Professor Energy and Environmental Program Facultad Latinoamericana de Ciencias Sociales (FLACSO) Sep Sep 2013 The Energy and Environmental Program in FLACSO is aimed to professionals and decision makers who need to deepen their understanding of energy and environmental policies. The syllabus includes: links between energy and economic development; energy supply, energy demand; summer timing program;, energy efficiency program; incentives to promote efficiency in the use of fuel; energetic reform and the use of alternative fuels; key policy issues at national and international levels. 2 Director of Econometric Analysis and Modeling National Institute of Ecology, Ministry of Environment Research in Environment Economics and Policy Sep 2008 Summary of achievements I conducted an evaluation of energy policy considering decoupling the subsidies for pesticides, diesel, electric tariff and water pumping. I created a Computable General Equilibrium Model to assess policies to lower carbon emissions. I designed and evaluated the Payment for Environmental Services Program where the Federal Government grants monetary incentives to stakeholders to conserve forests. This program has devoted 5,290 million pesos involving 2,800 hectares. I promoted the development of green markets for sustainable lumber and eco-labeled fisheries. I designed a mechanism to determine how much to pay fishermen as an incentive to lower effort and protect endangered species in the Upper Gulf of California. I generated several policy papers including: o Waste disposal and management o Calculation of recreational demand for Cancun s Marine National Parks and policy suggestions. o Development of certification mechanisms for forest production in Mexico. o The role of intellectual property rights in developing countries o Analysis of the determinants of participation in voluntary clean-firms program. o Calculation of costs and benefits of vessel buyout in the Upper Gulf of California.
