10 MESSAGE Mr. Shafique Ahmed Khan Provincial Minister of Education Government of Balochistan akistan's social and economic development depends on the quality and productivity of its human resources. Human resource development in turn Pneeds high quality of education, be it at the school or college level, general or professional, and vocational or technical. Both the federal and provincial governments stand strongly committed to education as their top most social sector priority. As we all acknowledge, the teacher plays the most pivotal role in determining the quality of education that is being imparted in educational institutions. It is therefore important that our teachers are well trained and their training needs are met on an on-going basis as new trends emerge in the educational sector. All teacher training institutes therefore have this major responsibility to ensure that teacher training needs are assessed and met on a continuous basis. In this context, the Directory of Teacher Education/Training Institutes in Balochistan developed by the Bureau of Curriculum and Extension Centre (BOC & EC) under the STEP programme is a new body of knowledge. It provides accurate information on private and public institutions offering teacher training at different levels and in different disciplines. The Directory will be extremely useful for planning of implementation of teacher training programmes in future. 11 MESSAGE Mr. Aftab Ahmed Jamal Provincial Secretary Education Government of Balochistan ince its establishment in 1971, the Bureau of Curriculum & Extension Center (BOC & EC) has been engaged in a host of activities ranging from Sdevelopment of curriculum and trainings, conducting of TOTs and preservice/ in-service teacher training. Under the STEP programme, the BOC & EC has taken some bold steps to document key information that will be useful to both its professional staff and agencies interested in any aspect of teacher training in Balochistan. The recent addition to the admirable accomplishment under STEP is the Directory of Teacher Education/ Training Institutes in Balochistan. The directory has been compiled by collecting information from the concerned institutes in both public and private sectors. The information is now available in a computer database and the directory reflects the most pertinent data that will be of use by BOC & EC for planning and implementing teacher training programmes in future. The federal government and donors will also find the directory useful as it provides them concise information on available resource institutions in the province. I would like to congratulate BOC & EC on publishing the directory and acknowledge the technical and financial support provided by UNESCO and USAID without which this publication would not have been possible. 4
12 MESSAGE Mr. Javaid Iqbal Nasir, Director Bureau of Curriculum & Extension Centre (BOC & EC) Quetta, Balochistan he partnership with UNESCO-USAID under the STEP Programme has been a mutually rewarding and enriching experience. Several new Tinitiatives have been taken under the programme for the first time and as the Director of BOC & EC, I would like to acknowledge the technical and financial support which provided opportunities to BOC & EC to document and expand its work. With the publication of the Directory of Teacher Training / Education Institutes in Balochistan, the BOC & EC has achieved an important milestone. We now have a fairly reliable information of institutes engaged in teacher education in the province. The directory tells us the different types and duration of courses offered, number of current and potential beneficiary teachers, technical capacity of the institutes and other information useful for planning future teacher training programmes. The directory can be extremely useful for other organizations and agencies which are on the lookout for potential partners for teacher training in the province. It is a comforting thought that the information is available with BOC & EC in a computerized database format and it can be regularly updated. I wish to thank all who worked hard to collect, collate and compile the entire data, and all the institutes which graciously provided the data for the directory. I am grateful for the support provided by UNESCO-USAID and especially Mr. Akbar Jawad for his valuable input in developing tools and techniques for collecting the information and, Kamran Iftikhar Lone for developing data base and ensuring that the directory be completed and published in time. 5
13 Strengthening Teacher Education in Pakistan (STEP) Project his document was prepared under the UNESCO project Strengthening Teacher Education in Pakistan (STEP) funded by USAID. The project strives for the enhancement Tof th e Government s capacity to assure quality teacher education by improving policy framework, coordination and standard-setting in order to bring about long term changes. The principal objective of the project stated in the original proposal is to improve the quality and professional development of teachers and teacher training institutions through the development of a strategic framwork for 1) policy formulation and dialogue with a view to building consensus and mobilizing support for teacher education, 2) effective coordination of interventions in teacher education, including field based teacher education activities, and 3) standard setting for teacher certification and accreditation. The project takes a holistic and unique approach. The STEP project has partnership with all the key government teacher education bodies which have mandates in relation to teacher education curriculum and coordination both at the Federal and Provincial level, aiming to improve coherence and coordination of teacher education system as well as to support each of them to develop its capacity to assure quality teacher education. BOC- Baluochistan is one of the counterpart institutions of the STEP project, STEP activities with BOC includes; Strengthening of Resource Center Organize monthly meetings of BOC, PITE and elementary college to establish coordination network Organize advocacy seminars in the focused districts to enhance status of teachers Update the directory of teacher training institutes covering private & public sector 6
14 INTRODUCTION his directory contains information about the teacher training institutes in Balochistan, both in public & private sector. It includes Universities' Institute for Education & Research T(I.E.R) and public as well as private institutes offering various degrees, courses or certificates in teacher education. The information encompasses contacts, courses offered, basic facilities and current enrollment in these institutes. It also records information about the physical infrastructure i.e number of classrooms, status of playground, laboratory, library, computer lab and hall. This also contains information regarding these facilities are functional or not. A database is maintained at BOC & EC which records detail information about each institute like faculty information (Professor/Instructor name, his/her professional and academic qualification, teaching/training experience and contact details). This document will serve a complete source of information for Government departments, educators, trainees and Non- Governmental Organizations. Part I: of the directory provides summary information about institutes, district-wise, genderwise, sector wise (Government & Private) and courses offered in these institutions. It includes summary table to facilitate the search of institute by course offered. Each institute is referenced by a page number which enables the reader to view the details of that particular institute. Part II: enlists detailed information about all the institutes in alphabetical order. It includes the address, contacts (phone no, address, website address), sector, institute type and courses offered. BOC & EC tried its best to collect information about all institutes, but still there were few institutes especially in private sector who hesitated to provide information. Therefore in this first edition of Directory, there may be some institute which could not be included in it. It is expected that in 2nd edition the rest of the institutes will also realize the importance of this effort and will provide the data excitedly. In this connection a blank form has been provided at the end of the directory. Institutes willing to participate can fill out the form and send to Deputy Director BOC & EC. The institutions who want to update their information provided in this edition can also use the same form. All these information will be compiled in next edition. This directory is published in collaboration with UNESCO under STEP-USAID project. 7
15 EXECUTIVE SUMMARY There are 30 teacher training/education institutes in Balochistan, out of which 20 are government and 10 private institutes. There are 6 male, 5 female and 19 Male/Female institutes for teacher training. In Balochistan there is 1 institute conducting PhD, 1 institutes offering M.Phil, 2 institutes for M.Ed and 16 for B.Ed. There is no teacher training institute in following districts: Awaran, Barkhan, Bolan, Chagai, Dera Bugti, Gwadar, Jafarabad, Jhal Magsi, Kech (Turbat), Kharan, Kohlu, Musakhel, Naseerabad, Nushki, Qilla Abdullah, Qilla Saifullah, Zhob, Ziarat 8
