1 Annual Minnesota Nursing Public Policy Internship OCTOBER 26 & 27, 2015 Radisson Hotel Roseville and Minnesota State Capitol PURPOSE: The purpose of the Internship is to provide didactic and experiential learning surrounding health care public policy advocacy. ATTENDEES: Open to Nursing Professions and Nursing Students LEARNING OBJECTIVES: Advocacy 101 Understand Public Policy Processes. Describe key steps to effect change in the legislative process and to get a bill into law. Describe how to be involved and influence policy at the local and national level. Discuss how to work effectively with legislators and staff to advance policy agendas. Understand policy hearing processes. ACTIVITIES INCLUDE: Develop take home advocacy skills o Letter writing o Navigating websites o Contacting and working with legislators o Delivering an elevator speech Developing and delivering testimony at a mock hearing at the Capitol Networking with nurses from a variety of clinical and political arenas Meeting and learning from public policy leaders Register at (Registration is limited to 75; a waiting list will be available if registration reaches 75) For questions: contact MOLN office at office@moln.org or Registration Level Student $ 75 (must be currently enrolled in a nursing education program) Non Student $ 175 Your registration fee includes: scheduled continental breakfast Monday, lunch Monday and Tuesday, Monday evening reception, shuttle to Capitol, course materials and Wi Fi access. 4 MOLN Nursing Public Policy Internship 2015 Speaker Bios Representative Karen Clark See Judy Cook is co founder and senior partner of Cook Girard Associates, with nearly 30 years of experience in public policy and politics in Minnesota. Cook is repeatedly recognized as one of the leading government affairs professionals in Minnesota. Throughout her career, Cook has successfully managed some of the most complex legislative and regulatory issues addressed by Minnesota policymakers. Cook has expertise on a variety of public policy issue areas including health care, business regulation, civil law, environment and government transformation. Cook has long received recognition for her achievements, most recently being named by Twin Cities Business Magazine to their list of 100 People to Help You Thrive in Cook has also served on numerous boards and organizations during her years as a leading government affairs professional in Minnesota. Rene Cronquist is the director of practice and policy for the Minnesota Board of Nursing. In this position she manages the Nursing Practice Section in the receipt, investigation and resolution of complaints about nurses. She provides advisement and support to Board members and staff regarding nursing practice topics and policy issues. She regularly provides presentations and works with other state agencies and organizations on topics of nursing regulation and health care. She has a Bachelor s degree in nursing from Gustavus Adolphus College and her law degree from Hamline University School of Law. Her previous experience includes acute care, rehabilitation, and longterm care nursing, clinical risk management and has served as law clerk for the Minnesota Court of Appeals. Katheren Koehn MA, RN is the Executive Director of the Minnesota Organization of Registered Nurses (MNORN). She has served on the Boards of Directors of the American Nurses Association (ANA) and the American Nurses Credentialing Center (ANCC). She was the first chair of ANCC s Commission on Pathway to Excellence, a program that recognizes excellence in nursing departments. She is a past president of the Minnesota Nurses Association (MNA). In 2004, she was awarded a She was Bush Foundation s Leadership Fellowship, completing her Masters of Arts in Liberal Studies at Hamline University. Her thesis explored the 1966 mass resignation of American Registered Nurses, a strategy to achieve a national salary goal as a means to reduce a severe shortage of nurses. Judith M. Pechacek, DNP, CENP, RN, clinical assistant professor at Univeristy Of Minnesota School of Nurinsg: Dr. Judith Pechacek is currently serving as an assistant professor of nursing at the University of Minnesota, School of Nursing. She teaches health care leadership in the pre licensure Bachelors, and Masters nursing programs and Executive leadership, quality, finance, and organizational culture in the Doctorate in Nursing Practice Program. Judith is also providing clinical informatics support to the National Center for Interprofessional Education and collaborative practice. Prior to this role Judith was the chief nursing officer, vice president of patient care for a 390 bed acute care hospital in Minnesota. Prior to serving in these roles Judith was the director for clinical systems in information management services, accountable for the design, testing, training and implementation of clinical information systems for the health care system. Her professional nursing practice includes direct care provision and clinical nurse leader in critical care, and progressive nursing management positions.
5 MOLN Nursing Public Policy Internship 2015 Speaker Bios Judith started her educational journey by becoming a nursing assistant in the 1970 s. She then worked her way through school to become an LPN, Associate Degree RN, Bachelors degree RN, graduate school with honors. She was inducted into Sigma Theta Tau in Judith finished her Doctorate in Nursing Practice degree in Judith is a founding member of Minnesota Nursing Informatics, an upper Midwest Nursing professional organization focused on the advancement of nurses in the field of informatics. Dr. Pechacek Board service includes Inver Hills Community College Foundation Board chair and past development committee chair and Minnesota Leaders in Nursing (MOLN) Public Policy and Advocacy board chair. She published several articles on span of control, implementing clinical automation, clinical transformation, clinical quality and the nurse executive s role. Maria Ruud, MSN, RN, CNP: Maria is a former member of the Minnesota House of Representatives, District 42A, which includes portions of western Hennepin County in the Twin Cities metropolitan area. Maria was first elected in 2004 and was re elected in 2006 and During her time in the State Legislature, she served as vice chair of the Energy Finance and Policy Division Committee, and was a member of the Education Finance and Economic Competitiveness Finance Division, the Health and Human Services, the Health Care and Human Services Finance Division, and the Mental Health Division committees. Maria is an Obstetrician Gynecologist Nurse Practitioner and former Director of Medical & Dental Services for The Neighborhood Involvement Program (NIP) Community Clinic, an organization whose mission is to provide quality, low cost medical and dental services to the community's low income, uninsured/underinsured persons. Presently, Maria is a Doctor of Nursing Practice student at St. Catherine University in the process of completing her dissertation, and also teaches in the School Of Nursing at the University Of Minnesota. Danielle Salisbury is the director of governmental affairs for assisted living and housing at LeadingAge MN. Dani returns to the association after previously working as a legislative intern. Dani came to LeadingAge with a background in geriatric social work. Most recently, she worked in a long term care facility as a household coordinator for Presbyterian Homes and Services. It was in this capacity where she was able to directly impact the lives of older adults and their families as a member of the association. Dani holds a LSW from the University of Wisconsin Eau Claire. Liz Sether, RN, MHA, Nurse Consultant/Policy Analyst, Aging Services of Minnesota Ms Sether serves as the professional nurse consultant and policy analyst for Aging Services of Minnesota. Created and continues to facilitate the Nursing Leadership Symposium which has graduated over 500 participants. Sether serves as a liaison to the Minnesota Medical Directors Association, Stratis Health MN Rural Palliative Care Initiative, Minnesota Board of Nursing, Minnesota Directors of Nursing Administration (MNDONA), Minnesota Board on Aging Falls Prevention Initiative with the Minnesota Departments of Health and Human Service, MAPS, LEAPT Community Falls Prevention Partners Project and serves on the U of M Hartford Center of Geriatric Nursing Excellence Advisory Committee for Clinical Teaching in Nursing Homes. Liz works closely with the Department of Health and Human Services involved in statewide training and QIS Survey while also providing advice and counsel to numerous

And currently serves in leadership roles for the RWJF & AARP Center to Champion Nursing s national initiative as co lead for Minnesota Action Coalition and Minnesota Center for Nursing. Chris Stolarzyk is the current Committee Legislative Assistant for the MN Health & Human Services Finance Committee. His education includes a B.A. of Political Science from Midwestern State University in Wichita Falls, TX and a Masters of Professional Studies in Political Management from The George Washington University in Washington, DC. While attending GW, he interned on Capitol Hill and worked on a congressional and senate campaign. Since February 2014, Chris has worked for the Minnesota House Republican Caucus. Susan Stout is the president & CEO of the Amputee Coalition since the fall of Susan has over 20 years of experience as a lobbyist, working mainly on healthcare reform and healthcare access issues. Prior to starting her lobbying career, Stout served as director of nursing at Tracy Municipal Hospital in Minnesota and as community health administrator for Minnesota s Freeborn and Redwood Counties. She has been with the Amputee Coalition since January 2011 as the chief communications officer and director of government relations, and most recently heading the Peer Support programs as well. Diane Twedell DNP, RN, CENP is the chief nursing officer (CNO) of the Southeast Minnesota Region of the Mayo Clinic Health System (MCHS). She has served in a variety of nursing leadership roles at Mayo Clinic in Rochester and MCHS including: assistant nurse manager of the emergency department, nurse manager of the emergency department, clinical director of critical care, nurse administrator for education and professional development, and current role of CNO. She holds a Master of Science in Nursing from the University of Minnesota and a Doctor of Nursing Practice from Rush University. Diane is an active member of the American Organization of Nurse Executives (AONE) and has served on the Board of Directors representing Region 6. She is an accomplished author of journal articles, textbook chapters, and has served as the Associate Editor of the Journal of Continuing Education in Nursing. Diane has presented regionally, nationally, and internationally on a variety of clinical and leadership topics. Diane has actively represented Minnesota nursing on legislative issues and has a great interest in advancing nursing s voice in the state of Minnesota. Diane will take the role of presidentelect for MOLN Board of Directors in January Ian D Wolfe, RN, BA, CCRN: Ian Wolfe currently works as a staff nurse at Children s Hospitals and Clinics of Minnesota in the Minneapolis Pediatric Intensive Care Unit, as well as at Gillette Children s Specialty Healthcare in Perianesthesia and the Pediatric Intensive Care Unit. His other past work has been in burn intensive care, cardiac, and emergency. Ian holds a BA in Philosophy, an AS in Nursing, and is currently a PhD student in Nursing at the University of Minnesota, where he was awarded the Katherine Densford Dreves and Patricia L Witt scholarships. He was awarded a scholarship by the AACN to attend the Nurse in Washington Internship in spring 2014.
