Box 72 The community was founded in 1762 as Frederickstown, when Frederick and Rosina Hummel purchased land along Swatara Creek. Hummelstown was incorporated as a Borough in During the 19th century, the nearby Union Canal at Swatara Creek was an important factor in travel and trade in the area. From 1867 to 1929 the Hummelstown Brownstone Company operated quarries just south of town and provided employment for residents of the Hummelstown- Hershey area. Many small flourishing companies added to the vibrancy of the town and its proximity to Hershey and the state capital made it an ideal place to live. Hummelstown Borough is planning to celebrate its 250th anniversary in Today, about 4,360 residents live in the borough, which encompasses approximately 1.3 sq. miles. It continues to thrive as more and more people are attracted to the area s outstanding quality of life, housing, and business opportunities. In 2005, Money Magazine ranked Hummelstown 61st of 100 best places to live. Hummelstown is a vibrant, historical community offering specialty shops, casual and fine dining and a variety of services and professions. Just two miles from Hershey, the community has benefited from the establishment in 1987 of the Hummelstown Business & Professional (HBPA), which was formed for the purpose of beautifying the downtown shopping area and promoting its business and history. 6 Borough Government The Hummelstown Borough Municipal Government is comprised of a Mayor and seven Council members elected to four-year staggered terms. The Borough operates under the Council/Manager form of government. The Mayor is in charge of the Police Department and Borough Council is responsible for all other Borough functions. Borough Council has the legislative responsibility of reviewing and adopting budgets and new ordinances, as well as giving final approval to development plans and major capital purchases. Other duties include appointing members to various boards, and acting as legislative liaisons to boards and committees. The Borough Manager is the chief administrative officer of the Borough and is responsible to the Council for proper and efficient administration of all daily activities. The manager s responsibilities include: meeting agenda preparation, budget preparation, code enforcement, financial administration, personnel management, recreation and public works. The Chief of Police is the administrator of all Police Department activities. For detailed information visit Park Facilities The Borough of Hummelstown provides a variety of recreational park facilities for residents and many others from surrounding areas. The present park facilities are maintained by the Public Works Department and are upgraded frequently by adding new playground equipment and other recreational apparatus. Planning Commission The Hummelstown Planning Commission consists of five Borough residents appointed by the Borough Council for a 4-year term. Duties include: Subdivision Plan Review, Land Development Plan Review, Zoning Ordinance Revisions and Comprehensive Planning. They operate as an advisory board to the Borough Council and the Zoning Hearing Board. With the help of the borough engineer and planning professionals, the commission recommends plans, ordinances, and other proposals for final approval. Meetings are held on the first Thursday of each month at 7:30 p.m. Public Works Department Maintenance Garage North Duke Street The Public Works Department maintains all Borough streets and alleys, including street sweeping, snow removal, pothole patching, and leaf collection. They are also responsible for the maintenance of storm water and sanitary sewer systems (sewer lines and pumping stations) and public recreation facilities. Recycling & Solid Waste program Regular garbage pick-up is on Thursday. The Borough also provides a curbside recycling program for all residential units in town. The comprehensive recycling program requires all residential units in the Borough refuse collection system to recycle. The same ordinance that outlines this program also requires multi-family and commercial establishments to recycle. Residents may also place one large household item out for collection each week with their regular refuse. Alexander Family Library branch of the Dauphin County Library System located at the corner of North Railroad and West Second Streets will be opened. Dauphin County residents may obtain a free library card by filling out a short application and presenting identification with a current address. Main Street Emergencies 911 Non-emergencies The Hummelstown Chemical Fire Company proudly protects residents of Hummelstown and assists in surrounding areas. Services include: fire, haz-mat, search and rescue, and extrication. The fire company, with 42 volunteer members, has a Junior Firefighter Program, which allows the youth of Hummelstown to participate in the community. Hummelstown Borough Police Department The Hummelstown Borough Police Department is under the jurisdiction of the Mayor and is located in the Borough Municipal Building. The department consists of the Chief-of-Police, six full-time officers, three part-time officers, and a parking enforcement officer. The Department is a full service community oriented agency, which takes great pride in providing police services to those who live, work and visit Hummelstown. The Department has received statewide recognition for its achievements in Community Policing. Officers serve the community in a variety of areas such as: advisors to citizen volunteer Crime Watch Organizations, Drug Abuse Resistance Education (D.A.R.E.), Halloween Safety Watch (Witch Watch), Bike Safety, Food Drive (Annual Turkey Bowl), National Night Out (NNO) against crime and Do The Right Thing Program. Lower Dauphin School District (LDSD) The Borough of Hummelstown is located in the lower Dauphin School District (LDSD), with an administration building, High School, Middle School, and Elementary School within the borough. LDSD also includes the townships of Conewago, Londonderry, East Hanover, and South Hanover. The school district is home to 22,545 residents with approximately 4,000 students. For more information call or visit org. IMPORTANT HUMMELSTOWN INFORMATION Hummelstown has an animal control ordinance prohibiting animal noise disturbances and animals running at large. When being walked in public, animals must be leashed. A pooper-scooper ordinance requires immediate removal of any excrement deposited on any public street, sidewalk, park or property. All dogs over the age of six months must be registered and licensed each year with the County. All solicitors or peddlers must obtain a transient retail merchant s permit from the Hummelstown Police Department. Open burning is not permitted within Borough limits Residents planning a home improvement project must contact the Borough office to secure a building, zoning, electric, or plumbing permit prior to commencing work. Skateboarding is prohibited on all Borough streets, alleys and posted areas. There are two voting precincts in Hummelstown. Both precincts vote at the Firehouse, 249 E. Main St. The Borough Ordinance on Snow removal mandates that snow must be cleared no later than 12 hours after the cessation of any fall of snow, sleet or freezing rain. A curfew ordinance generally requires all juveniles, less than 18 years of age, to be off the public streets and sidewalks between the hours of 11:00 PM and 6:00 AM. The Borough Police Department enforces the State Law requiring motorists to yield to pedestrians in crosswalks. Bicycle Licenses are required by Borough ordinance. The cost is $1.00 per bicycle. Cat Licenses are required by Borough ordinance. The cost is $2.00 per cat every year.
