2 Today s Run down 1. Basic understanding of SEN students progress from secondary schools to vocational education in Hong Kong; and 2. Measures to further enhance the support services for SEN students and their teachers. 2
3 Vocational Training Council (1) Established in 1982, Vocational Training Council (VTC) is the largest vocational education, training and professional group in Hong Kong. VTC provides valuable credentials for some 250,000 students each year through a full range of pre-employment and in-service programmes with internationally recognized qualifications. 3
4 Vocational Training Council (2) VTC s 13 member institutions provide a broad spectrum of programmes, covering a wide range of industries and catering for students with different backgrounds and abilities. 4

6 Vocational Training Council (4) Fair Admission Policy to provide equal learning opportunities to SEN students in vocational education and training; Provide diverse supporting services to SEN students admitted; Maximise their potential; and Increase their opportunities for open employment and developing their lifelong learning capacities. 6
7 Support Services to SEN students Task Force on Provision of Support to SEN Students SENCOs SEN Students OUs, Teaching and Student Development Staff and TARC CP/EP/ ST 7
8 Supporting Measures (1) Task Force aims to drive the direction of supporting SEN students; More than 140 SENCOs to look after SEN students registered in different programmes; and To build capabilities : provide structured teacher training, retreats and workshops for SENCOs, frontline teaching / student development staff. 8
9 Supporting Measures (2) All relevant information including application for module exemption, special assessment arrangements, guidelines on making recommendations/ approval is uploaded to facilitate colleagues ease of handling. Timely review of information provided. 9
10 Supporting Measures (3) VTC has a Shine Technical Aids & Resource Centre (STARC) to provide equipment for physical disabilities students: hearing impaired, visual impaired, physical handicap, speech impaired, and visceral disability and chronic illness. Familiarize stakeholders: Orientation Session for SEN students and their parents when new academic year commences. 10
11 Supporting Measures (4) Provision of Clinical Psychologist (CP) services by Hong Kong Family Welfare Society: Hotline for case consultation with Student Counsellors (SCs); Case conference for SCs/teaching staff; Assessment service for students; Psychological treatment (individual / group) for students; 11
12 Supporting Measures (5) Crisis Intervention; Staff development and training for specific SEN topics/issues; Started Individual Care Plan for SEN students (targeted mainly ASD/ADHD/MI students); and Peer Counsellor Programme - to train and equip mainstream students to support SEN students in campus. 12
13 Supporting Measures (6) Provision of Educational Psychologist (EP) services: Individual Education Plan (IEP); Group Training for students on study skills, social skills, communication and presentation skills; and Training for teaching staff on curriculum adaptation, and parents on coping skills. 13
14 Supporting Measures (7) Provision of Speech Therapy (ST) services including: Assessment service for students; Treatment (individual and group) for students; and Training for staff to enhance their understanding on this type of SEN students. 14
15 Supporting Measures (8) Inclusive Education programmes for SEN students including Peer Counselling Programme; Volunteer work; and Over 40 inclusive programmes planned in AY2013/14. 15
16 Supporting Measures (9) Additional Teaching Support is provided to campus with SEN students Serve as a relief to teaching staff, Support curriculum adaptation; and Enhance pastoral care. 16
17 Challenges and Opportunities Diverse programmes offered in over 20 campuses ranging from degrees to higher diploma and students at senior secondary level; Diverse educational needs of SEN students; SEN students enrolled in different programmes offered by different operating units/disciplines including Applied Science, Business, Child education and Community Services, Design, Computing, Hotel and Hospitality, Engineering; To enhance commitment and support from teaching staff; To create an inclusive environment for students; and To provide SEN students in career development. 17
