3 New Program Proposal to the Faculty of Graduate Studies and Research 2. Executive Summary The MHIM program is consistent with the University of Regina s Strategic Plan as it aims to provide quality education to our students, and it will ensure that all of the students registered in this program will be given the opportunity to engage in critical reflection of their assumptions, encounter a series of perspectives, and communicate effectively on a variety of subjects (Student Success). The MHIM program will be hosted in the Faculty of Science because of the synergy that exists between this program and those currently offered by the Faculty. The MHIM program has been designed to be delivered entirely online with the exception of a one-week face-to-face Leadership seminar. The program is expected to generate revenue in 4 to 5 years after starting and will also have reimbursed the initial development costs. The Design & Development phase of the program will happen from September 2015 to August The Delivery phase is scheduled to start in September Overview Heath Information Management is the combination of clinical and medical skills, information technology systems, and leadership and management skills. The Master of Health Information Management (MHIM) has been designed to help advance the career of HIM professionals through the acquisition of the competencies required to manage information in an increasingly complex electronic health environment. The MHIM is a challenging program that will enhance the students knowledge of systems planning, electronic health records governance, security management and systems implementation. The MHIM may also provide a path into the profession for students with Bachelor s degrees in other fields. This innovative program will be delivered in a distance learning format that will allow professionals to maintain their full-time employment while improving their skills and knowledge in the HIM field. 4 The awarded degree will be a Master of Health Information Management (MHIM). The Faculty of Science will host the program. Rationale for this decision includes the synergy observed between the MHIM program and programs offered by the Faculty of Science, particularly in the areas of Computer Science, Analytics and Decision Support, Data Management, Statistics, and Database Systems. 2.2 Program Objectives To prepare students with the necessary skills and knowledge required for advanced HIM practice. To train professionals with the best practices in obtaining, storing and using information in a health care organization. To prepare students who are seeking eligibility to challenge the National Certification Examination (NCE) in order to be awarded the designation of CHIM. Graduates from this program will have the required skills, knowledge and competencies for the examination, and will be eligible to challenge the Canadian Health Information Management Association s NCE. To graduate HIM professionals who are capable of managing health information and record systems in a rapidly changing environment, observing individual privacy regulations and providing reliable and accurate patient data. To prepare professionals with the competencies needed to lead HIM teams in the development of effective and clear health information strategies. 2.3 Program Outcomes: Upon completion of the program students will be able to: Evaluate and Assess Data Content Structure and Standards. Create and Design policies for Information Protection. Formulate frameworks for Informatics, Analytics and Data Use. 5 3. Detailed Program Description: It is anticipated that the majority of the students will study on a part-time basis while they continue to work full-time. The online format of the program will allow students to study at the time and place that is most convenient for them. Students will be allowed to start the program at any semester. It is expected that the delivery of the program will start in September There are two options available to complete the program: 1. A Course Route consisting of 30 credit hours (10 courses) shown in Table A and; 2. A Project Route consisting of 24 credit hours (8 courses) plus 6 credits of project hours, shown in Table B. In preparing the curriculum for MHIM, special attention has been dedicated to satisfying the academic requirements and standards of the Faculty of Science and the Faculty of Graduate Studies and Research. Special attention has been dedicated as well to satisfy the educational and professional requirements of the Canadian Health Information Management Association (CHIMA). CHIMA certifies HIM professionals and accredits academic programs through the Canadian College of Health Information Management (CCHIM). This component occurs in the latter stage of the program. The Project Route is for students who are already certified CHIM professionals. 7 3.1 Curricular Details: Students will be required to complete 30 credit hours, consisting of 10 online courses (Course Route), or 8 online courses plus 2 project courses (Project Route). Both options include a one week face-to-face seminar included in the HIM804 Leadership in Health Organizations course. Proposed course descriptions: HIM 800 Statistics and Research Methods The objectives of this course are to provide an understanding of both quantitative and qualitative research methodologies, as well as an introduction to statistical concepts, methods and applications useful for health care and HIM professionals. The emphasis will be on application of statistical tools to support clinical and managerial decision making and identifying statistical tests and methods appropriate for the data and research design. Use of a computer-based statistical package will be required. HIM 801 Data Management The objectives of this course are to understand data governance, data quality, data management, data standards, and data integrity. Students will learn the principles of data governance and develop policies and procedures to support the HIM life cycle. Data quality frameworks will be examined. The issues around data management and data integrity will be explored. Canadian health care databases will be used to create presentations. HIM 802 Health Information Management The objectives of this course are to introduce principles of information governance, information management (HIM life cycle), and information storage and retrieval systems. Students will expand upon the topics learned in HIM801 Data Management to include the organizational structure of health care institutions, health information departments, disease registries, the medical record, and professional associations of the health information manager and tumor registrar. Various aspects of information storage and retrieval systems, documentation requirements, and public health and hospital statistics will be studied. HIM 803 Coding and Classification The objectives of this course are to learn the concepts of coding classification and data capture to support health care policy, and to introduce the classification and terminology systems used in Canada and internationally. Students will be introduced to the principles of taxonomy and the purposes of classification systems. Students will interpret and apply terminologies, vocabularies, nomenclatures, and classification systems. Mapping of clinical vocabularies and terminologies to appropriate classification systems will be discussed. This course includes a lab component. 8 HIM 804 Leadership in Health Organizations This course focuses on leadership in a health organizational context and preparing students to undertake leadership roles in their HIM careers. Topics include leadership models and theories, critical thinking, change management, workflow analysis, human resource management, strategic planning, financial management, and ethics. It includes a one week face-to-face seminar. HIM 805 Introduction to Health Informatics and Health Information Technology This course is an integrative study of the Information Technology (IT) used in all facets of health care administration and delivery. Emphasis is on the management, synthesis, and transformation of information for tactical and strategic decision making throughout the health care enterprise. Understanding of the underlying principles of networks, data storage, and the capabilities of modern computer architecture and software will be covered. Topics include e- health and electronic medical records, IT deployment and adoption, data security and data interoperability, privacy, confidentiality, information management planning, and legal and ethical issues related to IT and their implications on practice for the health care administrator and HIM professional. This course will address the theoretical and pragmatic issues related to Electronic Health Record (HER) technology. HIM 806 Health Information Systems This course is a continuation of HIM805 Introduction to Health Informatics and Health Information Technology. The course will build upon the basic concepts of the analysis, design, implementation, and evaluation of health information systems learned in the prerequisite course. The course includes an introduction to the basic concepts of the analysis, design, implementation, and evaluation of health information systems. Students will be provided the opportunity to develop skills and ability in defining information needs, interpreting the capabilities of health information systems, setting forth the feasible alternatives, and guiding the appropriate diffusion of information science technology into the health care system. HIM 807 Analytics and Decision Support Upon completion of this course, students will be able to: explain the health system use of data (primary and secondary uses of health data); apply meaningful use of data; participate in clinical and administrative decision support; design data sources for intelligence extraction;and create business intelligence through data analytics; and create data visualization techniques. 9 HIM 808 Health Databases and Database Management The objective of this course is to provide students with the ability to design and implement a relational database. This course addresses database theory, methodologies for database design, and issues related to database administrations specifically in a healthcare context. Emphasis is on requirements and methodologies for assuring data integrity and security in healthcare enterprise information systems, specifically in relationship to the database environment. An introduction to relational databases and the fundamental concepts is necessary for the design, use, and implementation of relational database systems. HIM 809 Health Information Privacy In this course, students will design a privacy and security infrastructure including policies and procedures involving data collection, use, access, disclosure, retention, storage, destruction of paper, hybrid, electronic, digital images, voice recording and electronic mails. Privacy, security, and confidentiality policies and procedures will be discussed and developed. The legislative and regulatory requirements surrounding the release of health information at the individual and aggregate levels will be explored. Students will learn to educate staff and clinicians on health information protection methods. Risk assessment techniques will be discussed with a focus on access and disclosure management. HIM 810 Financial and Compliance Management This course introduces students to an in-depth analysis of financial planning and management, risk and investment policies relating to HIM. The course serves as a framework for understanding a broad range of corporate financial decisions. This course addresses a growing need to adequately train health care leaders in the field of health care compliance and various topics in health care compliance, including corporate compliance (fraud and abuse, accountability reporting requirements, activity based funding), privacy, risk management and identity theft. Essential elements of a corporate compliance program will be presented. Privacy of personal health information will be discussed in terms of relevant legislation. HIM 811 Health Information Projects Management The objectives of this course are to provide students with the necessary tools to assess project management tools, design strategic planning research models and methods, engage stakeholders in information governance initiatives, as well as propose innovative healthcare policies. Students will learn how to use research methods to integrate best practices in project planning and management. A mapping of Competencies, Outcomes, and Courses is provided on Appendix A. 10 3.2 Admission: Following an extensive analysis of the Admission Requirements that American universities have for entrance into their Health Information Management and Health Informatics master programs, the following requirements are recommended: A baccalaureate degree from an accredited university or college with a minimum Grade Point Average (GPA) of 75%. Official transcript indicating at least: One course (3 credit hours) in Statistics. One course (3 credit hours) in English. One course (3 credit hours) in Science. Two courses (6 credit hours) in Computer Science or other courses that prove the applicant s computer proficiency. The final grade for the above mentioned courses must be at least 75%. Curriculum Vitae verifying completion of at least three years of professional work experience preferably in the health care sector. Two letters of recommendation. One letter should come from a professional who has supervised the candidate s work. The other letter should come preferably from someone who is competent to comment on the candidate s academic work. The referees should be able to comment on the candidate s interpersonal, academic and professional abilities. An essay of a suggested minimum of 500 words describing student s motivation to pursue a graduate degree in Health Information Management, skills that will help the student complete the program, and student s career goals connected to this degree. The MHIM program will have intakes in September each year. Application deadline for the September 2017 intake is April 30 th, It will be the decision of the Program Coordinator whether or not to accept new students in January and/or May. International Student Eligibility International students do not need a study permit to engage in an online program offered by a Canadian institution, nor do they need a study permit to be issued the degree upon completion of their program of study. However, international students enrolled in the MHIM program will need to obtain a study permit in order to attend a one week face-to-face seminar included in the HIM 804 Leadership in Health Organizations course. It is intended for this specific course (HIM 804) to be offered every year during the Spring/Summer semester. It will be the student s responsibility to comply with the University of Regina Proposal for New Master s Degree Program Page 8

11 Government of Canada s requirement in order to be issued a study permit. Most students who apply for a study permit are issued one. However, there might be cases in which a study permit is denied, especially for applicants with a criminal record. Students whose previous education has been conducted in a language other than English must prove language proficiency with at least the minimum score on one of the following tests: Table C English Test MINIMUM SCORE Canadian Academic Language Assessment 80 (CAEL) Can TEST: Listening, Reading, Writing and 5 with No Band below 4.5 Speaking / Oral Bands) International English Language Testing System (IELTS) (Academic Version) TOEFL Internet-based 7 with a minimum of 7 in each band 93 with a minimum of 20 in each section 3.3 Professional Accreditation Requirements: The Canadian Health Information Management Association (CHIMA) certifies Health Information Management (HIM) professionals and accredits academic programs through the Canadian College of Health Information Management (CCHIM). The University of Regina has already started the accreditation process with CHIMA. The first stage of the process, Registration and Expression of Interest, was completed in May The plan is to receive accreditation within the first year of running the program. A timeline with detailed steps of the Accreditation Process can be seen in point 8 of this proposal. When preparing the curriculum for MHIM, special attention has been dedicated to satisfying the educational and professional requirements of the Canadian Health Information Management Association (CHIMA). CHIMA certifies HIM professionals and accredits academic programs through the Canadian College of Health Information Management (CCHIM). Program Rationale: 4.1 Contribution of the program to the University s strategic plan: The MHIM program contributes to the University of Regina s Strategic Plan as it aims to provide quality education to our students. The program will also ensure that all of the students will be given the opportunity to engage in critical reflection of their assumptions, encounter a series of perspectives, and communicate effectively on a variety of subjects (Student Success). 4.2 Need for the Program: It is expected that the MHIM program will mainly attract individuals working in health care organizations across Canada. Some of these individuals may be certified HIM professionals. Others will be attracted by the possibility of being eligible for CHIM certification upon graduation. With CCHIM accreditation, the University of Regina will be recognized as a leading destination for international students who are interested in continuing with graduate work in Health Information Management. It is anticipated that the Master of Health Information Management program will attract students from other countries such as Qatar, Saudi Arabia, Kuwait and the United Arab Emirates. These countries are developing their Health Information Management Systems following the Canadian model. CHIMA has been in negotiations with government officials of these countries who have expressed their interest of funding international graduate training for their staff. The United States of America (USA) is another country that could provide students to this program mainly because of the high level of education offered in Canada. Despite a few differences between HIM systems in the two countries, the leadership style employed in managing health organizations and the strategies utilized to implement health care policies are similar. 16 Evidence of Student Demand The Health Informatics and Health Information Management (HI-HIM) Human Resources Outlook is a report prepared by PRISM Economics and Analysis, a firm specializing in the analysis of labour markets and human resource planning issues. The report is prepared for the following organizations: Canada Health Infoway, the Canadian Health Information Management Association (CHIMA), the Canadian Institute for Health Information (CIHI), COACH Canada s Health Informatics Association, Information and Communications Technology Council (ICTC), and the Information Technology Association of Canada (ITAC Health). The 2014 report updates the 2009 HI-HIM Report. One of the objectives of the current report is to estimate hiring requirements for HI and HIM professionals from 2014 to Hiring requirements are the combination of replacement demand and growth demand. Table D shows the Replacement Demand estimated (Canada-wide) for the period categorized by Professional Role Group. 18 In August 2014, CHIMA conducted a Poll Question Survey directed to HIM professionals regarding interest in pursuing graduate studies. The question: If it were available, would you consider taking an online Canadian Masters in Health Information Management in the next three years? was posted online. It was up on line for a period of three weeks, available to participants who visited CHIMA s website The results are shown on Table F. No 10.3% Yes 76.1% Unsure 13.6% Total votes: 301 Additionally, preliminary results of research conducted by Kelly Abrams, Vice President, CCHIM, regarding interest in pursuing further education by HIM professionals show that: Out of 253 certified HIM professionals, 105 will be continuing formal education within the next five years (42%). Of these participants, 67 already have an undergraduate degree, so they would most likely be eligible to enter a Masters program (26%). Of these participants, 128 have a diploma so they would need to complete an undergraduate in order to qualify for a Masters program (51%). 21 Employment Possibilities for Graduates Graduates from the MHIM program will have the necessary credentials to design, implement and manage health information systems in a complex and very dynamic health care environment. Graduates from this program will have the qualifications to compete for senior management positions in hospitals, rehabilitation centers, insurance companies, pharmaceutical companies, health care consulting firms, and public health organizations. 24 Impact on Undergraduate and Other Graduate Programs The Master of Health Administration (MHA) program offered by the Johnson Shoyama Graduate School (JSGS) is the only program at the University that can be considered similar to the MHIM. The two programs are similar in the sense that they both focus in healthcare area. The programs are different in the sense that the MHA focuses on building policy, administrative and management skills for health sectors leaders, while the MHIM will focus on graduating HIM professionals who are capable of managing health information and record systems. The two programs do not interfere with one another. Comparison with Similar Programs at Other Universities in Canada There is no accredited Master of Health Information Management currently available in Canada. The current CHIMA-accredited HIM programs are either diploma programs through an institute of technology or community college, or undergraduate degree programs through a university or college. Conestoga College (Kitchener, Ontario) hosts the only four-year undergraduate degree program accredited by CHIMA. The only HIM program in Saskatchewan is the Health Information Management Diploma offered at Saskatchewan Polytechnic. The program is offered at the Wascana Campus in Regina with distance learning options available. The University of Regina is expected to be the first institution in Canada to apply for CCHIM accreditation of an online Master of Health Information Management (MHIM) program. Western University (WU) located in London, Ontario is currently offering a face to face Master of Health Information Science (MHIS) program. Western University s MHIS program is not advertised as accredited by CHIMA. For instance, the Master of Science in Health Informatics offered by Temple University is an interdisciplinary program that focuses on the design, development, and implementation of electronic health record (HER) systems in health care. This program consists of 30 credits (10 courses) that can be taken part time. The curriculum of this program is comprised of 9 credits in Information Systems (IT Management, Business Intelligence and Process Improvement); 18 credits in HIM (Health Data Standards, Reimbursement Systems, EHR Systems, EHR Ethics, Graduate Seminar and Applied Project); and 3 credits in Leadership in the Health Professions. Delivery of the Program The increasing demand for online programming was a key factor to decide that the Master of Health Information Management (MHIM) program would be delivered entirely online, with the exception of a one-week face-to-face seminar included in the HIM 804 Leadership in Health Organizations course. The main intention of this one-week face-toface seminar is to develop in the students a sense of belonging, both to the program and to the University of Regina. It is anticipated that the majority of the students will study on a part-time basis while they continue to work full-time. The online format of the program will allow students to study at the time and place that is most convenient for them. 7. 34 2) CHIMA Accreditation Process Stage 1: Registration and Expression of Interest. Stage 2: Application. Staff Review In order to register the expression of interest for Candidacy Status with CCHIM, a letter of application must be received. A completed application will include: 1. Letter of application stating intent to move forward with an HIM program and a commitment to seek accreditation 2. Completion of Profile (CCHIM template to be used and completed in full) May Non-refundable deposit. After the registration process is completed the applicant will receive a confirmation within 30 days. Required Documents for Submission (template to be requested through CCHIM ): 1. Synopsis of Curriculum (Use template to be provided by CCHIM) September / 2. Program Director s updated Curriculum Vitae October 3. Draft course syllabi have been prepared for program using CCHIM 2015 learning content standards Programs must complete the Application for Candidacy within 120 days of the registration date. Once the program's application is submitted, the information will be assessed for compliance with the CCHIM Criteria for Candidacy. Applications will be denied if the criteria are not met at the application stage. Upon notification of achieving Candidacy Status, the program will be granted access to the Self-Assessment Stage and templates will be supplied. 35 Stage 3: The HIM Self- Assessment Process Stage 4: Accreditation Review Team Site Visit Programs must complete this stage of documentation (Standards) no later than six (6) months prior to the end of the two (2) year Candidacy Status period. Sufficient time is needed to complete the subsequent stages in the program review process to ensure the Candidacy Status period does not exceed the two year time period. All self-assessment documents must be completed and saved to.pdf. Where supporting documentation is required (e.g., assignments, projects for higher level Bloom s taxonomy level learning content items), the support document must be hyper linked from the self-assessment document for ease of review. Completed documentation and support materials are to be submitted via DROP BOX. A Drop Box account will be created by CCHIM once notification of submission readiness has been received. The CCHIM Review of submitted information may take up to 90 days to complete, longer if there is a queue. The Program Accreditation Review Team will conduct an on-site visit once the Self-Assessment documents have been reviewed and the standards are met. While there may be a limited number of outstanding items that require review and assessment at the site visit, it is expected that the majority of the standards review will have been met at a satisfactory level. The Site Visit will include a tour of the facilities and simulation laboratory and interviews with various program participants including but not limited to the Dean, Program Coordinator, Instructors/Professors, students, graduates, practicum or co-op placement preceptors. The site visit will be set for a mutually convenient time. However, it is anticipated that it will take place during the period when participants are available for in-person interviews.
