3 CBD and BSAP Convention on Biological Diversity Conservation and sustainable use of biodiversity Entered into force in 1993 China as a Contracting Party since 1993 Extended to Hong Kong in th Meeting of the Conference of the Parties (COP10) Strategic Plan for Biodiversity to 2020 Strategic Goals Aichi Biodiversity Targets (ABTs) From 2013 Develop a BSAP for Hong Kong Policy Address Three-tiered advisory committee formed Target 17 develop national BSAPs

4 Strategic Plan for Biodiversity Strategic Plan for Biodiversity at COP 10 in The Plan comprises 5 strategic goals and 20 headline targets known as the Aichi Biodiversity Targets (ABTs) which serves as a flexible framework for the establishment of national and regional targets to promote coherent and effective implementation of the CBD. Parties could set their own targets within this flexible framework, taking into account national needs and priorities.

5 Developing Hong Kong s First BSAP Aichi Biodiversity Target #17: by 2015, each Party has developed, adopted and commenced implementing an effective, participatory and updated national Biodiversity Strategy and Action Plan. Purpose: to identify priority issues and set relevant strategies and actions. A city-level BSAP for Hong Kong.

6 Benefits of BSAP Translating international obligations into specific actions at city-level Prioritizing local concerns and addressing them Encourage greater involvement of communities Facilitating mainstreaming of biodiversity and enhancing public awareness

7 What are Included in BSAP? The BSAP will include two parts: biodiversity strategy with vision, mission and principles an action plan that identifies priority actions and clearly outlines how these will be implemented

8 BSAP for Hong Kong The first city-level BSAP for Hong Kong will provide administrative and planning guidance on the conservation and sustainable use of our biodiversity for the coming years. Jointly developed, adopted, and owned by the full range of stakeholders and partners involved, and the process will be open, participatory and transparent.
