Relocation/Rebranding About Us Workforce Alliance, Inc. is chartered by the state of Florida to work with Palm Beach County businesses to provide job placement, recruitment assistance and funds for skills training. On average, more than 15,000 people each month receive help from the specialized services at Workforce Alliance Career Centers in West Palm Beach, Florida and Belle Glade, Florida. The centers offer online and live workshops. For information, visit Project Description Workforce Alliance, Inc. seeks a graphic design service for all online/print materials, which includes the event banners, posters, billboards, business cards, tri-fold brochures, outreach messages for online/print media, web design and marketing materials for promotion. Workforce Alliance, Inc. is looking for a design that complements but is not limited to the current branded logo design and the online presence of Workforce Alliance, Inc. and the (pending) state unified brand, CareerSource Florida. In 2014, the Central Career Center will be moving to 3400 Belvedere Road in West Palm Beach, Florida and part of the challenge for this design is to welcome job seekers, community leaders and employers to the new Career Center in West Palm Beach and highlight the West Career Center in Belle Glade. In addition, the project will include the launch of branded materials for the Workforce Alliance's Center for Business Excellence in Boca Raton. An active goal is to increase Workforce Alliance (DBA) CareerSource Palm Beach County s appeal as a center for job search assistance and employer resources while simultaneously engaging the community leaders and employers within Palm Beach County. At the same time, Workforce Alliance will be changing its name to CareerSource Palm Beach County as part of a statewide, unified brand, to align with CareerSource Florida, the state workforce investment board and 24 regional workforce organizations. While the audience clients of the Workforce Alliance, Inc. DBA CareerSource Palm Beach County covers all ages, races, military veterans, literacy/educational levels, we have a need to also appeal to businesses, employers, education partners, community organizations and external audiences (businesses from out-of-state/international). Outreach messages would appear online and in print in Chamber Membership Directories, billboards, daily newspapers, online job boards, and would thus have an audience of upscale employers/business owners interested in hiring incentives, training programs and recruiting assistance.

2 Previous Experience Proven experience in any of the following areas includes, but is not limited to: report designs and templates, document layout, maps, graphs and charts, PowerPoint slides; creation/updates to the overall brand and guidelines, brand building social media pages/images, promotional materials (e.g. tri-fold brochures, flyers, folders, banners, posters etc.) graphic design and layout for social media platforms such as Facebook, Twitter, etc. The vendor must also have extensive experience and knowledge of printing production processes and their implications for design to be able to provide print ready files to publications and local printers. Design Requirements Workforce Alliance Inc., is looking for a design that is fresh and welcoming, and incorporates the state branded CareerSource colors/font: In order to draw attention to the move and new brand, Workforce Alliance is seeking something new and interesting for the poster design, with a modern, professional, business office appearance. Promotional Pieces Postcards/display posters Brochures four color tri-fold for distribution at public events, career centers Postcard/Poster - template design to be used for relocation announcements, business events, job seeker recruiting events, education events etc. Home page - website redesign using design that compliments print materials. Site Banners to identify Workforce Alliance at public events. Logistics Capacity The successful bidder(s) is expected to work off-site, yet must be available for telephone consultations and occasional in-person meetings with Workforce Alliance, Inc. staff. Release of Final Source Art Files All final digital art files remain the sole property of Workforce Alliance, Inc., a non-profit organization serving Palm Beach County, and cannot be reused/edited for other clients without written permission from Workforce Alliance, Inc. The vendor awarded a contract as a result of this procurement agrees to release source (editable) graphic files to local printing vendors selected by Workforce Alliance, Inc., upon final approval. The vendor will also agree to release the Workforce Alliance DBA CareerSource Palm Beach County from any liability for such use.

All vendors have equal opportunity. Any conflicts of interest, potential conflicts of interest, or relationships with Workforce Alliance, Inc., or staff must be declared as part of your submission. (3 points) Proposal Evaluation Criteria Workforce Alliance will initially review all proposals for completeness and compliance with the terms and conditions of the RFP. Incomplete proposals will be eliminated from further consideration. Finch 1951 North Military Trail, Suite D, West Palm Beach, FL Notice to Designers Intending to Submit a Proposal/Selection Process All responses to the RFP will be reviewed by a panel of Workforce Alliance, Inc., staff. Graphic design firms based in Palm Beach County are strongly encouraged to apply. Workforce Alliance shall not be responsible for any costs associated with proposal preparation. Submitted proposals should be valid for a period of 180 days from date of receipt by Workforce Alliance, Inc. Submission of a proposal does not bind Workforce Alliance, Inc., DBA CareerSource Palm Beach County to engage or enter into an agreement with the vendor to provide requested services. Workforce Alliance reserves the right to reject any and all proposals, modify any aspect of the submitted RFP, or cancel the RFP.

6 This RFP and any files transmitted with it, are considered a public record under Florida's Public Records Law. The evaluation team will select as the successful bidder the vendor whose proposal is determined to be most qualified to meet the needs of Workforce Alliance, Inc. based on the stated evaluation criteria. The determination of the successful proposal will be based upon information supplied by the vendor in response to this RFP and upon other information that will be obtained by the evaluation team as is deemed necessary. The lowest-cost vendor may not be determined to be the most responsive bidder when all factors of evaluation of the proposal are considered. However, the pricing information will be an important factor in the determination of the successful proposal. Workforce Alliance will utilize the selected vendor as the primary source for all of its core graphic design needs for the period 11/14/13-6/30/14 with an option for a renewed contract contingent upon performance, funding and availability, of up to 2 (two) additional years through 6/30/16, maximum. A contract agreement will be recommended based on review by the proposal evaluation team. However, the RFP does not commit Workforce Alliance to award a contract.
