2 Round One - Notice of Funding Available Overview The City and Borough of Juneau (CBJ) created the Juneau Affordable Housing Fund (JAHF) to promote the creation of affordable housing in the Capital City. On July 19, 2010 the CBJ Assembly passed an ordinance that steered $400,000 into the JAHF so that the Affordable Housing Commission can begin funding local projects that promote and provide affordable housing in Juneau. The CBJ Assembly- appointed Affordable Housing Commission (AHC) and the Affordable Housing Coordinator at the Juneau Economic Development Council (JEDC) will provide oversight of the JAHF. For each funding round, the AHC will establish the JAHF program goals and objectives, review grant proposals, and forward award recommendations to the CBJ Assembly. The application process for a JAHF award involves three (3) steps. Applicants must complete (1) a Preliminary Application, (2) submit a JAHF Application for Funding if notified to do so, and (3) receive final approval from the CBJ Assembly. Reference materials and documents necessary to apply for the JAHF program can be found at NOTE: Applicants that did not complete a Preliminary Application for Funding due May 31, 2011 are not eligible to apply for JAHF funding in Round One. Preliminary Applications for Round Two of the JAHF will be released in the early part of Priorities for the Juneau Affordable Housing Fund Round One, 2011 All projects that meet the general guidelines for the JAHF are eligible for funding. However, with limited resources available, the Affordable Housing Commission has established priorities that target pressing housing needs based on available data. Information from the 2010 Juneau Housing Needs Assessment led to the following priorities for Round I of the Juneau Affordable Housing Fund: I. Use of JAHF capital to develop housing units: Of the many eligible uses for JAHF funds, the Affordable Housing Commission prioritizes the use of Round One funding for capital costs for creation, acquisition, construction, rehabilitation, or preservation of affordable housing. Future funding rounds will be available for capacity- building activities, operating expenses, and self- sufficiency assistance once a dedicated revenue source has been identified. II. One-bedroom rental units for low-income residents (50% AMI and below): With an overall pent up housing demand of 343 housing units (138 apartment units, 205 single- family homes), as well as a 2010 Point in Time Homeless Count number of 537 persons who are homeless, it is essential to encourage high- density, high 2

3 volume housing to meet optimal 5% vacancy rates for one and two- bedroom apartments. 85% of renters that have incomes less than $35,000 (50%AMI or Low- Income), approximately 1200 Juneau households, are rent- burdened. This means the lack of affordable housing weighs heaviest on these households - - working poor, fixed income, youth, special needs, veterans, seniors. The greatest impact of JAHF funds would be for the creation and development of one- bedroom apartment units targeting these low- income populations. III. Long-Term Affordability: Given Juneau s history of a lack of affordable housing, land constraints, and the complex financing involved in putting together affordable housing projects, it is essential that units created using JAHF funds are affordable for as long as possible. At the minimum, units newly created or rehabilitated should have a 50- year term of affordability. Ideally, covenants would be longer - - even permanently affordable. Timeline for the Juneau Affordable Housing Fund Application Process I. Final Approval by the CBJ Assembly Funding Round One Notice of Funding Final Approval may take up to 60 days depending upon the CBJ Assembly meeting schedule. 3

4 Round One Funding Awards Currently, there is $400,000 available in the Juneau Affordable Housing Fund. Until a dedicated revenue sources is established, the Affordable Housing Commission has set the following parameters for funding in Round One: 65% of JAHF funds will be available for award in Round One. ($260,000) The majority of JAHF funds ($247,000) are available as low- interest loans. 5% of JAHF funds are available as zero- interest loans. ($13,000) The maximum award available for an individual applicant is $150,000. Purpose of the Notice of Funding Available Application The purpose of the Notice of Funding Available application process is to provide additional information to the Juneau Affordable Housing Commission (AHC) about project proposals submitted during the Preliminary Application process. Some information requested of applicants in the Preliminary Application is the same. Applicants are expected to complete the entire Notice of Funding Available including the additional information that is requested.
