1 Disaster Recovery Leadership Development Project Interim Report 1) Progress of our project ETIC has been working on Disaster Recovery Leadership Development Project, composed of the following three phases. 1 Tsuna-pro (Joint Emergency Relief Project) (2011 March - ) Since March 14, ETIC has engaged in a Sendai-based joint project, Tsuna-pro, with local nonprofits and intermediaries in Miyagi, Kansai, and Tokyo as one of the founding partners of the project. The project identified the needs of the vulnerable population and paired them with the appropriate resources and services supplied by specialized nonprofits. A volunteer faction was coordinated for ground support. The project Tsuna-pro advocates a system serving special needs of the vulnerable minorities in evacuation centers, such as mental patients, elderly, infants, and pregnant women. This project is based on the lessons from the Great Hanshin Earthquake of 1995, during which hundreds of the disaster victims died in the prolonged life as evacuees. Under the mission to protect the vulnerable as they face the potential harm of evacuation centers, 378 assessment volunteers made a total of 965 visits to 443 shelter locations in Miyagi from March 29 to May 1. From March 17 to May 1, ETIC sent 16 skilled volunteers from the Tokyo area to support Tsuna-pro, and for instance, some of them filled the roles of the general director of Sendai HQ and other local officials. The Disaster Recovery Leadership Development Fund contributed approximately 4,073,000 Japanese yen (53,000 US$) to Tsuna-pro for their activities. 2 Emergency Relief Phase: Support Recovery Project Leader (2011 April - ) The day after the earthquake, the ground situation was chaotic, with severe food shortage -. Masayuki Shimada (age 28), CEO of a local company Familiar, took a leadership role to open a soup kitchen. He and his team pushed their way through debris to serve meal; no less than 20,000 meals were served to evacuees by the end of March. In response to Mr. Shimada s report of severe lack of basic supplies and food, ETIC arranged food delivery to the area, calling for help from our partners over the nation. One partner, Winroader Inc., provided transportation. The soup kitchen initiative served high nutrient meals and has expanded, covering underrepresented regions, including the city of Souma where the nuclear accident is still ongoing. 1

2 Recently, Mr. Shimada became in charge of storage management in Sendai. Appraising his autonomous full commitment, the Disaster Recovery Leadership Development Fund determined to provide 3 million yen (39,000 $US) for his activities. Mr. Shimada is involved in the launch of the Roku Project in Natori, as one of the founders. The idea of this project is centered upon a model farm for the revitalization of Tohoku's primary industries: fishing, agriculture, and forestry. In the long-run, jobs will be created for evacuees who lost their homes in the disaster and the handicapped. 3 Recovery/Reconstruction Phase (2011 May -): Support Recovery Project Leader by Fellowship program ETIC supports recovery project leaders who are working on medical treatments, education, and other activities. The aging rate of the damaged area is over 25% and young people tend to flow out to other cities. Therefore there is great need for young project leaders on site, who can work to recover industries and revitalize local communities as partners or executive directors of major organizations. In response to this need, ETIC has recruited young motivated talents from companies and universities in Tohoku and Tokyo areas. We then dispatch them as fellows and provide support, for example 100, ,000 yen/month (up to 1,800,000 yen/year), using the Disaster Recovery Leadership Development Fund. (41 people has been sent by the end of September) Short video: 2) Use of donation from SVP and SVPI ETIC uses the donation from SVP and SVPI to develop necessary infrastructure of Recovery Project Leader Support. 3 3) Short and long-term plans The goal of the Recovery Project Leader Support is to dispatch 100 fellows to 50 projects in 3 years. We achieved to dispatch 41 fellows to 21 projects by the end of September. Through interviews and discussions with the recovery project leaders on site, however, ETIC found the lack of human resources is very serious and the need for the fellows is greater than we expected. Therefore ETIC revised the goal to dispatch 200 fellows to 50 projects in 3 years. Moreover, we aim to make the most of this support project to catalyze and develop ecosystem of young people who want to lead through challenges in Tohoku area. Specific process is as follows: Process STEP TEP1 Short-term Emergency Relief STEP 2&3 Fellowship Program: Leadership Development for Mid-Long Term Recovery STEP 4 Long-Term Cultivation of Recovery Leader Project (1) Support to socially vulnerable (elderly, handicapped and children) (2) - Fellowship program for disaster recovery leaders 41 fellows (Aug. 31), 100 fellows to 50 projects by Sept. 2012, 200 fellows by Introducing outlets of fundraising, business partners and specialists in various fields. (3) Project Formulation for Disaster Recovery (the projects which ETIC fellows work) Pilot program is ongoing. Full-scale start in Oct (4) Support for start-up ventures for industrial recovery and development. Preparation from Apr Start from Oct ) Massage for SVP and SVPI Thanks to your help, we were able to quickly develop and open the web site Mitsinoku Shigoto, which is fundamental to our project. This web site has 7,000 unique users in each month, and we want to develop more and more. We realize that we should open the web site in English, but it is not still achieved because of our lack of power. We appreciate any suggestions or ideas about this project from you! 3

4 Welcome to Your Tokyo Home Project 1) Activities since 3.11 Earthquake We, Tokyo Midwives Association, have been supporting expectant and nursing mothers affected by the Tohoku Pacific Earthquake/Tsunami this year. We've been helping 66 mothers and babies over the past 6 months and 16 of them are still in Tokyo. 30 babies have been born and 13 of them were born in Tokyo. At first we expected that the users of the project would be only mothers and babies. But in reality, many of them wanted to come to Tokyo with their children, whole family, pet, etc. So we were faced with problems of looking for childcare for baby s older brothers and sisters or searching for accommodation for those big families. Moreover, it turned out that some of them felt difficulty of coming to Tokyo because of opposition from their relatives and families. In response, we ve been trying to help mothers not only in Tokyo but also in the disaster areas in collaboration with Midwives Association in those areas. This project wouldn t have been possible without the cooperation of many organizations and individuals. 4

5 2) Use of Funds Donations from you SVPI members were used for various activities such as making online lists of capabilities of midwives or keeping the post of the coordinator connecting the disaster area and Tokyo to support capacity building for the midwives at the disaster area. A new system has been created to meet local needs and help mothers and children in more effective ways because of your support. 3) Future Plan For the next 3 months: Recently we start holding a small monthly party for those mothers who use the project for the purpose of getting to know each other. Seeking new users is still necessary but from now on we also want to help current users tailored to their individual needs and feelings. For the next 6 months 1 year: We want to focus on supporting for reconstruction of the disaster areas more. Providing indirect support for Midwives Association of the disaster areas or supporting voluntarily civil activities such as mama group activities is one of them. 6 Takashi Kawazoe CEO Carepro Activity report of Carepro ~Free medical checkup to evacuees in the affected areas~ Carepro provides low-cost health check-ups at convenient locations such as train stations with a goal of reducing adult disease and cost of medical care. In the wake of the earthquake, Carepro conducted blood tests at no charge in the evacuation center. The data result was used for early detection and progress report of diseases. 1. Our Activity, Achievement and Our Challenge The main purposes of our activity in the affected areas were to support volunteers in terms of health, to carry out blood tests for evacuees, and to assess the medical situation through the data result. East Japan Earthquake forced hundreds of thousands people to relocate to evacuation centers. Carepro's nurses went to Ishinomaki City, where suffers from a serious Tunami disaster. Arriving at the evacuation centers, the nurses faced the prevalence of infectious diseases. There was a danger of spread of infectious diseases caused by volunteers who went around multiple evacuation centers. Thus, Carepro started to provide medical checkups to volunteers. We isolated infected patients or have them return their home. Within a week, the number of infected volunteers reduced from 14 to one out of a hundred. Our next main activity was to provide health check-ups to the afflicted people. At evacuation centers, the afflicted people had poor diets. They were provided sweet buns, snacks and rice balls. Some elderly people ate nothing because they refused to eat sweet buns every day. Others had chronic illness such as diabetes and high blood pressure and their disease aggravated in the center. We also conducted free blood examination and medical interview to evacuees. This led to early detection and further medical examination. Our blood test needs only a drop of blood and takes only seven minutes to get results. The components of an examination are blood glucose level, total cholesterol, neutral fat, hepatic function, albumin and so on. Our health consulting service based on the results of the check-ups was welcomed by evacuees as 6

7 well because most of the healthcare facilities were shut down. Through the conversation, we found various needs including insomnia and lack of medicine. 2. Use of Donation from SVPI & SVPT Thanks to the donation from SVPI & SVPT, Carepro carried out blood testing to 60 elderly people at an evacuation center (originally Minato elementary school), where 230 people stayed, in Ishinomaki City, Miyagi prefecture. In case of emergency, the examiner referred the patients to our alliance partners, diabetes experts in the Ishinomaki Red Cross Hospital and Tohoku University Hospital. In addition to that, as necessary, the collected medical data were used by the doctors coming from surrounding areas for further examination and prescription of drugs. Our data showed 40 to 50 percent of examiners had high blood pressure, which supports the claim of disaster causing high blood pressure. Lack of sleep and exercise and too much intake of salt would be the possible reasons. High blood pressure can cause apoplexia cerebri, cardiac infarct, and cardiac arrest. We suggested an improvement strategy including protection of privacy protection to lessen stress in evacuation centers, offering the right kind of food, constant implementation of radio calisthenics and walking. 4. Our Plan We are planning to figure out the health problems in the affected areas and utilize information acquired from the data results for health administration. 7

Message for SVP International &SVP Tokyo When we are asked why Carepro is supporting people in the affected areas, we always say, it s not only us; we support on behalf of people at SVP Tokyo and SVP International, who are eager to support the affected areas. Many people lost their families; however, they told us they don't feel they are alone. They said they are happy because many people help them. Of course, we Carepro really appreciate SVP Tokyo and SVP International. In addition to that, we want you to know the gratitude from the people in the affected areas.
