7 Exercise Background An organisation can be affected by a loss of telecommunications for a number of reasons, some of them internal (for example, fire or flood of the main telecomms switch room), and some external (disruption to your telecomms provider) 7

8 Exercise Scenario Day hrs There is a Trust-wide failure of internet/ N3/PSN and telecommunications systems, including some mobile telephones 8

9 Inject 1 Day hrs It has taken the IT team till now but they have established that the problem has been caused by a failure of the service provider, rather than an internal failure The provider has so far been unable to offer a time when services will be restored 9

12 Inject 2 Day hrs Your service provider has issued this statement: Following major flooding at an exchange in the area, tens of thousands of customers in parts of your area may be experiencing a loss of broadband and/or telephone service. Customers in other parts of the country may also be affected. We are currently working on restoring services to customers, however as this is a complex incident we cannot accurately predict when all services will be restored. We will issue further updates as the situation changes. Any customers needing to make calls to the emergency services who have a problem using their phones are advised to do so by using their mobile phone, or alternatively by using a friend or neighbour's working phone. 12

13 Inject 3 Day ICT has now been severely disrupted overnight and there is no indication of when services will be back to normal 13

14 Question Which departments in your Trust (if any) are so dependent on ICT that services might need to be suspended until ICT provision is back to normal? What would the impact of such a suspension be? 14

Customers in other parts of the country may also be affected. The flood water has been removed from the exchange building overnight and power supply has begun to be restored. We are now beginning to restore communications services to customers and this work will continue throughout the day. We will issue further updates as this work progresses. 15

16 Inject 4 Day hrs With no firm timetable for recovery from the service provider it is time to consider what action might be necessary to consider taking further action to maintain and restore services rather than rely on the provider restoring services within an acceptable time 16
