In addition he has been a SWAT Officer for over 9 years, SWAT Training Sergeant and has attended FBI Sniper School, US Army Advanced SWAT School, and US Army/ Air Force Joint Task Force SWAT School A prior instructor at NEACHA he holds numerous other Instructor Certifications. Judith Dicine, Animal Hoarding: More than Rescuing the Animals Attorney Dicine graduated from the University of CT with a Bachelor of Arts degree in Political Science in 1982, and from Quinnipiac Law School with a Juris Doctor degree in She was admitted to the CT Bar in 1985, the Federal District Court in 1987, and was in private practice from 1985 to 1990 as a litigation attorney. In 1990 she joined the Office of the Chief State's Attorney as the Housing Prosecutor for the Judicial Districts of New Haven, Waterbury and parts of Ansonia/Milford. In 2000, she was promoted to the newly formed position of Supervisory Assistant State's Attorney for Housing Matters for the Office of the Chief State's Attorney. She is certified by the State of CT Police Officer Standards and Training Council as a Law Enforcement Instructor and has conducted police trainings around the state on landlord-tenant laws. She has conducted a multitude of safety and housing code enforcement trainings for fire, building, health, housing and zoning code enforcement officials for the CT Departments of Public Safety and Public Health, and for the CT Fire Marshals Association, the CT Building Officials Association, the CT Directors of Health Association, the CT Environmental Health Association, the CT Association of Zoning Enforcement Officials and the CT Association of Housing Code Enforcement Officials, among others. Attorney Dicine is dedicated to assisting code officials in performing their job of achieving code compliance and maintaining decent, safe and sanitary housing. Chris Fraize, Protect Yourself: Dealing with Aggressive Dogs Chris Fraize has over 18 years of experience in training and rehabilitating dogs with minor problems to severe aggression. Mr. Fraize has successfully rehabilitated numerous problem pet dogs, including many which other trainers had given up on. He has trained Police K-9's, Tracking dogs, Search and Rescue Dogs, Therapy dogs and other service dogs of all shapes and sizes. Since opening Canine Solutions Training Services in Maine in 2000, Mr. Fraize has founded the Maine Association of Dogsports (M.A.D.). In addition he conducts bite prevention seminars for organizations such as Central Maine Power, Humane Societies across New England, The New Hampshire and Maine Safety Councils, On Target Utility Services and the United States Postal Service. He also conducts seminars in Canine Problem Solving, Police K-9

2 Training, Obedience Training and other related topics and has frequently served as an expert witness in dog bite cases. Mr. Fraize has competed and placed in national obedience trials, personal protection trials, weight pull competitions, agility, dock diving and many other dog sports competitions. He is a certified decoy (the bad guy that gets bitten) for the National Association of Protection Dogs and K-9 Pro Sports, a certified judge and helper for the Federation American Bulldog as well as winner of the 2000 Dog Sports Open Magazine Decoy competition. Mr. Fraize was also presented the chairman's award by the Working Dog Foundation (New Hampshire Police K-9 Academy) in 2006 for outstanding service in canine training. In 2007, Mr. Fraize served as the head trainer for the Farmington New Hampshire Police K-9 unit, coaching handler Chief Scott Roberge and K-9 "Connor" to a USPCA certification with a nationally qualifying score. Since opening Canine Solutions Training Services in Maine, Mr. Fraize has been featured in Dog Sports Magazine, Dog In Sight Magazine on WJBQ, WLOB, WHEB radio, in the Portland Press Herald, The Sanford News, Foster's Daily Democrat, The Weekly Observer and on television on Animal Planet nationally and on WCSH 6 in Portland locally, just to name a few. Mr. Fraize has trained dogs for the Animal Planet shows "The Haunted" and "Last Chance Highway," as well as the feature film ~ Terrace Street. Recently, Mr. Fraize signed a development deal with Talax Media LLC to develop and air a television show on dog training and behavior. Karen Jones, Animal Control Safety: Facing the Real Threats Officer Karen Jones is an Animal Control Officer with the West Hartford Police Department and is the supervisor of the Animal Control Division. She has over 16 years experience and is certified by the National Animal Control Association. Officer Jones actively promotes Animal Control related training and awareness for fellow Animal Control Officers and Police Officers. She has been a member of the New England Animal Control and Humane Academy for 15 years, 10 years of which she has been an active board member, served 3 years as Director and currently serves as Assistant Director. She is also a member of the State of CT Rabies Interagency Group and is currently the President of the CT Municipal Animal Control Officers Association. Prior to her career in law enforcement, Officer Jones was in microbiological sales for a Fortune 500 company and holds a bachelor s degree in Biology. Jennifer Wooliscroft, Publicity Matters: How to Develop, Manage and Maintain a Positive Relationship with Your Public Jennifer Wooliscroft is the director of communications at the Animal Rescue League of Boston and oversees the League s media relations, branding, marketing, publications and community relations activities. She has been in the communications field for over ten years, working in both the Creative Services and Public Relations Departments at Liberty Mutual Group where she specialized in auto, home and life insurance public relations and marketing and oversaw publicity for the company s $15 million sponsorship of the Boston Pops Fireworks Spectacular broadcast nationally on CBS TV. She holds a Bachelor s Degree in English Literature from Edinboro University of Pennsylvania and a Masters Degree in Gender and Cultural Studies from Simmons College.

3 Jerilee A. Zezula, D.V.M., Rabies: What You Should Know Doc Z, a veterinarian, is a founding member of the New England Animal Control/Humane Academy and has been a frequent speaker on many topics over the years. She retired from teaching Applied Animal Science classes at the Thompson School in 2009, but continues public speaking on a variety of topics and stays involved with animal care and control issues. She is an instructor at the NH Police Academy teaching Animal Cruelty, a member of the NH Governor s Commission on the Humane Treatment of Animals, a member of the International Association of Veterinary Forensic Sciences, in addition to being campus coordinator on the board of NEACHA. At this Academy she will present the Rabies topic and facilitate the Animal Transport and Marketing, Fundraising and Grant Writing presentations. NHSPCA Day Station Presenters Each attendee will spend an hour at each station learning, observing and performing essential skills with each presenter. Vehicles and Equipment Station Jim Lindley Jim is a Certified Animal Control Officer from the graduating ACOAM class of Jim spent 3½ years as the Animal Control Officer for the town of Salisbury MA. The Past 9 years Jim has been the Animal Services Officer/Director for the City of Beverly, MA. Jim has been a MA State Animal Health Inspector for the past 11/1/2 years. Jim is also a past Board of Directors Member for ACOAM. Jim is certified in Chemical Capture and Large Animal Rescue. Jim spent 14 days in New Orleans handling mostly large dogs under the rescue efforts of HSUS and AHA. In August 1998 Jim was responsible for hand capturing a juvenile American Bald Eagle. The eagle had for several weeks created havoc on the beaches from Maryland up through Hampton, NH. The young eagle had successfully avoided capture efforts by several municipal animal control departments, state wildlife agencies and US Wildlife. His training in 1998 at ACOAM when receiving training presented by Roger Lauze of the MSPCA had given him the knowledge and confidence to accomplish the capture. Throughout his career Jim has never forgotten what he was told by his mentor and friend Officer Tom White of the Animal Rescue League of Boston, You can t save them all, but save the ones you can! Will Watson Bio is coming Dog Station Gail Petras Gail Petras is an Animal Control Officer in Middletown, CT. She is Nationally Certified by the National Animal Control Association. Gail has served on the NEACHA board as an alternate for several years and is also a board member of the CT Municipal Animal Control Officers'

4 Association. Gail previously operated her own dog training business, focused on teaching basic obedience, recreational agility and behavior modification. Cat Station Allison Powers Allison is the technical specialist for the Applied Animal Science program at the Thompson School of Applied Science at the University of New Hampshire. She specializes in teaching about companion animal care but has a diverse background of over twenty years in the care of many species (with humans being the most challenging). One of her classes involves bringing students to the local shelters three times a week to provide basic medical care and exams for surrendered or seized animals. The majority of cases are cats and kittens of all temperaments and socialization/domestication levels. Contrary to the popular feeling that all stray cats have some form of a borderline personality disorder, she is looking forward to clarifying some miscommunications between the species. Powers realizes that not all cats are reasonably open to interspecies relations but appreciates their innate, straightforward ability to express this no matter what the language of the other individual. A graduate of Great Bay Community College and Granite State College she also is a certified pet bereavement counselor. Early in her career as a veterinary technician, she provided oversight for the town stray and wildlife care for the clinic where she worked. This entailed working with feral cats before the emergence of managed colonies by area non-profits. She also taught and designed the dog training classes for the clinic. She currently serves on two local animal shelter boards, is a foster care provider for shelter animals and holds a professional membership with the American Psychological Association: Division 17/Section 13, Human & Animal Interactions; Research & Practice. Intake and Microchipping Station Lorraine Moule Lorrie has been working in the field of animal control for more than 25 years, and has served as Supervisor of the West Hartford Police Department s Animal Control Division in Connecticut. She holds a degree in Veterinary Medical Technology from the Bel-Rea Institute of Animal Technology, Denver, Colorado. She is past president of the National Animal Control Association and the Connecticut Animal Control Association. She currently serves as the Treasurer of the New England Animal Control/Humane Academy. Nuisance Wildlife Station Richard Burton Rich Burton owns and operates Maine Animal Damage Control and has been doing nuisance wildlife removal and exclusion since He is a licensed animal damage control agent

5 through the Maine Warden's Service and is licensed as a police officer. Rich also does lost pet recovery and animal rescue. Mahlon Wood Mahlon "Woody" Wood, founder of PESTCO of Maine, Inc., began trapping animals at a young age for the fur and pelts. He continued running a trap line into his adulthood and acquired extensive knowledge and understanding of wildlife habits. His appreciation and respect for wildlife have continued throughout his life. He worked in public safety for 23 years as well as serving as the local Animal Control Officer in Stetson, Maine for several years. In these positions, he observed a need for wildlife control services by homeowners and businesses. He live trapped his first animal from a home in 1998 and has not stopped since. PESTCO was formally incorporated in October With his extensive understanding of wildlife habits and nuances, Woody easily adapted into the wildlife control profession learning the latest technology in baits, lures, traps, and exclusion techniques. Woody continues to be a leader in the field and stays up to date with the latest technologies. He is a Certified Wildlife Control Professional and served as the Representative for the State of Maine with the National Wildlife Control Operators Association (NWCOA). Later he was elected to his current position as Region 7 Director representing Maine, Mass, New York, Vermont, Connecticut, New Hampshire, and Rhode Island. He authored "Woody's Tips" in Wildlife Control Technologies (WCT) Magazine providing tips to other professionals in the industry for many years. Woody continues to stay up to date in the field by attending national meetings, seminars, and trade shows.
