Oversee the certification of the agency records retention schedule and RIM programs and initiatives including the agency s records storage center, and disposition processes. Regularly attend division chief meetings to communicate and collaborate on RIM initiatives. Collaborate with agency divisions on special initiatives, including agency case management systems, to improve efficiencies and maintain compliance in management of both electronic and hard copy records. Serve on the agency s Information Protection Workgroup. Provide consulting for divisions in all areas of RIM. Division management includes division strategic planning alignment with the agency s strategic plan, staff development and team building for a team of seven, division budget planning and monitoring, division reporting, and providing feedback to the Intergovernmental Relations Division from RMD relating to drafted state legislation that may have RIM implications. Conducted training in records management for state agencies and local governments. Collaborated with state agencies and local governments in the development of their organizations records retention schedules. Advised government officials in the development of mandated information management policies and procedures. Researched and analyzed current information management laws, administrative rules and current issues for government officials. Library Systems Administrator (September 2003 October 2005) Administered the Library Systems Act grant program for Texas public libraries. Coordinated with the 10 regional State Library Systems in their planning, budget management, reporting, and evaluation. As the grant administrator, was responsible for the records management of the grant program; coordinated with the Grants Accounting Office concerning grant contract status, release of grant funds, and grant close out; conducted appropriate grant monitoring procedures; calculated and reported program performance measures for inclusion in agency Legislative Budget Board Performance Measures report; and collaborated with IT in the imaging initiative to digitize the grant program documents. In this position, served as the agency s State Data Coordinator for the National Center for Education Statistics Federal- State Cooperative System report for the Annual Public Library Report and the State Library Agency Report. 3 MARGARET HERMESMEYER, CRM EXPERIENCE continued Manager, Loan Star Libraries Program (March 2002 August 2003) Managed and coordinated the Loan Star Libraries Program, a program of state direct grantsin-aid to 525 public libraries which was legislated in As the initial grant manager, developed, implemented and managed the program records in accordance with state records management requirements; coordinated with the Grants Accounting Office concerning contract status, release of funds, and grant close out; calculated and reported measures concerning program performance; and conducted appropriate grant monitoring procedures. In this position, collaborated with an IT computer programmer to develop and implement an online performance reporting system for the libraries participating in the program. In addition, represented the State Library and the Loan Star Libraries Program at various meetings and presentations. The University of Texas of the Permian Basin (UTPB) (August 1993 March 2002) University Registrar and Department Head (April 1997 March 2002) Odessa, Texas Reported directly to the Vice President for Student Services. Managed the student records and student information system, registration records, official grade rosters, UT TeleCampus course registration, graduation, TASP score tracking, course schedule production, and the departmental budget. In this position was responsible for submission of UTPB semester student and course reports to the Texas Higher Education Coordinating Board, and for compliance issues such as confidentiality of student records, state residency tuition laws, the records retention and disposition schedule, and academic policies regarding student enrollment and graduation. Collaborated with the Office of Institutional Reporting and Planning for administrative reports and the Integrated Postsecondary Education Data System (IPEDS) conducted by the U.S. Department s National Center for Education Statistics. Managed a team of five staff members and five student assistants. Served on the Texas Higher Education Coordinating Board Committee for Residency Issues to interpret and administer state statutes on residency tuition. UTPB University Library (August 1993 March 1997) Assistant Director of Library Services, UTPB (May March 1997) Reported statistical data concerning the use of library services for various reports including IPEDS, for managing the activities between the library s Technical Services and Public Services Departments, and for coordinating the public relations for the library. Served on the University Library Committee for library development and planning. Chaired the Training Task Force to coordinate training on databases and the Internet for students, faculty, and staff. Collaborated with university departments on special initiatives including a UT System/ IBM project to develop an improved electronic library environment on the UTPB campus, and the REACH initiative (Regional Electronic Academic Communication Highway) to coordinate access to resources and sharing among the regional higher education libraries and public libraries in West Texas. In this position, served on the Academic Advisory Council, the Library Advisory Committee, the REACH Library Directors Council, and the campus Team Web for web page design and policy issues. In addition, conducted the courses offered for using the Internet as part of the UTPB Continuing Education Program. Managed the library s Public Services Department and collaborated with faculty and staff for training on library resources. Reported statistics concerning the use of library resources and staff activity. In addition, coordinated Public Relations for the library. Previous to this, served as the Reference Librarian (August 1993 December 1994) managing the library s Reference Department. Developed a statistical format to maintain reference activity statistics, and initiated and conducted database workshops for students, faculty and staff. I am seeking the opportunity to serve on the Board of ARMA International in order to contribute to the vision and future of ARMA, and to contribute to the support ARMA provides to members Page 5 of 8
6 through professional development opportunities and promotion of records management principles in information governance. These are exciting times for our profession. Awareness of records management has increased across professional disciplines over the last ten years through developments such as revisions to the Federal Rules of Civil Procedure and recognition of RIM in information governance models across professions. As past president of the local ARMA Austin Chapter, I serve as the chair for the Advance the Profession Committee. Our purpose is to outreach to other professional organizations to encourage knowledge sharing in information management among these professional groups while expanding the awareness of the value of The Principles. This purpose I believe will enhance the future of our profession. As the ARMA Principles and the ARMA Information Governance Maturity Model are increasingly referenced across disciplines, the awareness of RIM as a fundamental element of information governance is increasing. We can take the opportunity to advance our profession by collaborating across multiple disciplines to further information governance principles. With over 14 years of RIM experience and having served on ARMA International workgroups, having served as president of my local ARMA chapter, and currently serving as acting chair of a state records management council, I bring experience in strategic planning and leadership. In addition, I believe as RIM professionals, we possess the potential to be recognized as experts and leaders in information governance. If elected, I will work to foster that vision through professional development opportunities in information governance for ARMA members. To advance our profession, I will work to further the awareness, across disciplines, for the value of The Principles in implementing enterprise information governance. RESPONSE TO QUESTION POSED TO ALL PRESIDENT ELECT AND DIRECTOR CANDIDATES: What strategic steps should ARMA take to support an organization s and/or professional s transition from a focus on RIM to a broader IG focus? RIM is established as having a critical role in information governance. As such, it is my belief ARMA should continue to increase awareness of ARMA s Principles and the Information Governance Maturity Model across disciplines in order to establish broad recognition for The Principles and the Maturity Model. ARMA can foster acceptance for the benefits and importance of information governance for organizations, while establishing The Principles as instrumental in implementing best practices for information governance. By working with professional associations, across disciplines, this awareness can grow through collaborative efforts such as publications, presentations and training opportunities. Expanding awareness of The Principles, the Maturity Model and information governance across professional disciplines may likely have the benefit of increasing the common ground for information governance initiatives within individual organizations. In addition, by providing quality information governance resources and best practices, ARMA can continue to increase support for members to be recognized as experts in information governance. RESPONSES TO QUESTIONS POSED TO ALL DIRECTOR CANDIDATES: Page 6 of 8
7 What role do you believe Information Governance plays in the Big Data/Analytics movement? How do you think ARMA can help reconcile the seemingly juxtaposed narratives, specifically around data retention and disposition? Information governance offers many benefits including cost efficacies, enterprise wide consistencies, and defensible management of technologies and information. Information governance also supports predicative activities as in big data analytics by increasing the accuracy and reliability of the data, thereby increasing the value of the analytics. The value of big data analytics is fundamentally based on the accuracy of the data being analyzed. For example, does the data being analyzed include redundant, outdated, or trivial information? If it does, then the predictions, decisions, or actions based on this data may not be as reliable as if the organization had applied effective information governance. Information governance improves accuracy and reliability of the data provided for analysis. Ultimately, information governance can increase the value of the results. ARMA could emphasize the value appropriate retention and disposition have on the results of big data analytics. For example, by avoiding over retention of information, the data may be more relevant to the analysis and produce better analytics. Better analytics will support better decision making. Which of the following issues do you feel ARMA should focus the most effort on in the next 12 months, and why, to garner the broadest support of Information Governance principles and practice globally: Disharmonious privacy laws across global jurisdictions Information vulnerability in commercial transactions (e.g. payment card breaches) Cross-border litigation challenges. ARMA s mission for the advancement of Information Governance principles can continue to gain global support in part by focusing efforts toward greater awareness of The Principles and the ARMA International Governance Maturity Model, and of the benefits these best practices offer in global recordkeeping issues. For example, implementing and maintaining an appropriate and defensible information governance program which includes appropriate application of global privacy laws, would inherently provide further benefits to an organization. In addition to addressing compliance with global privacy laws, information governance encompasses appropriate recordkeeping elements for information security and litigation challenges. For example, global privacy laws involve issues that concern information security and protection. These laws require organizations to apply appropriate privacy policies and appropriate access permissions, in the normal course of business, as well as demonstrate compliance in legal discovery processes. Compliant and defensible recordkeeping policies and processes need to be in place to effectively apply privacy laws. Policies and processes must also be in place to appropriately protect confidential and sensitive information from inappropriate access throughout the lifecycle of the information. Other records management fundamentals also support information governance. For example, retention applied appropriately supports privacy laws combined with appropriate disposition by reducing the risk of inappropriate access which may occur in situations of over retention, and by reducing the volume of information for legal discovery and analytics. 8 Compliance with privacy laws warrants transparency of policies and processes and auditability of the information governance program. Transparency and consistency of documented policies and processes support appropriate and timely availability of information, as well as appropriate protection of confidential or sensitive information. Auditability requires the organization be accountable for its information governance. Program review and auditing provide opportunity for the organization to identify its maturity level of accountability for the information governance program and to use the ARMA International Governance Maturity Model to assess the maturity of the organization s information governance program. Certainly there are other examples of how to advance information governance principles beyond applying those principles to a global issue such as global privacy laws. With continued focus on leveraging The Principles and the ARMA International Governance Maturity Model to provide organizations with a foundation for global best practices in information governance, ARMA can expand its role as an authority on information governance.
