4 SECTION 1: INTRODUCTION AND DEFINITION OF TERMS A. Introduction This document sets forth the operating procedures and policies developed for the Kinesiology Online program by the Kinesiology Academic Affairs Committee. B. Definitions The Kinesiology Online program or KINO program is defined as the entire collaborative effort to enable graduate students to complete the master s degree completely online at each participating degree-granting university. The Academic Affairs Committee is defined as a committee of faculty representatives from participating University of Texas universities who have oversight responsibilities for the Kinesiology Online program. The Kinesiology curriculum is a collection of online graduate courses offered through the UT Online Consortium and approved for the collaborative by the Kinesiology Academic Affairs Committee as part of the Kinesiology Online program. The home campus is defined as the university from which the student is seeking the master s degree. The host campus is defined as any university in the consortium from which the student is taking a course other than the student s home campus. SECTION 2: PURPOSE, MISSION, OBJECTIVES, AND ACCREDITATION OF KINESIOLOGY ONLINE MASTER S DEGREE PROGRAM A. Purpose The Kinesiology Online (KINO) program is a collaborative program developed to provide Kinesiology online graduate courses thereby allowing separately accredited University of Texas System universities to offer online master s degrees in Kinesiology. The following University of Texas universities participate: The University of Texas at El Paso The University of Texas - Pan American The University of Texas of the Permian Basin The University of Texas at San Antonio (non degree-granting) B. Mission Statement 3

5 The mission of The University of Texas System Online Consortium Kinesiology Online program shall be to increase students access to quality graduate education in the field of Kinesiology. The program gives diverse learners access to a wide selection of courses. Graduate faculty expertise unique to one institution is available to the graduate students at all consortium institutions. The online course delivery enables students from diverse cultures, locations, and careers to participate in stimulating interaction with faculty and fellow students. C. Educational Objectives While the degrees and degree requirements differ among the degree granting institutions, the courses, singularly and collectively, shall be designed to meet the following objectives: 1. Graduates will be able to critically read and discuss published research related to kinesiology. 2. Graduates will be able to discuss in writing issues related to kinesiology, identifying, analyzing and defending different viewpoints. 3. Graduates will be able to apply theoretical concepts from the kinesiology research literature to professional practice. 4. Graduates will be able to use computer technology to manage data, access information, and communicate effectively. D. Program and Institutional Accreditation 1. Southern Association of Schools and Colleges The Southern Association of Colleges and Schools (SACS) individually accredits all University of Texas universities participating in the Kinesiology Online consortium. The Kinesiology Online program provides these institutions with the opportunity to offer online programs consistent with their missions. Each university is responsible for maintaining its own SACS accreditation. Each university awards its own degrees and is responsible for the application, oversight, and consistency of the Kinesiology Online program with the institutional mission. 2. Role of Universities The role of each university participating in the collaborative program is to meet all institutional standards and responsibilities. The University of Texas System does not award the Kinesiology degree. Only the participating universities award 4

6 degrees. These institutions are fully responsible for the implementation and control of the degree and may override any policies established by the Academic Affairs Committee. 3. Compliance Monitoring for Accreditation The Kinesiology Online program must meet all SACS standards for accreditation. It is the responsibility of the home campus to monitor compliance issues related to participation in the program. In the case of known compliance issues, it is the responsibility of the home campus to provide the AA committee with all necessary information related to the compliance issue. SECTION 3: GOVERNANCE A. Kinesiology Academic Affairs Committee The faculty of the participating universities through the Kinesiology Academic Affairs Committee jointly administers the Kinesiology Online program. 1. Composition of the Kinesiology Academic Affairs Committee Because of the collaborative nature of the program, the university faculty representatives form the Academic Affairs Committee. The committee is composed of one representative from each university. Each university also has an alternate member who attends meetings when the regular member is not able to attend. In such case, the alternate member has all of the rights and responsibilities of the regular member. Ex officio members may be included with the approval of the committee. Representatives and alternates shall be eligible to teach graduate courses at their respective universities. The Chair is elected for a two-year term by a majority vote of the members. An elected Chair may serve multiple terms. 2. Responsibilities of the Kinesiology Academic Affairs Committee The Kinesiology Academic Affairs Committee shall be responsible for policy and oversight of the collaborative aspects of the Kinesiology Online program. As with traditional on campus programs, the Kinesiology Online program is committed to faculty governance. The Kinesiology Academic Affairs Committee shall be responsible for: a. Establishing Policies and Procedures for the Collaborative b. Online Course Inventory c. Online Course Scheduling d. Program Assessment 5

7 e. Acting as Liaison between University Faculty and UT Online Consortium Staff The Kinesiology Academic Affairs Committee may make recommendations to the universities on issues related to program management. B. UT Online Consortium Staff The UT Online Consortium supports the participating universities by providing centralized registration and student records management, links to campus offices, and learning resources. Neither the University of Texas System nor the UT Online Consortium confer Kinesiology degrees. C. Kinesiology Online Program Advisor Each participating university provides a Kinesiology Online Program Advisor that serves as the home campus advisor and assists students with admission and course registration. This representative is the students primary contact with the Kinesiology Online program and the UT Online Consortium. D. Campus Review and Approval Degree granting authority rests with the faculty of the degree granting university. Therefore, the ultimate responsibility for the master s degrees offered using courses in the Online Kinesiology program rests with the faculty of the degree granting university. Campus review and approval of changes to existing degree programs is accomplished through the university s regular curricular review processes. SECTION 4: FACULTY A. Faculty Credentials and Qualifications All faculty teaching courses in the Kinesiology Online program must meet all SACS criteria. In addition, faculty teaching courses must be approved to teach graduate courses at the university where appointed. B. Recommendation for Faculty who Teach Online Courses Individual campuses have the responsibility to assign faculty to the Online program. The AA committee recommends the following guidelines. 1. Faculty should shadow the course at least once before being assigned to teach it. 2. Faculty should attend training relative to online teaching through the individual campuses. 6

8 3. Faculty should engage in professional development related to online teaching such as local, state and/or national distance education conferences. SECTION 5: CURRICULUM A. Course Prerequisites Some online courses have prerequisites, which students must complete prior to enrolling. The Kinesiology Academic Affairs Committee in consultation with the faculty authors shall establish course prerequisites. B. Course Approval The Kinesiology inventory of courses shall be approved by consensus of the representatives of the degree-granting universities of the Kinesiology Academic Affairs Committee. Any faculty member from a consortium institution may propose additions to the course inventory. Such courses shall be approved (a) through the regular procedures of the respective institutions and (b) by consensus of the representatives of the degree-granting universities of the Kinesiology Academic Affairs Committee. If a university is no longer able to offer a course, the committee will invite participation from other campuses. C. Curriculum Review The Kinesiology Academic Affairs Committee is responsible for curriculum review. Through its curriculum review process, the Academic Affairs Committee: 1. Identifies new courses to be added to the Kinesiology Online program. 2. Considers the needs of members of the collaborative when developing and revising the course inventory. 3. Makes revisions in the frequency of course offerings. 4. Adjusts teaching rotations where courses have multiple instructors 5. Solicits input from current and former students regarding course offerings. D. Frequency of Course Offerings The Kinesiology Academic Affairs Committee shall determine the course rotation schedule. A schedule for the delivery of online courses shall be developed, updated each semester, and posted two years in advance using the following criteria: 1. Generally, courses shall be offered every other semester including summers (i.e., three times in two calendar years). At a minimum, each course shall be offered 7

9 during one long term per year. Changes shall be reviewed and approved by the Kinesiology Academic Affairs Committee. 2. Fall and spring courses shall follow the academic calendar of the university offering the course. There shall be only one long session during the summer. Summer Session should be no less than eight weeks. E. Minimum and Maximum Class Size While class size and number of sections necessary is determined by each university, sections should be designed and staffed to provide students sufficient interaction with faculty and fellow students. Classes should be capped at 20 students with individual faculty having the authority to increase or decrease cap size as appropriate. Courses may be canceled due to small enrollment at the university s discretion. It is the responsibility of the Kinesiology Online Program Advisors to notify the UT Online Consortium and the Kinesiology Academic Affairs Committee members of their intent to cancel a scheduled class at the earliest possible date. SECTION 6: ADMISSIONS A. Selection of Home Campus The home campus is the university from which the student is seeking the master s degree. Students may apply to and may be admitted to any participating, degree-granting university. The university to which they are admitted becomes their home campus where they are assigned an advisor and, upon successful completion of the program, from which they graduate. B. Admissions Criteria Each university is responsible for evaluating and approving applicants for admission to the program. SECTION 7: STUDENT POLICIES AND SERVICES A. Registration A student admitted to a graduate Kinesiology program at a participating UT university has first priority for registering for Kinesiology online courses. Other students may register in the Kinesiology online courses in the following order on a space available basis: with permission of the instructor, students enrolled in non-kinesiology masters degrees at participating UT universities, followed by other qualified students again with the permission of the instructor. 8

10 B. Tuition and Fees The individual universities shall be responsible for setting tuition and fees for the Kinesiology Online courses offered through the University of Texas System Online Consortium. C. Academic Credits and Degree Plans 1. Consortium Credits Online courses taken at a participating UT University are considered consortium courses. These courses shall be included on the students home campus transcripts. The course number, title, grade, host institution, and semester taken shall be identified. In addition, the cumulative grade point average calculated semester by semester shall include all courses. This process has been approved at each degree-granting institution. Because of the nature of the consortium, each participating university has agreed to exempt consortium course credits from the transfer policy (typically six to nine graduate hours). Consortium courses shall not be considered transfer courses although they may be recorded by the home campus registrar through the transfer process to ensure tracking for state funding 2. Degree Plans D. Scholastic Dishonesty Students shall follow the degree requirements established by their home institution. All issues such as course substitutions, waivers, applicability of transfer hours, and other issues related to the students degree plans should be resolved by the students and their graduate advisors, consistent with the home institution s academic policies. Students are required to adhere to the academic integrity policies of the UT System, the home campus and the host campus. Documentation related to scholastic dishonesty or other disciplinary issues will become a part of a student s academic record at both campuses. Repercussions will be determined by the home campus. E. Graduation Requirements and Diplomas Each university shall be responsible for certifying the satisfactory completion of its degree requirements and issuing diplomas. E. Services 9

11 Library services are provided through the home and host campus. Students are eligible for Tex-Share and document delivery library privileges. Students are eligible for all services offered by the universities at which they are enrolled. F. Student Technology Requirements All students must have access to a computer and Internet connection that meet specifications stated by universities at which they are enrolled. SECTION 8: ASSESSMENT A. Program Review The Kinesiology Academic Affairs Committee shall perform a program review of the Kinesiology Online program at least every five years beginning in the year The program review shall be submitted to the Chair of the Shared Services Alliance for Distance Education, each university s chief academic officer, and others, as appropriate. Information needed to complete the program review shall be identified and collected throughout the five-year period leading up to the program review. B. Outcomes Assessment Upon graduation, each student who took a majority of courses online through the UT Online Consortium shall be asked to complete a survey of student attitudes, experiences, and perception of attainment of the program s educational goals, and to provide a permanent address. An alumni survey similar to the graduate survey shall be completed by graduates who took a majority of their courses online through the UT Online Consortium one and five years after graduation. C. Student Evaluation of Instruction Student evaluation of instruction shall be administered in each section of each online course offered each semester, including summers. All Kinesiology online courses shall be evaluated by students each semester offered using the host institution s course evaluation form. Individual course evaluations shall be monitored by the Academic Affairs Committee member or designate from the institution which offered that course that semester. Concerns will be addressed as needed. SECTION 9: POLICY AND PROCEDURES REVIEW AND MODIFICATION 10

12 The policies and procedures in this Kinesiology Online Master s Degree Program Handbook of Operating Procedures shall be subject to periodic review by the Kinesiology Academic Affairs Committee. Changes in Kinesiology Online program policies and procedures must be approved by a majority vote of the members of the Kinesiology Academic Affairs Committee. Proxy votes and electronic voting may be used when unanimously agreed to by Kinesiology Academic Affairs Committee members. 11
