3 I. General Specifications. A. Introduction and Background. The Greater Orlando Aviation Authority ( Aviation Authority ) seeks to retain an international-cultural consultant to advise the Aviation Authority on the Project, as defined herein below. The firm(s) selected must be experienced in relevant areas of culture, design, operations and training as well as ideally representing airports, cities, counties, special districts or other local governmental agencies. The South Terminal C, Phase 1 Project and related existing facilities ( Project ) includes a world-class domestic and international airport terminal building consisting of all existing facilities and a new airside terminal with between 16 and 24 airline gates and a landside terminal with both secure and non-secure areas and may include all associated improvements and infrastructure required or related thereto, such as: sitework, roadways, ancillary airfield work, utilities, landscaping, lighting, walkways, pedestrian bridges, expansion of the parking garage, a new chiller plant, aircraft loading bridges, and all interior design, such as concessions planning, ticketing and security improvements and baggage handling systems. The Project may include expansion of existing facilities and structures in the South Airport Automated People Mover Complex Program and the Intermodal Terminal Facility Program and will require interfacing and integration with both Programs, rail systems and other ground transportation facilities and improvements. The Aviation Authority reserves the right to modify the scope of the Project and may award any, all or none of the Project or Services. B. Engagement. The firm s engagement will be for the length of time from procurement of professionals to work on the Project through completion of the Project. The Aviation Authority may terminate the engagement with the firm or firms selected in its sole discretion. The successful firm or firms may also be contracted with for international-cultural training of the Aviation Authority s employees, concessionaires and vendors. C. Costs of Replying to RFQ. The Aviation Authority shall not be liable for any cost incurred by proposers in replying to this Request for Qualifications, or if interviewed, their presentation costs. D. Executed Engagement Letter to Constitute Entire Agreement. In the event of an award, the engagement letter will constitute the entire agreement of the parties and will supersede any representations, commitments, conditions, or agreements made orally or in writing prior to execution of the engagement letter. 4 II. Services of International-Cultural Consultant. The consultant selected will be required to advise the Aviation Authority, or its representatives, in matters involving international-cultural and global business, infrastructure and preferences for the countries expected to generate large numbers of traffic to Orlando International Airport. Due to the broad scope of services, the selected consultant should be capable of providing such services and advice related to major cultures globally. The services to be provided by the selected consultant include, but are not limited to, the following: A. Advise and assist the Aviation Authority, or its representatives, in developing and implementing the best business policies and procedures to facilitate accommodations for multiple and diverse cultures; B. Advise and assist the Aviation Authority and its architects, contractors, or general consultants regarding specific cultural, religious, language and signage preferences and standards and advise on the program, concept and schematic design, final design, project specifications and construction of the Project; C. Coordinate with local cultural liaison and educational institution affiliate on implementing a globalized business structure at the Airport; D. Advise Aviation Authority staff regarding specific cultural preferences and standards related to solicitation documents and contracts for the Project; E. Attend and provide advice at meetings with the Aviation Authority or any of its contractors or consultants regarding design and construction of the Project; F. Provide international-cultural information sessions and cultural awareness training to Aviation Authority employees particularized to hospitality and service industries in each culture, as requested by the Aviation Authority; G. Identify critical international-cultural challenges in the global arena that the Aviation Authority may face including but not limited to language barriers, signage and religious practices; H. Coordinate with the Aviation Authority regarding public relations; I. Advise the Aviation Authority and its representatives on integration with the North Terminal Complex; J. Provide advice and insight with respect to the following cultures: 1. East Asia and Indian Subcontinent; Page 2 of 7 (WS115)

5 2. Middle East; 3. North Africa; 4. Australia, New Zealand and the Pacific Islands; 5. Europe; 6. Latin and South American (to include Mexico, Caribbean, Central and South America); and 7. Such other cultures as requested by the Aviation Authority. K. Other related matters and issues that may arise from time to time. III. Information to be Furnished in International-Cultural Consultant Submittal. Your response to this request must respond to each of the following items, individually. Any additional information or exhibits should be attached in a separate section. Failure to provide requested information may result in your response being deemed nonresponsive and therefore eliminated from further consideration or downgraded accordingly, in the Aviation Authority s sole discretion. A. Name of contracting entity. B. Date established. C. Number of employees specialized in the specific cultures listed in Item II.J., above. D. Provide information as to the consultant s experience and qualifications in providing international-cultural analysis and advice related to building design, specifications and construction. Please provide specific details on any relevant prior projects. E. Provide information as to the consultant s experience and qualifications on matters related to international-cultural training of employees. F. Provide information as to the consultant s experience, if any, in working with local governments and airports on international-culturalization matters and services. G. Submit an overview of your proposed plan for developing and implementing international-cultural advice and analysis at the Airport in accordance with the needs of the Aviation Authority, based on the services to be provided to the Aviation Authority. Please provide a staffing plan and organizational chart. H. It is preferred that responses identify at least three (3) references of entities your firm presently represents or has represented in the past five (5) years, and at least one (1) of which should, if available, be a government entity, airport or entity in the service and hospitality industry. 6 1. For each reference provide: a. name of entity; b. contact person; c. address and telephone number for reference; d. dates of representation; and e. summary of the scope of representation. IV. Number of Copies Required. One (1) original and six (6) copies of the submittal along with a thumb drive containing an electronic version of the submittal, should be submitted in a sealed package as noted in the cover letter for this RFQ. V. Deadline for Submittals. For information regarding the Pre-Submittal Conference, refer to the Advertisement for subject services, which is available at: and on the Aviation Authority's website at: Submittals will be accepted and must be received by the Aviation Authority prior to 2:00 p.m., Eastern Standard Time ( EST ) on June 25, All submittals timely received will be publicly opened at the time and date stated above. Any submittals received after the time and date specified above will not be considered and will be returned unopened. The Aviation Authority has designated the U.S. Naval Observatory time as the official time for the receipt of submittals. The U.S. Naval Observatory time can be accessed by telephone at (202) Submittals and modifications may be delivered by hand, by overnight delivery or by certified mail. Submittals and modifications may not be delivered in any other manner (including via facsimile). If a submittal or modification is delivered by hand it must be delivered to the Aviation Authority s reception desk on the Third Level of the Main Terminal Landside Building, Orlando International Airport, One Jeff Fuqua Boulevard, Orlando, Florida If a submittal is delivered by overnight delivery or by certified mail, it must be sent to the attention of Phillip N. Brown, Executive Director, Greater Orlando Aviation Authority, Orlando International Airport, One Jeff Fuqua Boulevard, Orlando, Florida No submittal may be withdrawn after it is submitted unless the firm makes a written request for withdrawal, and such request is received by the Aviation Authority prior to the Page 4 of 7 (WS115)

7 deadline for receipt of submittals. Once the deadline for receipt of submittals has occurred, no submittal may be altered or withdrawn for a period of one hundred twenty (120) days after such deadline. VI. Selection. The evaluation process will be conducted by an Ad Hoc Committee appointed by the Executive Director. Firms which submit qualifications will be evaluated by the Ad Hoc Committee on the basis of considerations listed in Paragraph VI.A., below and in accordance with Aviation Authority Policy. The most qualified firms will be recommended for award. Following submission, the Ad Hoc Committee intends to shortlist no less than three (3) Proposers. Among the factors that will be considered in selecting the Proposers who will be short listed are their experience and qualifications, overview of proposed plan for developing and implementing cultural advice and analysis at the Airport, ability to provide the required services, prior experience on similar projects, their past performance with other entities, the responses to the inquiries set forth above, the ability of professional personnel, willingness to meet time and budget requirements, recent, and current and projected workloads. The Aviation Authority reserves the right to solicit from available sources relevant information concerning a Proposer s past performance and may consider such information in its selection of shortlisted Proposers. Shortlisted Proposers will be scheduled for an interview, presentation or both. Following short listing, and interviews or presentations, the Aviation Authority shall make a final ranking and select in order of preference, based on the above information, in order to select for award the most highly qualified Proposer(s) to perform the requested services. The extent of the services, along with the fees for such services shall be negotiated and be subject to approval by the Aviation Authority. Should the parties be unable to negotiate a satisfactory contract at a price the Aviation Authority determines to be fair, competitive and reasonable, negotiations with that Proposer shall be terminated. The Aviation Authority may then undertake negotiations with the second most qualified, and if necessary, additional Proposers in accordance with the ranking. The Aviation Authority reserves its right to award any or all of the Project or Services, subject to the availability of funding. The Aviation Authority reserves the right to waive any informality in any RFQ, to reject any and all RFQ, to re-advertise for RFQs or to elect not to proceed with the Project for any reason. All recommendations and decisions regarding award of the Project shall be made at open public meetings in accordance with the requirements of Florida Statute , and all interested parties are invited to attend such meetings. In accordance with Florida Statute (10), the Aviation Authority declares that all or any portion of the documents and work papers prepared and submitted pursuant to this invitation shall be subject to re-use by the Aviation Authority. 8 The Aviation Authority Board will make the final selection considering the recommendation of the Ad Hoc Committee. The Aviation Authority reserves the right to select more than one international-cultural consultant, reject any or all proposals, to further negotiate any proposals, to request clarification of information submitted in any proposal, to request additional information from any proposer, and to waive any irregularities in any proposal. Late proposals will not be accepted and will be returned unopened. A. The evaluation and ranking will be based on the following evaluation criteria: 1. Overall. a. Responsiveness of proposal related to the information requested. b. Submitted proposed plan for developing and implementing internationalcultural advice and analysis at the Airport in accordance with the needs of the Aviation Authority. 2. Areas of experience. a. Demonstrated experience and knowledge related to the cultures specified herein and other major global cultures. b. Demonstrated experience and knowledge related to design, specifications and construction. c. Demonstrated experience and knowledge related to international-culture training and education. 3. Experience providing international-cultural consulting, analysis and advice to governments, airports or entities within the service and hospitality industry. 4. Such other information contained in the submittal as determined relevant by the Ad Hoc Committee or the Aviation Authority in their sole discretions. VII. 9 Firms may be disqualified if they have ex parte contacts with Aviation Authority Board Members, members of the Ad Hoc Committee and any Aviation Authority staff members responsible for providing review and comment of the proposals with respect to the RFQ from the time of Board approval for release of the RFQ through the date of award. Respondents to this solicitation or persons acting on their behalf may not contact, between the release of the solicitation and the end of the 72-hour period following the agency posting the notice of intended award, excluding Saturdays, Sundays, and state holidays, any employee or officer of the executive or legislative branch concerning any aspect of this solicitation, except in writing to the procurement officer or as provided in the solicitation documents. Violation of this provision may be grounds for rejecting a response. VIII. Insurance Requirements. Firms should provide information as to the types of insurance carried in its normal course of business. IX. Additional Information Proposer s personnel will be required to meet the Aviation Authority s requirements for security background checks. All personnel requiring unescorted access to a secure or sterile area of the airport must undergo a Criminal History Records Check (CHRC) and are subject to the requirements of Title 49 of the Code for Federal Regulations Part 1542 or 1544 and the Airport Security Improvement Act of X. Civil Rights. The Aviation Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, creed, color, sex, national origin age, or disability in consideration for an award.
