1 ADVERTISEMENT FOR REQUEST FOR QUALIFICATION STATEMENTS FOR AIR SERVICE DEVELOPMENT CONSULTING SERVICES FOR THE MIAMI-DADE AVIATION DEPARTMENT RFQ NO. MDAD Project Mission: The mission of the Air Service Development Request for Qualifications will be to select a Consultant to assist MDAD in securing new international air service to major world markets to which no non-stop flights now exist, and to secure domestic air service by low cost airlines. Term: The term of this Agreement shall be for three (3) years and shall begin upon execution by the parties and shall be in effect until all Services are completed or until those Services Orders in force at the end of the stated period of time have been completed and the Services accepted, whichever may be later. Scope of Services: The Successful Respondent shall: Prepare new international air service feasibility studies and route forecasts including but not limited to, traffic (passenger and cargo) and revenue forecasts, carrier market share projections, aircraft operating cost, load factor performance, profit margin estimates, and recommended weekly service frequency. Upon request, update on an annual, or periodic basis, international passenger and air cargo air service feasibility studies that have been previously presented by MDAD or its representatives to air carriers. Upon request, conduct new low-cost domestic air service feasibility studies and route forecasts, including, but not limited to, traffic and revenue forecasts, carrier market share projections, aircraft operating cost, load factor performance and profit margin estimates. Upon request, update on an annual, or periodic basis, low cost domestic air service feasibility studies that have been previously presented to air carriers. Identify constraints to air service development where applicable. Upon request, make recommendations on strategies to increase the speed of effecting new air service in different markets. Upon request, prepare targeted air carrier presentation materials, including full color reports and Powerpoint presentations. Upon request, assist in scheduling and attending meetings with air carriers. Upon request, update all new studies and reports prepared by the Consultant ADV-1

2 in each of the two years following the initial year of conducting the duties. International destinations that may be targeted for new or updated studies include: Europe Asia Africa Middle East Netherlands Ireland China South Africa UAE Belgium Japan Kenya Jordan Poland Hong Kong Nigeria Finland Taiwan Morocco Russia South Korea Ghana Czech Republic Singapore Ethiopia India Egypt The Miami-Dade Aviation Department will reserve the right to substitute any of the above destinations during the contract period. Low cost domestic carriers that may be targeted for new or updated studies include: JetBlue, AirTran, WestJet, Virgin America, Southwest, or others that may be recommended by the Successful Respondent or substituted by the Miami- Dade Aviation Department. The Successful Respondent will generate databases, pie charts and informative graphics that will directly relate to the results of the air service feasibility studies and other pertinent information. Additional Scope of Services: Upon request, Successful Respondent will conduct analyses (assume one each quarter) of local, national or international activities/events that may impact air service at Miami International Airport. Examples may include but are not limited to: A Miami airline employee strike. The bankruptcy of a Miami carrier. The short, medium or long term impact of an economic downturn in an air service market served from Miami international Airport. The formation or breakup of an airline alliance, entry or exit of a carrier from an airline alliance, and associated impacts(s) on the industry and/or MIA. The formation of, or changes to, a major trade agreement between the US and another country or region, such as the African Growth and Opportunities Act (AGOA), Title 1 of the (US) Trade and Development Act of 2000, or the Free Trade Area of the Americas (FTAA). 3 A competitive action by another airport. Civil unrest, terrorist activities, war or natural disasters within a major market with air service from Miami International Airport. Implementation The Successful Respondent shall be responsible for all aspects of the studies, including data acquisition, travel and quality control. The project manager assigned by the Successful Respondent will coordinate all information requests and be the liaison between Miami-Dade Aviation Department and all persons working on the studies. Presentation and Presentation Material The Successful Respondent will submit a draft report of each study and a final report. The Successful Respondent will report the findings of the survey to the Director of Marketing for the Miami-Dade Aviation Department. Reports will be made in a timely and user-friendly manner. They will include summaries and detailed tabulations relevant to the dissemination of meaningful survey results to the Department. Reports Successful Respondent will deliver the following reports upon completion of each study: 1) Executive Summary of findings (10 color copies). 2) A detailed report (10 color copies). 3) A Powerpoint presentation in electronic format and up to 10 hard copies in color. 4) Up to two oral presentations that may include a presentation to Miami-Dade Aviation Department staff. Additional Reports: Successful Respondent will provide a written and electronic ( ) report of analyses conducted on local, national or international activities/events (as cited above in Additional Scope of Services) that may impact air service at Miami International Airport. Reports will include relating tables, charts and images that will work to produce a better understanding of the information. A personal presentation by the Successful Respondent will not be required, but the Department will reserve the right to make such a request. 4. Sealed Qualification Statements for the Miami-Dade County Request for Qualifications RFQ-MDAD-10-01, entitled Non-Exclusive Request for Qualifications for Air Service Development for the Miami-Dade Aviation ADV-3

4 Department, will be received by the Board of County Commissioners of Miami-Dade County, Florida, at the Office of the Clerk of the Board, Stephen P. Clark Center, 111 N.W. 1st Street, 17th floor, Suite 202, Miami, Florida until 2:00 pm., Friday, March 26, 2010 or as modified by addendum. The County will receive sealed Qualification Statement from qualified, interested parties based upon the terms, covenants and provisions of the Advertisement and the RFQ. The Department reserves the right to postpone or cancel the Qualification Statements opening at any time prior to the scheduled opening of the Qualification Statements. Respondents are invited to be present. Qualification Statements received after the time and date specified may not be considered, and may be returned unopened. 5. AVAILABILITY OF REQUEST FOR QUALIFICATION DOCUMENTS: Prospective Respondents may purchase Request for Qualification Documents on and after Wednesday, March 3, 2010 from the Office of Contracts Administration, Miami-Dade Aviation Department, Building 5A, 4200 N.W. 36 th Street, 4th Floor, Miami, Florida 33122, Contracting Officer AnaMaria Saks, Telephone Number (305) , Facsimile Number (305) , by payment of Fifty Dollars ($50) (non-refundable) per set, check only, made payable to the Miami-Dade Aviation Department (MDAD). Solicitation documents can also be purchased through a mail request to P.O. Box , Miami, FL Each Respondent shall furnish a contact person, an address, telephone and fax numbers for the purpose of contact during the submittal process. All Qualification Statements shall be submitted as set forth in the Request for Qualifications. 6. The minimum qualification requirements for this RFQ are: The Respondent should have a minimum of five (5) years in conducting airport air service development studies. 7. All Qualification Statements must be submitted as set forth in the RFQ. 8. The Department reserves the right to reject any or all Qualification Statements to waive informalities and irregularities, or to re-advertise for Qualification Statements. The Department, by choosing to exercise its right of rejection, does so without the imposition of any liability against the Department by any and all Respondents. 9 A Project Briefing will be held on, Tuesday, March 16, 2010 at 2:00 pm at the Miami-Dade Aviation Department, 4200 N.W. 36th Street, Building 5A, Conference Room F on the 4th Floor, Miami, Florida, for all interested parties and attendance is recommended, but not mandatory. Any changes to this RFQ will be by written addendum. 10 Contract Measures: This contract includes participation provisions for Miami- Dade County Small Business Enterprises (SBEs), as follows: ADV-4

5 Measure Program 10% Goal SBE 12 Proposal Guaranty Deposit: No Proposal guaranty deposit is required for this Solicitation. 13. Cone Of Silence: Pursuant to Section (t) of the Code of Miami-Dade County (the Code ) and A.O. No (the Cone of Silence Provisions ), a Cone of Silence is imposed upon request for qualifications ( RFQs ), request for proposals (RFPs), or invitations to bid ( ITBs ) after advertisement and terminates at the time the County Manager issues a written recommendation. The Cone of Silence prohibits communication regarding RFQs, RFPs, or ITBs between: A) potential vendors, service providers, bidders, lobbyists or consultants, and the County s professional staff including, but not limited to, the County Manager and the County Manager s staff; B) a potential vendor, service provider, bidder, lobbyist, or consultant, and the Mayor, Board or their respective staffs; C) the Mayor, Board or their respective staffs, and any member of the County s professional staff including, but not limited to, the County Manager and the County Manager s staff; D) a potential vendor, service provider, bidder, lobbyist, or consultant, and any member of the selection committee for the RFQ, RFP, or ITB; E) the Mayor, Board or their respective staffs, and member of the selection committee for the RFQ, RFP, or ITB; F) any member of the County s professional staff and any member of the selection committee for the RFQ, RFP, or ITB. Section (t) of the Code and A.O. No. 3-27, permits oral communications regarding a particular RFQ, RFP or ITB for solicitation of goods or services, between any person and the procurement officer responsible for administering the procurement process for such RFQ, RFP, or ITB, provided that the communication is limited strictly to matters of process or procedure already contained in the corresponding solicitation document. The Cone of Silence Provisions do not apply to oral communications at preproposal conferences, oral presentations before selection committees, contract negotiations during any duly noticed public meetings, public presentations made to the Board during any duly noticed public meeting, or communications in writing at any time unless specifically prohibited by the applicable RFQ, RFP, or ITB document. Proposers must file a copy of any written communications with the Clerk of the Board, which shall be made available to any person upon request. Written communications may be submitted via to the Clerk at CLERKBCC@MIAMIDADE.GOV. The County shall respond in writing and file a copy with the Clerk, which shall be made available to any person upon request. In addition to any other penalties provided by law, violation of the Cone of Silence Provisions by any Proposer shall render any RFQ award voidable. Any ADV-5

6 person having personal knowledge of a violation of the Cone of Silence Provisions shall report such violation to the Office of the State Attorney and/ or may file a complaint with the Ethics Commission. Proposers should reference the actual Cone of Silence Provisions for further clarification. All Respondents will be notified in writing when the County Manager makes an award recommendation.
