2 OBJECTIVE Mountain View County is seeking to redesign the current website ( in order to enhance the functionality of the website, expand our online service capacity, and extend our reach on multiple platforms (mobile friendly). Currently, the website is a very basic site that is mostly informational. It was designed in 2008 with the purpose of being accessible to users in outlying areas with limited connectivity. It features a userfriendly content management system (CMS). The site is hosted off-site on a third-party server. The current domain will remain in use for the redesigned site. Preference is the website is hosted in Canada. Our vision is to have a secure site that is multi-platform for PC users, tablet users, and smart-phone users. The focus will be on the user s experience to quickly and directly navigate to the information, services, and contacts they need in an efficient and simple manner. BUDGET Mountain View County Council has endorsed the website rebuild and has approved an appropriate budget. The project is ready to commence upon approval of a vendor. AUDIENCE The key users of the site will be residents and ratepayers of the municipality, including agricultural producers, business owners, acreage owners, community groups, and industry operators. The site will also be an information hub for visitors and potential investors personal, recreational, business or industrial. Be mindful that Mountain View County is a rural setting. Our typical access speed for rural internet is between 1.5 and 10 MB per second. TOOLS AND FUNCTIONALITIES A site that is fluid and easily adaptive to the browsing method and device. Preference is given to a system focused on user choice rather than force. The ability for the development of customized apps. Ability to embed other web based formats including enterprise GIS, Eventbrite, Alberta Emergency Management, Social Media platforms, etc. Functionality to allow gathering of information through online forms, applications etc., without registration requirement. Back-end capability to incorporate online payment functions (credit card, PayPal, etc.) Capability for easy and fast searching of the site.

3 A user-friendly content management system that will allow staff with minimal technical expertise to update pages. Website analytics and reporting. SCOPE OF WORK Mountain View County is open to creative options that will enhance the user s experience and modernize the overall look of the County s online home. Final structures and designs will be decided in consultation with the successful respondent. Respondents should organize their proposal into the following areas for considerations: 1 Design Redesign the Mountain View County website, including overall theme, consistency of look and feel with our current branding standards, and ease of navigational options. Provide at least two proposed design mock-ups for review; or two acceptable past examples of government website work. 2. Content Management As noted in Tools and Functionality previously. Focus on ease of use for Mountain View County staff to maintain, update and expand website. Hosting solution for forms, data caches, documents, etc. 3. Production The successful respondent will provide a fully operational and working website. Undertake content migration as needed and directed in consultation with Mountain View County. Must have cross browser capability; including mobile device considerations (auto detect). Include strong security measures and solutions. Be designed with functionality on the back end that facilitates integration of additional features in the future. 4. Training and Support Provision of full training on CMS usage for applicable staff. Creation of a user manual for Mountain View County. Outline of ongoing support options. Site monitoring solutions.

Proposed Project Costs Breakdown of costs by production hours, tools, and functionalities Use and identification of subcontractors Maintenance and support License fees Training and style guide Other costs Mountain View County is responsible for the content and provision of the content to the successful developer, including existing content files, graphics, guidelines, copy and other source files and information. RESPONDENT INFORMATION As part of the RFP process, particulars regarding your company are required, including: Outline of experience including sample work Municipal website experience (including any rural municipalities, if applicable) Biographies of key personnel who will be working on the project, contact people A proposed process plan for the project Your testing and evaluating process References About Mountain View County Mountain View County is a rural municipality in South Central Alberta. Population is approximately 12,570 with five urban municipalities (the Towns of Carstairs, Didsbury, Olds & Sundre; and the Village of Cremona) within our borders. Agriculture is the historic foundation of the community, as is oil and gas production and movement. Tourism is a growth area as visitors look to access portions of the west country.

5 The county also serves as a major transportation hub with the Queen Elizabeth corridor bisecting the municipality along with major highways including Highways 2A, 27 and 22. Mountain View County as an organization features a Council of seven (7) from which a Reeve is selected by the members of Council. Staff is overseen by Council s only employee, the Chief Administrative Officer, and features approximately 90 full time inside and outside staff. Departments include Operational Services; Corporate Services; Planning and Development Services; and Legislative, Community and Agricultural Services. EVALUATION The County s Communications business unit will review and evaluate each proposal received to determine ability to meet the requirements of Mountain View County. The evaluation criteria (see chart below) will be the basis for evaluation and such criteria shall be evaluated at the County s sole discretion. Additional information or clarification of proposals may be required by the County. Mountain View County also reserves the right to evaluate the extent to which each proposal compares to the stated criteria to select the proposal which best suits requirements. Criteria The proposal demonstrates a thorough understanding of the project and demonstrated knowledge & experience respecting rural municipal website development Project methodology, including planning principles, approaches being taken and level of interaction Proposed work plan Overall quality of the proposal (layout, clarity, adherence to bid format requirements etc.) Consideration of the price of the services solicited by this RFP. Evaluation on pricing scheme as well as price comparison to other proposals. Reference follow-up Maximum Score 10 points 10 points SELECTION The successful respondent will enter into a Short Term Service Contract with Mountain View County based on the information contained in the RFP and successful proponent s submission and any modifications thereto. The successful respondent will be notified in the form of a Letter of Award. The RFP and completed proposal form will be incorporated by reference in the Short Term Service

6 Contract and included in the formal agreement which will form part of the contract/agreement between the County and the successful respondent. Any changes to the contract will be confirmed by an amended agreement. The County reserves the right to terminate the contract following an instance of unacceptable performance with regard to contractual standards, quality, quantity or delivery. ADDITIONAL SERVICES If the successful respondent is required to perform additional services, outside the scope of the tasks identified, these additional services can be invoiced on a time charge basis in accordance with the approved fee. Any additional services must be approved in writing by Mountain View County, before the proponent undertakes the additional services. With the Design and Development of Municipal Website project may come an opportunity to undertake development of an additional website, currently under the purview of Mountain View County. At this time, the additional project is pending budget approval from partners. TERMS & CONDITIONS 1. Respondents shall review the RFP documents, and shall promptly report and request clarification for any discrepancy, deficiency, ambiguity, error, inconsistency or omission contained therein. These requests must be submitted in writing no later than 4 p.m. MST on May 30, 2016 to awild@mvcounty.com. 2. Answers to submitted questions and any addendum to this RFP (if required) will be posted on the same sites as the RFP and ed directly to all respondents by no later than 4 p.m. MST on June 6, The County reserves the right to cancel this RFP for any reason without any liability to any respondent or to waive irregularities at their own discretion. Proposals may be withdrawn by written notice only provided such notice is received at Mountain View County prior to the date/time set as the closing time for receiving proposals. 4. Proposals shall be open for acceptance for 90 days following the submission closing date. 5. All proposals will remain confidential and are subject to the Freedom of Information and Protection of Privacy Act (FOIPP) within the Province of Alberta. 6. Mountain View County may, at is sole discretion, elect not to accept any submission for any reason and reserves the right to negotiate final project terms and conditions. 7. Mountain View County is not responsible for any costs incurred by respondents in preparing and submitting responses, and further accepts no liability of any kind to a respondent until its response is accepted and a formal agreement signed. 8. Mountain View County will have ownership rights to all data and intellectual property generated or developed by this project.
