6 Exercise Groups Nominate one person to be the scribe Decide how you are going to deliver the feedback at the end of each session
Exercise Background An organisation can be affected by a loss of electrical supply for a number of reasons, some of them internal (for example, on-site fire or flood) some external (e.g. damage to the mains supply by public works) 7
Exercise Scenario - Day hrs There is a sudden loss of power affecting a block used for the care and treatment of patients The back-up generator comes into operation but fails after about ten minutes 150 patients are affected 8
Question What is the impact of this disruption? Please describe including the impact on any equipment used for the care, treatment and diagnosis of patients, and the impact on those patients; the impact on communications and IT; What immediate action must be taken to ensure the safety and welfare of staff and patients? 9
Inject 1 Day hrs The estates and facilities (E&F) team have established that the original problem was caused by a contractor working on a major building site next to your site and has damaged one of the feeds to your organisation The contractor has so far been unable to offer a time when services will be restored, as the equipment needed to effect a repair is not immediately available Members of the E&F team are working to re-start the generator but have not yet identified the problem 10
Question What is the Maximum Tolerable Period of Disruption? What is the Recovery Time Objective? 11
Inject 2 Day Power has still not been restored The contractor has obtained the equipment and material needed to effect a repair, and estimates power will be restored by 1900hrs The E&F team have not yet been able to re-start the generator 12
Question What action should be taken to ensure that disruption to services is kept to a minimum? To what extent do existing plans anticipate and deal with such a situation? 13
Inject 3 Day hrs The E&F team have established the cause of the generator failure but do not have the necessary spare parts on site to effect a repair They have arranged an emergency delivery of the spares by courier from a supplier but the spares will not arrive until 1830hrs It is estimated that repairs will be completed by 1930hrs 14
Question What further action (if any) could be taken at ward level to minimise disruption to patient care? 15
Question What actions might be taken following such an incident in order to: a) Reduce the risk of such an incident occurring in future? b) Ensure that the impact of any similar incident in future is minimised? 16
Question Communication plan Who will need to be communicated with? During the incident During the recovery After the incident 17
