4 Who We Are Homeland Security Solutions, Inc. (HSSI) is a training solutions and professional services company headquartered in Hampton, Virginia. HSSI developed and delivered numerous instructor-led and web-based curriculum products for a host of topics including instructor development, lethal and nonlethal weapons, rules for use of force, and security officer core subjects. HSSI only procures products from US companies. Course Requirements: 1. All classes require a minimum of 6 students and have a maximum capacity of 25 seats. 2. Course offerings include two prices: a. Price with provided facilities. b. Price without provided facilities. 3. Courses without provided facilities may require reimbursement for instructor travel to the customer location, in accordance with the DoD, Joint Travel Regulation (JTR). HSSI provides management, administration, instruction, curriculum development, and material support for three regional military law enforcement academies and one full service commercial training academy. HSSI trained and certified hundreds of Government Service Police Officers, contract guards, and patrolmen at 25 installations throughout the U.S. and overseas.. 5 Active Shooter Basic The Active Shooter Basic course unfolds in three phases classroom discussion of tactics, techniques and procedures for response; practical application walk-through of response, and scenario-based exercises utilizing SESAMS or similar training equipment. Students receive instruction on direct-to-threat response by contact team as well as tactics for rescue teams. Duration: 8 hours Active Shooter Advanced The Active Shooter Advanced course is designed to be conducted in a single training day. It is also presented in three phases lecture, practical application and scenario-based exercises utilizing SESAMS or similar training equipment. This course provides a brief review of the Active Shooter-Basic class, and builds on it with advanced tactics and current best practices drawn from law enforcement agencies throughout the United States. Duration: 8 hours Active Threat Response Supervisor This course prepares the student to manage the incident response to an active shooter threat. Included in the course are the pre-incident planning, incident response, and post-incident actions. This course is taught through lecture, discussion, table-top exercises and small group work. Duration: 8 hours Alarm Response This course gives officers the basic skills for responding to both audible and silent alarms. It includes basic tactics for making approaches, setting perimeters, making contact, and procedures for checking the welfare of individuals who may be responding under duress. This course includes a one-hour practical lab in which students are given the opportunity to practice skills learned. Duration: 2 hours

6 Apprehend and Transport Offenders This course provides an understanding of legal requirements for lawful apprehension. It identifies the proper placement of prisoners in a vehicle under a number of situations. This course gives the student a full understanding of the how and why to conduct proper prisoner and vehicular searches prior to transporting. This course includes a one-hour training lab in which students practice and demonstrate those skills learned in the class. Duration: 2 hours Building and Area Searches The Building and Area Searches class addresses key points to consider when planning to search an area or building. The student will learn the proper procedures for conducting an area search and concerns for this type of search. This class covers reasons for giving verbal warnings when entering a building and teaches formations and approach tactics when approaching a building. Also addressed in this class are the proper procedures for conducting a building search. This class is taught through lecture and practical exercise. Community Policing The Community Policing class discusses community policing concepts and methods. This class is based on the premise that community policing is a partnership between the police and the community to work together in identifying crime related problems, determine their root causes and apply solutions which will permanently reduce or eliminate these problems. Topics include fundamentals and principles of a successful community policing strategy and a problem solving model that is commonly applied to community policing. Explosive Threats This course gives officers basic skills necessary to properly and safely respond to explosive threats. This course includes: identifying bomb classifications, recognizing types of IEDs, bomb threat and evacuation procedures, proper procedures for responding to a bomb threat, and proper procedures for conducting a search for a possible explosive. This course includes a fourhour practical lab in which students apply skills learned in class. Duration: 3 hours

7 CBRNE/HazMat Response This course gives officers the basic skills to identify the harmful effects of hazardous materials and Chemical, Biological, Radiological, Nuclear high yield Explosive (CBRNE). Officers will learn how to recognize potential HazMat and CBRNE events, responsibilities of first responders, and individual officer protective measures. CPR/First Aid/Blood Borne Pathogens This course provides the student with instruction utilizing the National Safety Council lesson plans and material. This period of instruction is a comprehensive course covering all emergency and other first aid situations that may be encountered. The primary themes of the course are injury and illness prevention, current statistics, when to call or a healthcare provider, the key principles of first aid and variations on key principles when infants or the elderly are involved. This course is taught through lecture, demonstration, practical exercises and written examinations. Upon successful completion of this course, the student can receive certification from the National Safety Council for First Aid, CPR and Blood Borne Pathogens. Duration: 8 hours Tactical Communication The Interpersonal Communication Skills class teaches the student to learn the importance of personal communication skills, particularly as it pertains to conflict resolution and avoidance. The student is taught the basic guidelines of interpersonal communications and is introduced to observing body language, behaviors and good listening skills. This class includes identifying methods for effective listening, barriers to communication and methods to improve communication with persons with disabilities. Terrorism Awareness The Terrorism Awareness class provides an overview of terrorism and terrorist activities in the past, present and future. The class discusses the history of terrorism, varying ideologies, the terrorist planning cycle as well as international and domestic terrorism and its impact on the United States. Topics also covered are the different support mechanisms of a terrorist group, long range goals and common characteristics of a terrorist group. Duration: 3 hours

8 Dealing with Emotionally Disturbed Persons This course identifies the tactics, techniques and procedures for responding to an emotionally disturbed person call, and the appropriate use of force for restraining emotionally disturbed persons. Duration: 2 hours Child Abuse, Neglect and Sexual Assault Response This course gives officers a basic knowledge of how to respond to child abuse incidents. It includes the definition of terms associated with child abuse/neglect investigations and how to identify indicators of child physical abuse, child sexual abuse, and child neglect. Duration: 2 hours Breath Testing for Driving While Intoxicated This course provides instruction on the testing procedure and methodology of alcohol testing of breath. Students will be certified to state standards on the operation of any portable breath testing and evidentiary breath testing instruments. Traffic Stops This course identifies the legal basis for traffic stops. It explains and demonstrates the proper procedures to the students on how to conduct either an unknown risk traffic stop or a known risk traffic stop, and the proper measures to secure the scene. The nine-hour Lab portion of the training is hands-on training which further solidifies and enhances for the student the inclass training portion. The lab portion gives the student the opportunity to practice the skills learned in a supervised environment, including proper personal safety measures and proper subject safety considerations, as well as applicable levels of force to affect an apprehension. Included in this course are the proper actions for filling out DD Form 1408 and DD Form 1805, military citations.

9 Drug Identification This course provides training on recognizing commonly abused non-prescription and prescription drugs, the Controlled Substances Act, drug categories, symptoms associated with each drug category, and common drug use paraphernalia. Drug Training for Schools This course provides instruction to education professionals on recognizing drug use and appropriate actions to take when a student is suspected of being under the influence. Oleoresin Capsicum The Oleoresin Capsicum (OC) class is designed to train law enforcement officers in the use of OC. The class teaches the history of OC, a use of force review, and what OC is derived from. The students will learn the physiological and psychological effects of OC, the proper procedures for deploying OC and the different types of OC delivery systems. Students will also learn general decontamination and recovery from OC and terms associated with OC. This class is taught through lecture, demonstration and a practical exercise where students will be exposed to OC and conduct fight-through drills. Duration: 7.5 hours Firearms Instruction and Qualifications The Firearms Instruction and Qualifications course is an extensive period of instruction which provides the students with knowledge of the fundamentals of pistol and shotgun marksmanship. The course concentrates on the characteristic, nomenclature, and functioning of the M9 pistol and M1014 shotgun. Included in this course are instruction for firearms safety; malfunctions, stoppages and remedial action; fundamentals of marksmanship; and loading, unloading and reloading the weapons. Lowlight and darkness techniques are also covered during this course. The course is taught through lecture, demonstration, dry fire practice and live fire range drills. Duration: 40 hours

10 Patrol Rifle Phase I This course is for Police Officers who are not qualified with the rifle. This course provides instruction in the handling, maintenance and firing of the M-16/M-4 rifle. Instruction is provided on firearms safety, clearing barrel procedures, nomenclature, handling, firing positions, reloading, and maintenance. Graduates of this course are qualified with the rifle and prepared for Patrol Rifle Phase II. Training includes live fire each day. Patrol Rifle Phase II This course provides instruction in the tactical use of the M-16/M-4 rifle in law enforcement patrol. Instruction is provided on firearms safety, tactical carries, presentation, reloading, use of slings, firing positions, and movement. This course includes live fire each day. Duration: 24 hours Duration: 16 hours LIDAR Operator This course certifies attendees to operate LIDAR. Course content includes legal considerations, scientific principles, operational considerations, demonstration and practical exercises. Students successfully completing the course are certified to National Highway Traffic Safety Administration (NHTSA) standards. Duration: 8 hours RADAR Operator This course certifies attendees to operate radar. Course content includes legal considerations, scientific principles, operational considerations, demonstration and practical exercises. Students successfully completing the course are certified to National Highway Traffic Safety Administration (NHTSA) standards. Host Support Requirements: classroom, projector, speakers; patrol vehicle with radar unit mounted, handheld radar unit. Duration: 8 hours

11 Field Interviews/Frisks This course gives officers the basic skills to conduct a field interview of a person safely and effectively. The officers will learn how to position themselves during a field interview and document the results on a Field Interview Card. Officers will also learn how to articulate the justification for conducting a frisk search. Duration: 1 hour Liability The Liability class discusses criminal and civil liability issues as they relate to law enforcement. The student will learn how law enforcement activity necessitates close interaction with the public which can result in complaints and legal action. This class covers how law enforcement personnel are legally responsible if they commit violations of the law and provides an in-depth overview of compensatory and punitive damages that can be awarded to a plaintiff if civil actions are taken. A review of torts under common law actions is included in this class. Duration: 2 hours Crime Scene Security/Processing This course gives students the basic skills on how to properly respond to a crime scene, render aid, and record the scene with notes and sketch. The student learns police officer s responsibilities at a crime scene, three methods to document a crime scene and crime scene search methods. Courtroom Testimony The Courtroom Testimony class teaches students how to gather facts in a case and correctly present those facts as testimony in Federal courts, courts-martial proceedings, Article 32 investigations and administrative hearings. The student will learn how to prepare for court room testimony by coordinating with the prosecutor/trial counsel and reviewing evidence to be presented at trial. This class covers courtroom demeanor as well as proper courtroom etiquette. Also discussed are the events that occur during direct examination by prosecutor/trial counsel and cross examination by defense attorneys. Duration: 2 hours

12 Evidence Custodian This course provides instruction in the duties and responsibilities of evidence custodians. The instruction includes an overview of the evidence custodial system, policies and standards, functional duties of evidence custodians, procedures for handling/processing evidence. This essential training prepares personnel to assume evidence custodian duties in a competent and prepared manner. Students receive a student guide and resource CD. Duration: 16 hours Mental Conditioning and Survival This course provides officers with the basics for developing a winning attitude. There is a discussion of how we perceive and react to danger. It addresses historically how, when, and where officers have been assaulted/killed on duty. It gives an introduction to tactics proven to give officers advantages in dangerous situations, and provides an introduction to the concept of Contact-and-Cover. Duration: 3 hours Stress and Stress Management The Stress and Stress management course prepares the student to identify the types, causes and symptoms of stress along with techniques to reduce or manage stress. This class discusses the emotional impact of police work and the frequent exposure to emergency events that can cause severe psychological, physical and occupational difficulties. The student is taught corrective action to reduce stress in police work, both at the individual and departmental level and addresses awareness of the common indicators of and reactions to stress. Duration: 1.5 hours Physical Fitness and Nutrition The Physical Fitness and Nutrition class provides comprehensive information relative to exercise, nutrition, injury prevention, and how physical fitness training sessions should be conducted. The class discusses health risk factors that can and cannot be altered and identifies aspects of a police officer s work which place him/her at higher risk for health problems. This class also covers the six basic food groups and their importance to a healthy diet and identifies the principles of exercise and factors of a successful multi-faceted fitness program. Duration: 3 hours

13 Police Ethics The Police Ethics class teaches students how to perform their duties in an ethical and exemplary manner. Discussion topics include fundamental duties of police officers along with traits and characteristics that inspire confidence and respect for the position of trust police officers hold. Common practices of ethical behavior are identified as are means to avoid unethical police behavior. The Canons of Police Ethics are presented. Duration: 2 hours Police Leaders Course This course provides a cross-pollination environment for mid-level law enforcement personnel to network, engage and discuss current issues facing law enforcement. The curriculum is presented in an open-discussion forum by skilled facilitators and seasoned instructors. At the onset of the course, students are required to identify challenges facing law enforcement. The issues identified by the students are then posted throughout the classroom to encourage a continuing dialog. In follow-on sessions, the students work on developing action plans for resolving or mitigating the issues. This course s curriculum is constantly updated; however, core subjects include leadership, terrorism, active shooter response, training roadmaps, ethics, human resources/labor relations, stress management, budgeting, and use of references. This course may require outside reading and preparation by the students. Students are provided with student guide and reference CD. Duration: 40 hours

14 First Line Supervisor for The Desk Sergeant/Patrol Sergeant course provides the foundation for newly promoted or assigned law enforcement first line supervisors. The backbone of the course is leadership which is taught through lecture, guided discussion and practical exercise. The duties and responsibilities of Desk Sergeants and Patrol Sergeants are thoroughly covered, and this section may be supplemented with organization-specific procedures and policies. Subjects include supervisor s management role, introduction to supervision, leadership, communication, operational risk management, decision making, discipline, productivity, handling complaints, motivation, training, liability, legal update, stress and ethics. Students are provided student guide and resource CD. Duration: 40 hours Police Commanders Course This regional course provides a cross-pollination environment for installation-level, senior law enforcement personnel to network, engage and discuss current issues facing law enforcement. The curriculum is presented in an opendiscussion forum by skilled facilitators and seasoned instructors. At the onset of the course, students are required to identify challenges facing law enforcement. The issues identified by the students are then posted throughout the classroom to encourage a continuing dialog. In follow-on sessions, the students work on developing action plans for resolving or mitigating the issues. This course s curriculum is constantly updated; however, core subjects include leadership, terrorism, training, ethics, human resources, labor relations, mentoring and developing subordinates, budgeting, organizational change, and National Incident Management System (NIMS). 15 Leadership Seminar Leadership Seminar Conflict Resolution Participants will develop a basic understanding of individual, group and organizational conflict and how these conflicts are associated with roles, responsibilities and duties within an organizational setting. Practical exercises and an explanation of how to resolve conflicts in the workplace will be provided. Short diagnostic tests will be provided. Leadership Seminar Ethical Leadership 2 Hour This course provides participants with a pragmatic understanding, reflection and discussion of ethical issues and dilemmas in the workplace. Leadership Seminar Leading a Multi-Generational Workforce Participants will examine various motivational theories and their correlation to the employees from the Traditionalist Generation, the Baby Boomer Generation, Generation X and Generation Y. The training provides a practical view of how to communicate and provide an environment within which each employee, regardless of their associated generation, can become productive and enthusiastic employees. 16 Leadership Seminar Leading a Strategic Change within Your Organization This course will provide the attendees with a pragmatic view of the processes involved in introducing change within their business unit, division or organization through team building techniques and principles. Using the acronym PRESS - for persuading, recruiting, employing, sequencing and staffing - participants will learn how communication, employee input and devil s advocates can be utilized to introduce and effect a positive change within an organization. During this presentation, the use of video clips and PowerPoint slides are used to reinforce the conceptual framework of the course. Leadership Seminar Leading an Executive Level Change This course will provide the attendees with an understanding of why change is difficult; reflecting on Kolb s Experiential Learning Cycle regarding the introduction of change; understanding the dynamics of change within your organization; how to implement a strategic change using a process approach to introduce the change, and; how to combat the natural resistance to change from those who must implement the change. Small group exercises, the use of video clips and power point slides reinforce the conceptual framework of the course. Duration: 8 hours Leadership Seminar Leading by Example The acronym ICRELIEF is used as a conceptual framework to present various leadership concepts germane to a professional position within an organization. These concepts can be applied to both an individual s personal and professional life. How an individual reacts to choices, change, commitment, creativity, control, confidence, responsibility, enthusiasm, leadership, investment, expectant attitude and humor, largely determines whether they have what it takes to Lead by Example. During this presentation, the use of video clips and PowerPoint slides are used to reinforce the conceptual framework of the course. Leadership Seminar Situational Leadership II Using Ken Blanchard s Situational Leadership Model II as a basis, participants will develop a basic understanding of their managerial and leadership role and responsibility in directing, coaching, supporting and delegating to their employees, dependent on their employees developmental and readiness level to assume additional duties and responsibilities. A further discussion of the correlation of DISC personality diagnostic will be related to situational leadership. 17 Leadership Seminar Team Building This course explores the concepts involved in building an effective team in the workplace, including why some individuals gravitate to teams, and others do not; how and why people behave on a team; the composition and characteristics of effective teams; how both verbal and non-verbal communication are interpreted by teams and how teams tend to easily agree, especially if they are formed within a dysfunctional organization. Small group exercises, the use of video clips and power point slides reinforce the conceptual framework of the course. Leadership Seminar Using DISC Personality Diagnostics to Communicate Participants will be exposed to the DISC personality diagnostic instrument in an effort to understand their communication and behavior patterns. Further, each personality type will be examined to assist each participant in understanding how to interact and communicate with individuals of different personalities. At the conclusion, each participant should have a basic understanding of how and why interactions with others are affected by personality. Students will also be provided guidance on what to do during an actual violent incident. Duration: 2 hours Violence Prevention and Response VPP Leadership Course This course is designed for first line supervisors. The class provides the supervisor/leader with actions to help document and report an individual s behavior. Duration: 1 hours Violence Prevention and Response VPP Training This course will provide law enforcement first responders with information on how to deal with individuals who may be displaying behavioral and threat tendencies as well as how to educate the population on insider threat and radicalization concerns.
