3 Ms YAU Lai-ping, Pansy Mr Paul ZIMMERMAN Welcoming message The Convenor welcomed members to the seventh meeting of the Awareness, Mainstreaming and Sustainability Working Group (AMSWG). AGENDA ITEMS I. Confirmation of Minutes of the Sixth Meeting The Convenor informed that the draft minutes of the sixth meeting were circulated to members for comment on 11 July No comment was received and the draft minutes were confirmed. The Secretariat (Post-meeting note: the confirmed minutes of the sixth meeting was sent to members for record on 30 July 2014) II. Overview of the Progress of BSAP 2. Dr Flora MOK took members through the progress of BSAP and the outstanding tasks of the Working Group. She informed members that as requested by the Steering Committee, all Focus Groups should submit their final reports on or before early September; and the Secretariat would help prioritise the proposed actions for the Working Group to consider using the four criteria discussed in the fourth meeting of the Steering Committee. 3. The Convenor advised members to note the tight schedule in submitting recommendations to the Steering Committee and to cooperate to meet the schedule. He also suggested Focus Groups to re-examine the relevance of their proposed actions to the Aichi Biodiversity Targets, to justify them appropriately and to consider more practical alternatives if any. He also indicated that additional meetings might be required for prioritisation of proposed actions in September before submission to the Steering Committee. 3

Observing that the prioritisation matrix might be subject to further discussion, Mr CHEUNG Chi-wah enquired about the flexibility in the operation of the matrix, and whether the prioritised list prepared by the Secretariat would be considered by the Working Group before submitting to the Steering Committee. Mr Simon CHAN clarified that the Steering Committee members made no comment upon circulation of the proposed prioritisation matrix after their fourth meeting. To ensure delivery of a list of prioritised recommendations to the Steering Committee by October, the Secretariat would help prepare a prioritised list for members to discuss and consider in the next Working Group meeting. Subject to members comments and adjustment of priorities, the Secretariat would consolidate the prioritisation result from the three Working Groups and submit to the Steering Committee for further deliberation. 5. Ms Christine LOH recalled that another member had suggested using a matrix to facilitate simultaneous consideration of multiple criteria in earlier meetings, and the practicality of allocating priority to actions in light of resources and time constraint had been discussed. Anticipating that a considerable amount of time would be spent on negotiating over the prioritisation list to be drafted, she called upon members to propose alternative mechanism for prioritisation, if any, as soon as possible to facilitate timely accomplishment of the tasks delegated. 6. Ms Sophie LE CLUE recalled that some members of the Steering Committee were confused about the matrix in the last meeting, and comments were not made on time due to other focuses. She suggested the Secretariat to remind the Steering Committee the status of the matrix. The Convenor considered that as the matrix would help reduce the subjectivity of allocating priority, in light of the tight schedule, it could be adopted to initially assess all proposed actions for the Working Group to further consider. 4
5 III. Progress Update of Public Awareness Programme 7. Mr Felix CHAN presented the progress of the BSAP Public Awareness Programme and showed a short animation on what BSAP is about and its formulation process. He also informed that the report of the BSAP Forum would be circulated to members when ready. Ms Christine LOH advised adding feminine figures in the animation to reflect women s participation in the BSAP committee. AFCD 8. In response to Ms Vicky LAU s and the Convenor s enquiry, Mr Felix CHAN elaborated that the short video would feature local leisure farming activities, and showcase fresh local produce. He reassured that comment from members on the production would be relayed to the production house for fine-tuning as appropriate. 9. Mr George JOR suggested including the first harvest event in Lai Chi Wo held last week in the short videos. Acknowledging the suggestion, Mr Felix CHAN responded that the production team would consider adding necessary shots on suggested events as appropriate, taking into account the schedule of filming and submission deadlines. 10. Noting the durations and the purposes of the short videos, Dr NG Cho-nam suggested featuring the farming activities under the Management Agreement Scheme in Long Valley, to highlight the direct contribution of human to gradual enhancement of biodiversity by sustainable management of farmland. Ms Idy WONG concurred and suggested emphasising the role of man in nature in the voice over of the animation. Mr Felix CHAN thanked members for their valuable comments, and informed that these comments would be considered and accommodated into the filming as appropriate. AFCD 11. In response to Mr CHEUNG Chi-wah s enquiry, Mr Felix CHAN said that the short videos were produced for mass sharing via the HKBSAP YouTube Channel; 5
6 he supplemented that the production team would target at uploading the short videos by the end of this year to YouTube. IV. Final Report by Focus Group on Business Sector 12. The Convenor acknowledged that many Focus Groups were summarising their discussion and finalising their recommendations. He reminded Focus Groups to ensure their recommendations to be relevant to the Aichi Biodiversity Targets, to support their suggestions by explaining rationale behind, and to articulate with an appropriate level of detail for facilitating further consideration by the Working Group and the Steering Committee. 13. Mr Samuel KWONG, leader of the Focus Group on Business Sector, took members through the work of the Focus Group and some of its deliverables. He suggested that the mode of discussion held in November last year and that of the Business Forum held in February this year could serve as models for future engagements with the private sector on biodiversity issues. Based on the feedback collected, he reflected that at the moment biodiversity issues were not a priority for the private sector in general; in order to reach out to the wider business community, messages could be tailored by adopting concepts like natural capital and sustainable production to better resonate with the private sector. 14. The Convenor thanked the Working Group for reaching out to the business sector on this topic. He suggested forwarding the animation clip on BSAP to the business sector as appropriate to help spread the message further. V. Final Report by the Sustainable Use, Ecological Footprint and Ecosystem Services Focus Group 15. Mr CHEUNG Chi-wah, leader of the Sustainable Use, Ecological Footprint and Ecosystem Services Focus Group, presented the recommendations of the 6
7 Focus Group. 16. Noting that the information were compiled in a neat and tidy manner, Ms Christine LOH acknowledged that the information laid out in the final report could be useful to other policy areas, and would provide a basis for further discussion and prioritisation. Dr NG Cho-nam also appreciated the effort made by the Focus Group. 17. Dr NG Cho-nam continued to point out that a large portion of the Ecological Footprint was made up by the carbon footprint. As the carbon footprint was largely affected by the energy policy, it was considered to be remotely relevant to impacts on biodiversity or to changes in biodiversity conservation efforts. He suggested that other indices, including the water footprint and the forest footprint, would more directly respond to changes in biodiversity and therefore better reflect conservation efforts made or the status of conservation. Mr CHEUNG Chi-wah added that given half of the Ecological Footprint of Hong Kong was derived from consumption of natural resources, his Focus Group looked into the sustainable use of biodiversity resources and the general status of ecosystem services in addition to Ecological Footprint to provide an overview to the existing situation. 18. In response to the Convenor s question, Mr CHEUNG Chi-wah explained that there had been discussion in the Focus Group on whether GDP should be the only indicator on the level of development. He explained that by suggesting the Government to consider adopting the Ecological Footprint as one of the indicators of development, the Focus Group hoped to stimulate further discussion and encourage actions in other sectors of the society in response, and increased their awareness on sustainable development. 19. Dr NG Cho-nam further elaborated that only using GDP as an indicator of economic development would overlook the environmental cost involved. Although China was yet to successfully capture the environmental cost of 7
8 development using a Green GDP, Hong Kong should try adopting a Sustainability Index or other similar indices as mainstreaming proceeded, because these indices could inform decision-making and help high-level administrators to avoid unnecessary political pitfalls due to the insufficient information. 20. To facilitate further dialogue in the society on these issues, Ms Christine LOH advised that Focus Groups could distil the discussion into short succinct paragraphs or bullet points for audiences from different backgrounds to contemplate. In view of the number of proposed actions, Working Group members could also start considering how to fit the proposed actions into the context of BSAP to bring out key messages. It would be inevitable that some of these proposals, for example those more directly relevant to biodiversity, would be given higher priority comparing to others in the prioritisation process, but the later would also inspire discussions in other areas. (Dr NG Cho-nam left the meeting at this juncture) VI. Final Report by the Focus Group on Traditional Knowledge 21. Ms Idy WONG, who co-led the Focus Group on Traditional Knowledge, presented the draft Final Report and the recommendations therein. 22. Ms Christine LOH thanked the Focus Group for its dedication to complete the work delegated in a very short time and appreciated that the work done was interesting and inspiring. 23. Noting that preservation of traditional knowledge might not necessarily be relevant to conserving biodiversity, Mr CHEUNG Chi-wah asked whether it would be more desirable for Hong Kong to preserve traditional knowledge in an all-encompassing way or to strategically preserve certain traditional practices that would bring about a greater benefit to biodiversity. Ms Idy WONG 8
9 reflected that while traditional knowledge were valuable in many aspects, from the perspective of biodiversity conservation, promoting sustainable living was the key idea behind preservation of traditional knowledge or practices. As the concept and the operation of sustainable living were well recognised by many, promotion of such would leverage further discussion on related issues including biodiversity conservation, and eventually contributed to mainstreaming biodiversity conservation to the mass. 24. Upon the enquiries of the Convenor, Ms Idy WONG said the Focus Group intended not to encourage traditional practices which would have negative impacts on biodiversity; nevertheless, those practices were included in the final report for the purpose of stock-taking, and they could serve as a source of reference to other Focus Groups. She supplemented that the Focus Group also included records of traditional land uses relevant to biodiversity conservation; for example, a traditional land-use practice common in south-eastern Asia, agroforestry, was included in the appendix as a reference; local bee-rearing practices and modifications of landscapes by traditional practices were also recorded in the Report for reference by other Working Groups if needed. VII. Any Other Business 25. Noting from the final reports submitted that the recommendations of Focus Groups came in different levels of detail, and the issues behind the recommendations varied in the amount of existing information, Ms Sophie LE CLUE enquired what the next steps of Focus Groups would be and how the Working Groups and the Steering Committee would take forward the work done. Mr Simon CHAN explained that subsequent to the submission of final reports, the Secretariat would consolidate all the recommended actions and help each Working Group compile a prioritised list of recommendations for discussion and consideration in Working Group meetings. In compiling the list, recommendations from Focus Groups would be prioritised based on the 9
10 four criteria discussed in the fourth Steering Committee meeting. After the three Working Groups had deliberated the prioritised list, the Secretariat would consolidate all the prioritised recommendations of the three Working Groups for the Steering Committee to consider. He supplemented that the final reports would be circulated to relevant bureaux and departments for comment as appropriate, and these comments would feed back to relevant Focus Groups for making necessary revisions and re-submission. The Report of the BSAP Forum with public feedback on various topics would also be passed to the Focus Groups for their reference. Noting that some of the suggestions submitted were overarching in nature and might have far-reaching implications, Focus Group leaders were advised to take into account their achievability and their impacts to relevant stakeholders and articulate these suggestions in a way to facilitate implementation. Focus Groups were also reminded to submit their final reports according to the schedule assigned. The Convenor envisaged that with a consolidated and prioritised list of actions drafted by the Secretariat before the next meeting, the Working Group would then have a clearer picture on the appropriate recommendations to be put forward to the Steering Committee. The Secretariat (Post-meeting note: the event report of BSAP Engagement Forums consisting consolidated comments and suggestions from participants were sent to all Focus Group leaders for their perusal on 31 July 2014.) 26. Mr CHEUNG Chi-wah realised that some Focus Group would submit their final report in late September, and asked whether an additional Working Group meeting might be needed at that time to consider all the prioritised action and fine tune as necessary. Mr Simon CHAN replied that as the Steering Committee would consider all recommendations from three Working Groups in their next meeting in late October, Working Groups would need to convene their meetings by late September to discuss the prioritised list of actions. In view of this schedule, the Steering Committee had advised in their last meeting that all Focus Groups should submit their final reports to their respective 10
11 Working Group on or before early September. 27. In response to the enquiry raised by Ms Sophie LE CLUE, Mr Simon CHAN further clarified that the Secretariat would help Working Groups to prioritise all the actions recommended by the Focus Groups based on the prioritisation matrix discussed in the last Steering Committee meeting; the Working Groups would discuss and finalise this prioritised list of actions before its submission to the Steering Committee. The Convenor anticipated that a longer Working Group meeting might be required in September for members to clarify and discuss the prioritisation of actions. 28. Ms Sophie LE CLUE suggested the Working Group to have pre-meetings with Focus Group leaders to discuss early the priority of each proposed action. To save time, Ms Christine LOH advised Focus Groups to suggest to the Secretariat the priorities of actions proposed and explain the rationale behind. She indicated that some Focus Groups might have greater problems with meeting the schedule and would need to better organise among themselves to meet the deadline. She foresee that the Secretariat and the Government would need to spend time on these Focus Groups in the coming weeks, and it would be more appropriate for these Focus Groups to discuss issues relayed by other Focus Groups later when they had spare capacity. VIII. Date of next meeting 29. The Convenor said that the next meeting would be held in September and the Secretariat would confirm the details with members in due course. He reminded that the next meeting would discuss the prioritisation of actions, and the meeting would likely be longer than usual. 30. The Working Group recorded a vote of thanks to a retiring member, Mr CHAN Yiu-keung, for his contribution to the Working Group and the BSAP Committee during his tenure. 11
