Provided technical analysis and promoted the utilization of a quantitative methodology to evaluate the human and economic consequences of discharges into waters of the U.S. for drinking water and wastewater treatment systems. Provided technical recommendations for consideration in regards to physical and contamination threats to the water sector that could be used to intentionally prevent the use of water or seriously disrupt its provision to the public for drinking water and waste water purposes.
