, the social security number will be used for an identifier only. 4 Insurance information You will be asked to identify the type(s) of insurance coverage you have. Financial information You will be asked to enter your family's gross total household income at the time of the disaster. Contact information Along with the address and phone number where the damages occurred, you will be asked for information on how FEMA can contact you. It is very important that you provide FEMA with your current mailing address and phone numbers where you can be contacted. Electronic Funds Transfer (EFT) Direct Deposit Information (optional) If you are determined to be eligible for assistance and would prefer that funds be transferred to your account, you will be asked for your banking information, which includes; the institution name, type of account, routing and account number. Declaration and Release Form If you have applied for assistance and need to complete a Declaration and Release Form (OMB form ), please download this form from the FEMA website, fill it out and send it to: FEMA Individuals & Households Program National Processing Service Center P.O. This information will be used to help in the development of state business assistance and allow ESD to follow-up with your businesses as new programs or services are developed and become available. SBDC Business Assistance The Staten Island Small Business Development Center is working with the SBA and is offering business owners affected by Sandy support in filling out and filing any and all paperwork related to small business disaster loans or FEMA assistance. Applying for SBA Disaster Relief Loans (Courtesy: The Disaster Relief Guide Book U.S. Senator Kirsten Gillibrand (NY) ) Small Business Administration (SBA) The SBA provides low-interest, long-term disaster loans to homeowners, renters, non-farm businesses of all sizes and private, nonprofit organizations to repair or replace real estate, personal property, machinery and equipment, inventory and business assets that have been damaged or destroyed in a declared disaster area. At this point, the following New York State counties are eligible for the below FEMA assistance: Bronx, Kings, Nassau, New York, Richmond, Suffolk, and Queens.

6 1. Business Physical Disaster Loans Any non-farm business or private, nonprofit organization that is located in a declared disaster area and has incurred damage during the disaster may apply for a loan to help replace damaged property or restore the property to the condition it was in before the disaster. Additional Information: SBA makes physical disaster loans of up to $2 million to qualified businesses or private, nonprofit organizations. Physical Disaster Loan proceeds may be used for the repair or replacement of the following: o Real Property o Machinery o Equipment o Fixtures o Inventory o Leasehold Improvements Disaster loans to repair or replace real property or leasehold improvements may be increased by as much as 20 percent of the total amount of disaster damage to real estate and/or leasehold improvements, as verified by SBA, to protect the damaged real property against possible future disasters of the same type. SBA loans cover uninsured and under-insured physical damage. If you are required to apply insurance proceeds to an outstanding mortgage on the damaged property, you can include that amount in your disaster loan application. The interest rate is determined by your ability to obtain credit elsewhere (from non-federal sources). The interest rate on both these loans will not exceed 4 percent if you do not have credit available elsewhere. Repayment can be up to 30 years, depending on the business ability to repay the loan. For businesses and nonprofit organizations with credit available elsewhere, the interest rate will not exceed 8 percent. SBA determines whether the applicant has credit available elsewhere. Economic Injury Disaster Loans (EIDL) If your business is located in a declared disaster area and has suffered economic injury because of the disaster (regardless of physical damage), you may be eligible for an Economic Injury

7 Disaster Loan (EIDL). Substantial economic injury is defined as the inability of a business to meet its obligations as they mature and to pay its ordinary and necessary operating expenses. EIDLs provide the necessary working capital to help small businesses survive until normal operations resume after a disaster. Additional Information: EIDL assistance is available only to businesses determined unable to obtain credit elsewhere. The SBA can provide up to $2 million in disaster assistance, which includes both economic injury and physical damage assistance. Your loan amount will be based on your actual economic injury and your company's financial needs. An EIDL can help you meet the normal financial obligations that your business or private nonprofit organization could have met had the disaster not occurred. It permits you to maintain a reasonable working capital position during the period affected by the disaster. The interest rate on EIDLs cannot exceed 4 percent per year. The term of these loans cannot exceed 30 years. Your term will be determined by your ability to repay the loan. Applying for SBS, Business Solution Center, and NYCEDC Loans New York City, including the New York City Department of Small Business Services (SBS) and The New York City Economic Development Corporation (NYEDC) is coordinating a set of services to help New York businesses in recovering from the effects of Hurricane Sandy. Below is an outline of available assistance and how you can access them. NYS Department of Labor The NYS Department of Labor has programs available to aid dislocated workers due to shutdowns, injuries, and transportation issues. Visit for more information or call their Staten Island office at (718) VIII. Relocation Information Temporary Office Space What if I Decide to Relocate? You may use your SBA disaster loan to relocate. The amount of the relocation loan depends on whether you relocate voluntarily or involuntarily. 9 IX. Re-Occupancy Information and Restoring Services The NYC Department of Buildings Getting Back Into Your Home Q: What do I do based on the placard posted on my home? A: The Department is inspecting buildings affected by Hurricane Sandy and placing green, yellow or red placards on these buildings to let residents know about the conditions of their buildings. All placards must remain in place until the Department announces that they can be removed. Below are meanings of the different placards: Green: No apparent structural hazards were observed; you are not restricted from entering and re-occupying your building. However, inspectors might not have been able to gain access to all parts of your building, and some hazardous conditions may still exist, such as flooding. If you have evidence that damage to your building is significant, please contact the Department by calling 311 to schedule a re-inspection. Yellow: There are restrictions. The property is damaged; entry limitations are specified on each placard. Please consult the conditions listed on the placard with regards to what repairs are needed. Based on this information, you may need to hire a New York State licensed professional (Registered Architect or Professional Engineer) to file plans with the Department and a hire a contractor to make the necessary repairs. o Nonstructural damage can lead to the posting of a yellow placard, including but not limited to, a compromised electrical system, the loss of basic sanitary facilities due to broken water or sewer pipes, or life safety systems, including but not limited to, fire alarms, sprinklers, standpipes and carbon monoxide and smoke detectors. Other situations can involve localized structural damage that can make a portion of a building unsafe while other areas remain usable. o If your building was tagged with a yellow placard because the basement is flooded, you can pump out the water if no structural conditions are indicated on the placard and your electrical company confirms the electrical power supply to your building has been turned off. However, a flooded basement may conceal hazards. Red: The building is unsafe. The property is seriously damaged and is unsafe to enter or occupy. A red placard is not an order to demolish. You should hire a New York Statelicensed professional (Registered Architect or Professional Engineer) to file plans with the Department and a hire a contractor to make the necessary repairs.

10 If your building has not been tagged with a placard, this means your building has not been inspected or it was inspected and the Department did not find any apparent structural hazards to the buildings on your block. In cases where no apparent structural hazards were observed to blocks, one green placard will be posted in a prominent location on that block. If you have evidence that damage to your building is significant, please contact the Department by calling 311 to schedule an inspection. Once all hazardous conditions have been corrected, please the Department for a re-inspection at stormhelp@buildings.nyc.gov. You should attach to the any documents or photographs demonstrating that the hazardous conditions have been corrected. If the repairs required work by a licensed electrician, plumber, fire suppression contractor, architect or engineer, you should include a statement from them indicating the hazardous conditions have been corrected. After the Department has re-inspected your building and determined all the hazardous conditions have been corrected, the Department will remove the red or yellow placards from your building. Q: How do I get my electricity turned back on? A: If the utility company has determined your property has sustained damage to the electrical system and will not restore power to your property, you need to hire a licensed electrician to inspect your building s electrical system. No Damage: If your electrician determines there was no damage to your building s electrical system, he/she must submit a letter to your utility company stating there are no problems with the electrical system in order to have your power restored. Upon receipt of this letter, your utility company will turn your power back on. Damage: If your electrician determines there was damage to your building s electrical system, he/she must make the necessary repairs and submit a letter to your utility company certifying there was damage and the necessary repairs were made to have your power restored. Upon receipt of this letter, your utility company will turn your power back on. Your electrician can perform the repair work immediately without having to file an application and obtain permits from the Department. However, the necessary applications must be filed with the Department within two business days of commencing work. Note: In most cases, any electrical wiring that came into contact with salt water will be required to be removed and replaced. Dried salt can be a conductor of electricity and cause an electrical fault or a fire. A licensed electrician may be able to disconnect the affected wiring branches to permit equipment in the rest of the building to be returned to service. Q: How do I get my gas turned on? A: If your gas was shutoff as a result of the storm, you need to hire a licensed plumber to inspect your gas equipment.

11 No Damage: If your plumber determines there was no damage to your gas equipment, he/she must submit a letter to your utility company stating there are no problems with the gas equipment in order to have your gas restored. Upon receipt of this letter, your utility company will turn your gas back on. Damage: If your plumber determines there was damage to your gas equipment, he/she must make the necessary repairs and submit a letter to your utility company certifying there was damage and the necessary repairs were made to have your gas restored. Upon receipt of this letter, your utility company will turn your gas back on. Your plumber can perform the repair work immediately without having to file an application and obtain permits from the Department. However, the necessary applications must be filed with the Department within two business days of commencing work. Helpful Hints for Homeowners: Before re-entering buildings, check for structural damage that could affect the building s stability. Stay out of any building if it is surrounded by floodwaters. If you smell gas, you should call 911 and your gas utility company. Stay away from breaker boxes in flooded basements or areas. Do not go into flooded basements if electrical wires are present. Turn off electricity at the main breaker or fuse box, even if the power is off in your community. Then you can reenergize the power when it is safe to do so. If water entered your heating or mechanical equipment, be sure to have it inspected by a qualified service technician prior to returning it to service. Failure to do so could produce a shock, endangering your life and may destroy equipment. Generators used to power a house should not be connected until after all compromised wiring has been disconnected or replaced. If there is still water in your building, pump it out gradually, about one-third of the water per day, to avoid structural damage Dry all areas and items quickly and thoroughly to prevent mold growth. Clean and disinfect all damp items and materials. Mud left from floodwaters can contain sewage and chemicals. If your building was damaged by Hurricane Sandy, you should register with FEMA and consult your homeowner insurance company. A. NYC Rapid Repairs Program Mayor Michael Bloomberg has announced a new program to quickly and efficiently fix damaged homes. NYC Rapid Repairs would send teams of approved licensed contractors and city inspectors into Sandy-damaged neighborhoods. The teams would go block by block, assessing damage and making repairs at the same time, saving homeowners the headache of having to find and hire various contractors themselves. More details to follow.

12 B. Power I. Simplified Certification Process Helps Restore Service Faster from Con Edison A simplified process for turn-on requests will speed service restoration to buildings damaged by Hurricane Sandy. Because flood waters and winds can damage privately-owned electric and gas equipment, New York City Building Code requires a licensed electrician or plumber to certify that systems can be energized. This process is coordinated through the NYC Department of Buildings. While we recover from the hurricane, building owners can file a Self-Certification Form directly with utilities to restore service faster. Here are three steps to self-certify: 1. Get your energy equipment inspected, cleaned, and repaired by a licensed contractor. 2.
