In the aftermath, insurance companies realized that they needed advance information on the firecloss characteristics of individual communities. ISO's Public Protection Classification (ppctm) procclls evolved from that need. The PPC program gives insurers credible data to help them develop premiums that fairly reflect the risk of loss in 11 paiticular location. The following information reviews the evolution of the classification procclls and providcll an overview of the criteria that ISO employs to review fire-suppression delivery systems... Where did the PPC program come from? In 1866, the Na60nalBoard ~ffire Underwriters (NBFU) opened its doors to prqmote fire prevention and public fire protection. What is ISO's role? ISO is the principal providei,of rating and statistical information for the insurance industry in the United StatCll: ISO evaluatesinany aspects of insurance underwriting,. including public fire protection, flood risk, and the adoption and enforcement of building CodCll. The PPC program is also a tool that helps communities plan for, budget, and justify improvements. How does tbe ppe program work? ISO's ej(pert statf collects information about the quality of public fire protection in more than 45,000 fire districts across the United States. 3 Protection Classification - a number from 1 to 10. Class I represents exemplary fire protection, and Class 10 indicates that the area's fire-suppression program does not meet ISO's minimum criteria. Virtually all U.S. insurers of homes and business property use ISO's Public Protection Classifications in calculating premiums. In general, the price of insurance in a community with a good PPC is substantially lower than in a community with a poor PPC, assuming all other factors are equal. A community's PPC depends on: fire alarm and communication systems, including telephone systems, telephone lines, staffing, and dispatching systems the fue department, including equipment, staffing, training, and geographic distribution offuecompanies. the water supply system, including the condition and maintenance of hydrants, and a careful evaluation of the amount of available water compared with the amount needed to suppress fues. What are the benefits of the PPC program Cor individual communities? The PPC program recogruzes the efforts of communities to Provide fue-protection services for citizens and property owners. By offering economic benefits for communities that invest in their fuefighting services, the program provides a real incentive for improving and maintaining public fire protection. The program also provides help for flie departments and other public officials as they plan for, budget, and justify improvements. But the most significant benefit of the PPC program is its effect on losses. Statistical data on insurance losses.bears out the relationship between excellent fire protection - as measured by the PPC program - and low fire Josses. By helping communities prepare to fight flies effectively, ISO's PPC program saves lives. What is the FSRS? ISO's Fire Suppression Rating Schedule (FSRS) is a manual that provides uniform criteria for evaluating a jurisdiction's fire department, water supply, and communications systems. The FSRS references nationally accepted standards developed by the National Fire Protection Association (NFPA) and the American Water Works Association (A WW A). State insurance regulators throughout the United States have approved the FSRS as a tool for rating property insurance. ISO conducts the PPC evaluations in 45 states. 4 from ISO, in the remaining five states. 'Three of the independent-bureau states use the current edition of the FSRS, and two use an earlier edition. NFPA standards include criteria for receipt and dispatch of fire alarms and for various aspects of the fife department, including apparatus service tests, hose tests, apparatus construction, and equipment. A WW A standards evaluate water supply and distribution systems, as well as fire hydrant design and maintenance. How does ISO evaluate the different aspects oenre-protection service? Using the FSRS, ISO objectively reviews the fire"suppression capabilities of a community. The FSRS allocates credit by evaluating three major features: receiving and handling offrre alarms, the frre department, and the water supply. A review of the fire-alarm system accounts for 10% of the total classification. The review centers upon a conrrnunity's facilities and support for handling and dispatching fire alarms... A review of the fife department accounts for 50% of the total classification. ISO focuses on a fire department's first-alarm response and initial attack to minimize potential loss. A review of the water-supply system aecounts for 40% of the total classification. ISO reviews the water supply a community uses for fife suppression, including hydrant size, type, and installation, as well as the inspection frequency and condition offrre hydrants. Docs ISO acknowledge the breadth of a community's nrc-service dutlcs~ ISO does recognize and support the.dynamic responsibilities of a community's fire service. However, the purpose of the ISO survey is to gather information to determine a PPC, which insurers use for underwriting purposes and to calculate premiums for frre insurance. The FSRS recognizes fire-protection features only as they relate to suppression of fires in structures. In many communities, fire suppression may be only a small percentage of the fire department's overall rcsponsibility. ISO understands the complex decisions that a- community must make in planning and delivering emergency services. ISO will also provide technical information on how those decisions may affect a community's PPC. What is the Community Outreach Program? ISO's Community Outreach Program is a way of identifying communities that have made changes that may affect their PPC gradings. Under the program, communities peiiodically receive a letter with a questionnaire and a map of their fire jurisdiction. 5 questionnaire. Upon receiving a community's questionnaire, ISO performs an analysis to detennine whether the community has made significant changes in its fire-suppression system. Based on that review of the changes, ISO may ask to conduct a survey and update the PPC. Examples of significant changes include annexations or changes in the boundaries of the fire district, new or closed fire stations, water system improvements, or changes in the way the community receives and handles fire alarms. Although such changes may not directly affect the classification, they may change which properties receive the benefit of the classification. How does ISO decide whether to do a new survey? In scheduling surveys, ISO depends primarily on the information acquired through the Community Outreach Program. However, any time a community has made improvements and would like to request a survey, community officials should contact; ISO. How does ISO score a community's fire protection? ISO looks at three aspects of a community's fire-suppressiou delivery system: fire I di:"' ~sp~a... tc... h"-, fi~lre"'-""del'artment, and water suwjy~after~ompletingjhe-fieldsu1 ey,-iso'-_ analyzes the datitand calculates a classification. The grading then undergoes a quality : review. The community will receive a notification letter identifying the new. classification. ISO also' provides a hydrant-flow summary sheet, along with the classification details. The classification details summarize each subcategory and indicate the total points the community obtained. What do I do If my classification Is worse? If ISO calculates a protection class worse than the previous one, ISO will notify the community. However, at tl!<ltst~g~,i~()_\vilillotdistribute the information to the insurance industry to use for premium calculations. ISO will identify for the community the features that affect the classification. If the community then wishes to improve its. classification, it will have up to one year to make improvements. During that time, the previous classification will remain as the distributed classification; ISO also recognizes that communities may not wish to make changes. If the community decides not to improve the classification, or does not notify ISO ofany desire tultnprove, ISO will publish the new classification. What is a split classification? When ISO develops a single classification for a community, all of tlle community's properties receive that classification. In many communities, ISO develops a split classification (for example, 5/9). Generally, the first class, (Class 5 in the example) applies to properties within five road miles of a fire station and within 1000 feet of a fire hydrant. The second class (Class 9 in tlle example) applies to properties within five road 1.1'02101 Page 4 of17

6 miles of a fire station but beyond 1000 feet of a.hydrant. ISO generally assigns Class 10 to properties beyond five road miles. What does a community need to be evaluated? If Ii community wishes to be evaluated for a fire-protection classification, the community must have the following minimum facilities and practices: A. Organization The community must have a fire department,organized pennanenuy under applicable state or local laws. The organization must include one person responsible for the operation of the department, usually with the tiile of "chief." The fire department must serve an area with definite boundaries. If a community does not have a fire department operated solely by or for the governing body of that community, the fire department providing such service must do so under legal contract or resolution. When a fire department's service area involves more then one community, each of the communities served should have a contract. B. Membership The department must have sufficient membership to assure the response of at I---~------teasf 4 mem15ers to firesin structures. The chief may be one of the responding members. C. Training The fire department must conduct training for active members, at least 2 hours every 2 months. D. Alarm notification Alarm facilities and arrangements must be such that there is no delay in the n:ceipt of alarms and the dispatch of firefighters and apparatus. E. Apparatus The department must have at least one piece of apparatus meeting the general criteria of National Fire Protection Association (NFPA) Standard 1901, Automotive Fire Apparatus. F. Housing The department must house apparatus to provide protection from the weather. If the community does not meet these minimum criteria, ISO will assign the community a Class 10. &'02101 PageSof Inc. 2001

7 How docs a community obtain a Class 9 rating? To receive a Class 9 grading, in addition to the minimum facilities listed in the previous answer, a community must have at least one piece of apparatus with a pump capacity of 50 gpm at 150 psi and at least a 300-gallon water tank. The community must also earn a score of at least 70 points on the following items: A. Records Records must indicate the date, time, and location of fires, the number of responding members, meetings, training sessions, and maintenance of apparatus and equipment. Each community must also keep an up-to-date roster of fire department members. B. Equipment The community must also provide the following equipment: 1. At least two ISO-foot lengths of *-inch or I-inch fire department booster hose, 1 Yz-inch preconnected hose, or the equivalent, each with a nozzle capable of discharging either a spray or straight stream. 2. Two portable fire extinguishers suitable for use on Class A, 10 points prorated. 15 points each B, and C fires. The minimum size should be 20-BC rating '=~=~ in dry chemical, 100BCrating in~, and 2A rating in 2 pomts each water-type extinguishers. 3. One 12-foot ladder with folding hooks 10 points 4. One 24-foot extension ladder 15 points 5. One pick-head axe 1 point 6. Two electric hand lights 2 points each 7. One pike pole 2 points 8. One bolt cutter 2 points 9. One claw tool 1 point 10. One crowbar 1 point ISO will reduce the total score by 2 points for each 10% that the apparatus exceeds the manufacturer's gross vehicle weight rating. Note: Apparatus weighing in excess of street or bridge 16adingmaximultiS111ay cause a reduction in the credit for response area. All the criteria, specifications, and tools listed above are important in establishing Class 9 protection. However, the specific size and nomenclature of each individual subitem may be subject to local conditions in the community graded. 8 What are the requirements for a Class 8 or better rating? For a Class 8 rating or better, a community must provide the following additional minimum facilities: A. There must be a minimum water supply of 250 gpm for a 2-hour duration for fue. protection in the area.. If the fue department delivers the 250 gpm through tanker shuttle, large diameter hose, or other alternative water snpply, the water must be available within 5 minutes of the arrival of the first due apparatus, and the department must maintain the flow, without interruption, for the 2-hour duration. Other criteria are important to this delivery system. Upon request, ISO will provide additional information. B. The fire department must have at least one piece of suitably equipped apparatus with a pump of at least 250-gpm capacity rated at 150 psi. Are there minimum requirements for other classifications? There are no minimum requirements for other classifications. ISO allocates points to each of the evaluated components using the cumulative points in the FSRS schedule. 9 What does ISO evaluate during a survey, and what are the relative weights? Receiving and Handling of Fire Alarms 1. Receipt of fire alarms by commercial telephone - ISO compares the number 2% of telephone lines provided with'the number of telephone lines needed for emergency and business calls. The number of needed lines depends on the population served by the communication center. ISO also evaluates directory listings. 2. Operators - ISO compares the number of fire alarm operators provided with 3% the number of operators needed. The number of needed operators depends on the number of alarms received and also on whether the community is meeting its performance standard for receiving and dispatching alarms. 3. Alarm dispatch circuits - All fire departments (except for single-station 5% departments with full-time personnel receiving alarms directly at the station) need adequate means of notifying personnel of fire locations. ISO evaluates the type and arrangement of those facilities. Receiving and Handling of Fire Alanns Total: 10% 4. Pumpers - ISO c~mpares the number ofin-service pumpers and the 10% ' equipment cariied with the number of needed pumpers and the equipment identified in the FSRS (or equivalency list). The number of needed pumpers depends on the size of the response district and also on the Basic Fire Flow. 5. Reserve pumpers - ISO evaluates the adequacy of the pumpers and thcir 1 % components with one (or more in larger commnnities) pumper out of service. 6. Pump capacity - ISO compares the pump capacity of the in-service 5% pumpers (and pumps on other apparatus) with the Basic Fire Flow. ISO considers a maximum Basic Fire Flow of 3,500 gpm. 7. Ladder/service - Communities use ladders, tools, and equipment normally 5% carried on ladder trucks for ladder operations, as well as for forcible entry, ventilation, salvage, and overhaul. 10 8. Reserve ladder and/or service - ISO compares the adequacy ofladder and 1 % service apparatus when one (or more in larger communities) apparatus is out of service. 9. Distribution of companies - ISO credits the percentage of the community 4% within specified response distances of pumpers (1 ~ miles) and ladder/service apparatus (2~ miles). 10. Company personnej- ISO credits the personnel available for first alarms of 15% fire. For personnel not normally in the fire station (for example, volunteers), ISO reduces the value of the responding members to reflect the delay due to decision, comlmmication, or assembly. ISO then applies an upper limit for the credit for manning, as it is impractical for. a very large number of personnel to operate a piece of apparatus. 11. Training - Trained personnel are vital to a competent fire-suppression force. 9% ISO evaluates training facilities and their producti vity; training at fire stations; training of fire officers, drivers, and recruits; and building familiarization and prefire planning inspections. Water Supply Fire Department Total: 50% 12. Adequacy of water supply - ISO compares the available water supply at 35% representative community locations with the needed fire flows for those locations. The supply works, the distribution system, or'fire-hydrant distribution may limit the available supply. 13. Hydrants: size, type, and installation - ISO evaluates the design capacity of 2% fire hydrants. 14. Hydtants: inspection and condition - ISO evaluates the frequency of fire- 3% hydrant inspection, the completeness of the inspections, and the condition of the hydrants. Water Supply Total: 40% Divergence IS. Divergence - An inadequate water supply may limit the ability of even the best fire departroent to suppress fires. Similarly, an inadequate fire department may not be able to make effective use of an abundant water supply. So, if the quality of the fire department and the water supply are different, ISO adjusts the total score downward to reflect the limiting effect of the less adequate item on the better one. 11 How many engine companies does the community need? The number of engine companies a community needs is based on the building with the fifth-highest needed fire flow. (The needed fire flow is ISO's calculation of the amount of water necessary to extinguish a fire in a fully involved building.) Either the fue department or an independent testing agency can perform the tests. In either case,the tests should conform with the appropriate NFP A standard. Is there a maximum age for app~ratus? There is no age requirement in the FSRS criteria. ISO uses NFP A standards to define whether or not the apparatus meets general requirements. In addition, the pumper apparatus must pass a pump test. ISO will credit the pumper with its capability (gallons per minute) at a net pump pressure of 150 psi. Aerial apparatus must also pass a service test (including a nondestructive test at least every 5 years). Is there equivalent pumper equipment that ISO may credit? Automatic aid is assistance dispatched automatically by contractual agreement between two communities or fire districts. 11lat differs from mutual aid, or assistance arranged case by case. ISO will recognize an automatic aid plan under the following conditions: 1. It must be prearranged for first-alarm response according to a defmite pi~~ It is preferable to have a written agreement, but ISO may recognize demonstrated perfonnance. 2. The aid fuust offset a need in the community ISO is surveying. Note: Various insurance underwriting plans may consider other I;riteria for automatic aid; therefore, ISO evaluates all automatic aid plans. Credit for responding automatic aid companies depends on the value of the automatic aid arrangements, determined by the following criteria: 1. Communication facilities - The alarm dispatch circuit between the department communication centers, or between a central communication center and the alding fire station, should be the equivalent of the needed facilities in the community that ISO is surveying. 2. Receipt of alarm - The aiding departments should receive all alarms from the community being surveyed and dispatch their companies, according to the dispatch protocol. 3. Interdepartmental training - The communities should conduct the following interdepartmental training: a. Quarterly half-day, multiple-company drills with automatic aid companies b. Will the FSRS recognize a community's alternative water-supply system? The FSRS does recognize alternative water-supply systems, including dry hydrants, suction points, large-diameter hose relays, and hauled water using tanker shuttles. The water-clelivery system must be available 365 days a year and provide 250 gpm for a. 2-hour duration, within 5 minutes of the arrival of the fust apparatus. If a community uses a dry hydrant or suction supply point, ISO may need certification of the water capacity available during a 50-year drought cycle. Many state and local governments have geological engineers or hydrologists who can provide that information. Agood. place to start is with the local department of environmental conservation. ISO treats dry hydrants with suction points in the.same way as it treats standard fire hydrants. Any property within 1000 feet of a dry hyclrant may be eligible for a protection class better than Class 9, providing the building is within 5 road miles of a responding fire station and the community has obtained 20% credit or more under the FSRS.
