1 RWE Innogy UK TRITON KNOLL ELECTRICAL SYSTEM CONSULTATION: QUESTIONNAIRE The Planning Act 2008 requires developers to undertake pre-application consultation before submitting an application for a Development Consent Order (DCO). This questionnaire is part of our community consultation under s47 of the Planning Act We have described how we will consult with the public and other consultees in our Statement of Community Consultation, which was consulted on with Lincolnshire County Council, East Lindsey District Council, Boston Borough Council and the Marine Management Organisation. Please use the Consultation Signpost Document to understand the different documents that are available to help you respond to the consultation. The responses we receive to this consultation will help shape our proposals before we apply for a Development Consent Order to the Secretary of State. 2 QUESTIONNAIRE SECTION 1 THE LANDFALL The landfall at Anderby Creek is where the offshore and onshore electricity cables are joined in the transition joint bays. Construction activities are likely to have the following impacts: temporary visual and noise impacts from vehicles and machinery temporary beach closures temporary increases in construction traffic. Further detail can be found in the Non-Technical Summary (NTS) of the Preliminary Environmental Information (PEI). Chapter 5 (Onshore Project Description) and Chapter 13 (Traffic and Access) of the Environmental Statement (ES) set out principles that could be applied to the management and the Outline Traffic Management Plan of construction activities. The following measures have been identified for the landfall works. These include: traffic management of construction vehicles to minimise congestion and impacts on local roads alternative pedestrian access for beach users set working hours that minimise impacts on the local community by limiting evening and weekend working. SECTION 2 ONSHORE CABLE INSTALLATION The onshore electrical cables will be buried underground, avoiding the need for overhead pylons. The cable route has been defined considering environmental and technical factors and also by consulting with landowners and the public as part of our Cable Route Consultation held during February and March The following measures have been proposed: where possible, locating the cable route a minimum distance of 70m from residential dwellings a burial depth below existing identified land drains to reduce impacts on farming activities avoiding environmental and archaeological constraints where possible. 3 The Onshore Project Description Chapter and the outline Code of Construction Practice Document (CoCP) set out the following principles for how we propose to manage the construction activities when building the cable route. These include: Horizontal Directional Drilling (HDD) under roads, railways and larger watercourses a dedicated temporary haul road along the cable route to reduce traffic on local roads restoration after completion and the land returned to its former use. SECTION 3 THE INTERMEDIATE ELECTRICAL COMPOUND (IEC) AND THE ONSHORE ELECTRICITY SUBSTATION (SUBSTATION) The IEC and Substation contain electrical equipment that is necessary for the transmission of electricity from the offshore array and connection of the Triton Knoll Offshore Wind Farm to the national grid. The photomontages and other designs displayed at the public exhibitions and in the ES show what the infrastructure could look like from certain viewpoints. We have identified a set of principles that will be applied to the final design of the IEC and the Substation in the Design Considerations Document. Our landscaping principles include the following: a 50m area available for landscaping around the IEC and the Substation planting would begin during construction to allow screening to become established a mixture of slow and fast growing native species are proposed. SECTION 4 MANAGING CONSTRUCTION TRAFFIC Following comments about our access proposals during our Alternatives Consultation held during February and April 2013, and during the Parish Council update meetings in March and April 2014, we have modified our access proposals at the IEC to avoid the village of Orby and at the Substation to avoid the village of Bicker. A. Do you think that our alternative access proposals will reduce the impacts of construction traffic when compared to the original routes planned through the villages of Bicker and Orby? 5 SECTION 5 MANAGING IMPACTS ON ECOLOGY The Landscape and Ecological Mitigation Strategy, which forms part of Chapter 6 (Landscape and Visual), sets out how we will manage impacts on ecology during construction, including: avoiding hedgerows and other sensitive habitats undertaking pre-construction surveys to avoid protected species ensuring best practice construction management techniques are used to reduce the risk of contamination of watercourses Project Ecologists overseeing environmentally-sensitive activities. SECTION 6 THE OFFSHORE CABLE ROUTE The NTS and Offshore Project Description Chapter of the ES describe the key design principles which have shaped the offshore cable route, including: avoiding sensitive ecological areas minimising the amount of rock or concrete mattressing that will be required to protect the cable by routing the cable through areas of the seabed where the required burial depth can be achieved avoiding dredging areas reducing impacts on fishermen and other sea users.
