2 July 20, 2012 Dear Client, It is with pleasure that I welcome you to the Drug Treatment Choice Program (DTCP), the District of Columbia s adult substance abuse treatment program. As a DTCP participant, you will benefit from a community of provider agencies committed to delivering high quality substance abuse treatment services. The DTCP has made substance abuse treatment services more accessible by ensuring that individuals with substance use disorders are connected to treatment services at the level of care that is clinically appropriate to meet their needs. The first step to accessing DTCP treatment services is undergoing an assessment. Each DTCP intake location has been staffed with addiction professionals who will ask you a series of questions that are designed to help determine the level of care needed for treatment. Following the assessment, an addiction professional will help you select the DTCP provider that best meets your needs based on the criteria most important to you. Once you have selected your provider, your counselor will help you connect to your chosen treatment program. This Directory was developed to present important information about the treatment programs in the DTCP network in a clear, easy to understand format. In this Directory you will find helpful information about the clinical features of each program, the treatment services available, hours of operation, contact information, and the nearest Metro station or Metro bus line. In addition, many programs offer special features such as education assistance programs, transportation to your appointments, job readiness training, and snacks. This Directory is best used in consultation with an addiction professional who can help you compare the special features of each program and select the program that fits your needs and your life. 4 Page 4 DTCP FREQUENTLY ASKED QUESTIONS Question: Who is Eligible to Participate in the DTCP? Answer: The Drug Treatment Choice Program supports substance abuse treatment for: District residents; Without private medical insurance, or whose medical insurance does not cover substance abuse treatment services; and With an Axis I diagnosis of a substance use disorder. If you are a District resident in need of substance abuse treatment services, go to any DTCP intake location for an assessment. During the assessment, an addiction professional will ask you a series of questions to help you determine whether you meet the criteria for DTCP participation. Question: How Do I Prove District Residency? Answer: Documents that establish District of Columbia residency for the purpose of participating in the DTCP include: A valid motor vehicle operator's permit issued by the District; A non-driver s identification card issued by the District; A voter registration card with an address in the District; A copy of a lease or a rent receipt for real property located in the District; A utility bill for real property located in the District; or A copy of the most current federal income tax return or Earned Income Credit Form. Please remember: All DTCP participants must maintain District residency while participating in the program. If you are a DTCP client and you relocate from the District while receiving services, you must inform your DTCP provider. They will help connect you to a treatment program near your new residence. Question: What Do I Need to Bring With Me When I Come for My Assessment? Answer: You must bring proof of residency in order to access DTCP services. If you have been referred to services, please remember to bring your referral form. Please do not bring large sums of money, valuables, weapons, drugs and alcohol, or other contraband to your assessment. Question: Will APRA Tell Anyone that I am Receiving Substance Abuse? Answer: No. Records related to your treatment for substance abuse are strictly confidential. That confidentiality is protected by federal and District of Columbia law and regulations. APRA, and the providers in the DTCP network, will only disclose information related to your substance abuse treatment with your written authorization. If you need APRA to reveal information regarding your substance abuse treatment to someone other than yourself (such as a spouse, family member, social worker, or probation officer), you must complete a HIPAA Form 3 and identify the person or the organization (CFSA, CSOSA, PSA, etc.) to whom you want APRA to disclose your assessment and referral information. Once you have arrived at your DTCP program, you must fill out a separate authorization to release your substance abuse treatment information. APRA s HIPAA Form 3 only applies to APRA, and your DTCP provider will not disclose your information without your written authorization. Talk to your addiction professional for more information regarding disclosure of substance abuse treatment information.

Credentialed addictions counselors, case workers, social workers, and other agency professionals participate in a multi-disciplinary treatment team planning session, with on-going monthly or as needed meetings to assess progress and need for further intervention. The curriculum consists of Behavior Modification, Drug Education Sessions, Relapse Prevention, Anger Management, Individual Counseling Sessions and Life Skills Training. Trained staff accompany clients to court appearances and other mandated appointments. Specialized sessions for clients who present with dual-diagnosed disorders are also available. Our alcohol/drug free setting encompasses much more than just the absence of alcohol and other drugs. It encompasses the attitude that a joyful and productive life is possible without alcohol or mood-altering drugs. The men and women who come to Clean and Sober Streets for help have had long histories of substance abuse, homelessness, and/or incarceration. They come to us with medical problems and legal conflicts. Some have little education or marketable skills. We remain successful with chronic drug and alcohol abusers due to their willingness to make a change and having hit bottom with the pain of incarceration, living in the streets, and being alienated from family and friends. CSS demonstrate a chemical-free philosophy through the living examples of our residents. The evidence is seen every day in the successful lives of people living drug-free. Our clients are screened, interviewed and assessed by our professional staff. Our Program Physician determines the severity of each client s opioid addiction and prescribes the appropriate dose of medication. Department of Health as a substance abuse treatment facility. We are the only intensive, all-day program in the Washington, D.C. metropolitan area that specializes in homeless Latinos with co-occurring mental illness and chronic substance abuse problems. Neighbors' Consejo understands cultural competency; and we recognize of our clients common cultural values, such as family, community, personal responsibility, and moral improvement, and emphasize the importance of a strong support network during initial recovery. PIDARC s patients are people who have abused drugs and now want to be helped through outpatient treatment while continuing to participate in home, work, and family life. For these people, PIDARC offers a variety of treatment approaches. Throughout their course of treatment, PIDARC patients are encouraged to participate in outside support groups in their community, such as Narcotics Anonymous or Methadone Anonymous, along with participating in Access to Recovery services provided in the District of Columbia.
