1 Policy: Sports Camp/Clinic Program Date: February 17, 2009 Policy: Purpose: Scope: All sports camps and clinics will be conducted pursuant to the provisions of this Policy and all coaching staff members shall adhere to this policy as it relates to all aspects of camps and clinics. To ensure compliance with all NCAA Bylaws regulating sports camps and clinics, most notably Bylaw This policy sets out the rules and regulations relating to sports camps and clinics, both on and off campus, that are conducted by EMU coaching staff members and in which prospective student-athletes participate. A. General Provisions Sports camps and clinics are offered to the community for the purpose of providing noncredit offerings in activities related to competitive sports. For the purposes of this manual, all activities that are conducted by employees of Eastern Michigan University s Athletics Department that provide opportunities to learn skills, strategies, or provide competitive experiences for any participants of any age or particular interest are subject to these guidelines. This includes those who participate as individuals, teams, officials or coaches. 1. Definitions a. Eastern Michigan University sports camp or instructional clinic- is any camp or clinic that is owned or operated by EMU or an employee of EMU s Athletics Department, either on or off campus, and in which prospective student-athletes participate. (See NCAA Bylaw ) b. Diversified sports camp - is a camp that offers a balanced camping experience, including participation in seasonal summer sports and recreational activities, without emphasis on instruction, practice, or competition in any particular sport. (See NCAA Bylaw ) c. Specialized sports camp - is a camp that places special emphasis on a particular sport or sports and provides specialized instruction in sport(s). (See NCAA Bylaw ) d. Prospective student-athlete ( prospect ) - is a student who has started classes for the ninth grade. In addition, a student who has not started classes for the ninth grade becomes a prospect if the institution provides such an individual (or the individual s relatives or friends) any financial assistance or other benefits that the institution does not provide to prospective students generally. (See NCAA Bylaw ) (1) Definition of Prospective Student-Athlete -- Men's Basketball. In men's basketball, for purposes of Bylaw 13.12, the phrase "prospective student-
2 athlete" shall include any individual who has started classes for the seventh grade. e. Recruited Prospective-student Athlete (Men s Basketball) - men's basketball, for purposes of applying Bylaw 13.12, a recruited prospective student-athlete is a prospective student-athlete who has been recruited pursuant to the definition of recruiting in Bylaw or the definition of a recruited prospective student-athlete pursuant to Bylaw In addition, a men's basketball prospective student-athlete is considered a recruited prospective student-athlete if any of the following conditions have occurred: (Adopted: 10/29/09) (1) The prospective student-athlete's attendance at any institutional camp or clinic has been solicited by the institution (or a representative of the institution's athletics interests); (2) The institution has provided any recruiting materials to the prospective student-athlete; (3) An institutional coaching staff member has had any recruiting contact [including in-person or electronic contact (e.g., telephone calls, video conference, electronic correspondence)] with the prospective student-athlete (including contact initiated by the prospective student-athlete); (4) The prospective student-athlete has received a verbal offer of athletically related financial aid from the institution; or (5) The prospective student-athlete has verbally committed to attend the institution. f. A senior prospect - is a prospect who is eligible for admission to a member institution or who has started classes for their senior year in high school. A preparatory school or two-year college student is considered to be a senior prospect for purposes of this rule. (See NCAA Bylaw ) 2. Purpose of camps or clinics - EMU s sports camp or clinic shall be one that: B. Camp Coordination a. Places an emphasis on a particular sport or sports and provides specialized instruction or practice and may include competition; b. Involves activities designed to improve overall skills and general knowledge in the sport; or c. Offers a diversified experience without emphasis on instruction, practice or competition in any particular sport. (See NCAA Bylaw ) 1. Responsibility - The Associate Athletic Director Business Office, is responsible for the coordination of all Athletics Department sponsored sports camps and clinics. Any other Athletics Department administrators will be involved as necessary and appropriate. 2
3 2. Procedures C. Scheduling a. The Associate Athletics Director Business Office will: (1) Handle accounting for all sports camp or clinic funds (revenues and expenditures) with all fiscal management policies and procedures that are applicable to normal Athletics Department and University policies being applied herein. (2) Review the contracts of, responsibilities for, and payments to all sports camp and clinic employees. (3) Review the registration information (e.g., athletics award winners). (4) Review the mode of transportation of attendees/employees (e.g., uniformity for all attendees/employees). (5) Generally monitor all activities and conduct of the sports camps and clinics. b. Head coaches are responsible for all of their assistants camp activities. c. The Director of Athletics, or his designee, will participate in the periodic review of all camp/clinic activities and will approve the contents of this manual. d The Associate Athletics Director Compliance, in conjunction with the Associate Athletics Director Business Office, will: (1) Review all advertising, literature and brochures related to the camp or clinic prior to printing. (2) Co-coordinate the cross checking of camp/clinic participant lists with existing recruiting lists (e.g., senior prospects). (3) Review the registration information (e.g., athletics award winners). (4) Generally monitor all activities and conduct of the sports camps and clinics. (5) At all EMU Basketball sports camps or clinics, will present an educational session either in-person or in a video format detailing NCAA initial-eligibility standards and regulations related to gambling, agents and drug use to all camp and/or clinic participants. [NCAA Bylaw ] 1. Sports camps and clinics will be scheduled based on the availability of athletic and housing facilities and a realistic assessment of the camp/clinic s financial viability, based on past performances and/or a determination of the camp director s ability to conduct such endeavors within the framework of these policies. For all overnight camps and clinics and/or those that involve any other campus agencies, i.e., housing and dining services, the recreation and intramural facility, conference rooms, etc., arrangements are to be coordinated with the Student Center or related entity and will be subject to any policies and procedures of that office or area. 4 a. Football Camp EMU s Football Camps/Clinics shall be conduced on the campus, within the state of Michigan, or if outside the state, within a 50 mile radius of the campus. Additionally, EMU s Football camps/clinics may be conducted only during two periods of 15 consecutive days in the months of June and July or any calendar week (Sunday through Saturday) that includes days of those months (e.g., May 28-June 3). The dates of the two 15-day periods must be on file in the office of the Athletics Director. [NCAA Bylaw ] b. Basketball Camp EMU s Basketball camp/clinic shall be conducted only during the months of June, July and August, or any calendar week (Sunday through Saturday) that includes days of those months (e.g., May 28-June 3). [NCAA Bylaw ] c. In all sports other than football, EMU camps or clinics shall be conducted on campus or within a 100-mile radius of campus. d. Institutional/Noninstitutional, Privately Owned Camps/Clinics Women s Volleyball In women s volleyball, an institution s coach or noncoaching staff member with responsibilities specific to volleyball may serve in any capacity (e.g., counselor, guest lecturer, consultant) in a noninstitutional, privately owned camp or clinic, provided the camp or clinic is operated in accordance with restrictions applicable to institutional camps (e.g., open to any and all entrants, no free or reduced admission to or employment of athletics award winners). However, it is not permissible for a women s volleyball coach or noncoaching staff member with responsibilities specific to volleyball to be employed (either on salaried or a volunteer basis) at an institutional camp or clinic or an noninstitutional, privately owned camp or clinic that is conducted off the institution s campus during a quiet period. [Effective August 1, 2010] e. Noninstitutional Privately Owned Camps/Clinics Sports Other Than Basketball, Football and Women s Volleyball - In sports other than basketball, football and women's volleyball, an institution's athletics department personnel may serve in any capacity (e.g., counselor, guest lecturer, consultant) in a noninstitutional, privately owned camp or clinic, provided the camp or clinic is operated in accordance with restrictions applicable to institutional camps (e.g., open to any and all entrants, no free or reduced admission to or employment of athletics award winners). Participation in such camps or clinics is not subject to the location restriction in Bylaw [Effective August 1, 2010] 2. Procedures - All sports camp/clinic directors proposing to schedule camps and/or clinics during the year must: a. Reserve facility space. The Associate Athletics Director Business Office will hold the facility space pending approval. b. Meet with the Associate Athletics Director Business Office, to discuss camp/clinic arrangements. 4
5 D. Promotions c. Facility space will generally be allocated on a first-come, first-serve basis. However, precedent and equity will also be taken into consideration when resolving conflicts. d. Any rental fees or other expenses that are charged by any campus agency are the sole expense of the camp. Any maintenance costs incurred by the Athletics Department as a result of the camp are the sole expense of the camp. The Athletics Department reserves the right to charge an appropriate fee for such services at its discretion in keeping with the best interests of the Athletics Facilities. e. University policy generally prohibits the use of off-campus food preparation sources for on-campus meals. Since this is applicable to camps and clinics as well, it will be necessary to request an exemption to this policy. The request should be made to the Associate Athletics Director Business Office, no sooner than thirty (30) days prior to the event(s). The request will be forwarded to the appropriate University personnel for their consideration. Sensitivity must also be paid to the beverage-pouring contract currently enforced on campus. Any items, beverages or food associated with a competitor s brand should not be sold or used. If you have any doubts or concerns, please have the items cleared by the Associate Athletics Director Business Office. f. All signage that a camp or clinic wishes to have displayed for the purpose of giving direction to attendees must be approved by the Student Center and Athletics Department. No signage is to be erected along access routes, in residence halls, or at camp facilities without such approval. g. University policy specifies that Athletics Department staff members, who participate in camps and/or clinics, whether on or off campus must claim vacation time for such participation if the absence from regular Department duties is prolonged. Each sports camp/clinic director is responsible for promoting his/her respective camp/clinic program. All such promotions are to be approved by the Associate Athletics Director for Compliance and the Associate Athletics Director Business Office. 1. Procedures a. All sports camp/clinic directors will develop their brochures and other professional materials allowing for adequate time for administrative approval of all information contained therein. b. An institutional or privately owned camp may use the name, picture and institutional affiliate of any student-athlete employed as a counselor only in the camp counselor section of its brochure to identify the student-athlete as a staff member. A student-athlete s name or picture may not be used in any other way to directly advertise or promote the camp. [Bylaw ] 5

Advertising for EMU s summer camp or clinic is allowed, provided the ads appear in a periodical (other than a high school, two-year college or nonscholastic game program) that includes a camp directory that meets the following requirements (See NCAA Bylaw ): (1) The size (not to exceed one-half page) and format of such ads must be identical; (2) The camp directory must include multiple listings of summer camps on each page (i.e., at least two summer camp ads of the same size must appear on each page). d. You may advertise in non-recruiting publications such as Eastern Michigan University game programs or a local newspaper or magazine without restrictions. (See NCAA Bylaw ) e. Camp brochures may be provided to a prospect. Information contained in camp brochures must relate specifically to camp events and activities (as opposed to information that may not be provided to prospects). Brochures are not restricted by content or design, but are restricted to a single two-sided sheet, not to exceed 17 by 22 inches in size when opened in full. Note: These brochures may be provided to a prospect at any time (See NCAA Bylaw (c)) f. Sufficient funds are to be retained in the camp/clinic account from the previous year s camp(s)/clinic(s) to provide for the printing of brochures, housing deposits, or any other costs that might be incurred prior to the receipt of offsetting revenue. g. Camp Brochures and Website Brochures must be approved in accordance with the Camp Brochure Approval Process Policy. E. Fees 1. General Principal 2. Procedures Fees for camps/clinics should be set based on an assessment of the market, an assessment of the economy and a comparison of fees at other sports camps in the market area. This will ensure access for a variety of populations as well as to insure that revenue is sufficient to meet all expenditures. a. All fees, which are collected for camps/clinics, are to be deposited through the Associate Athletics Director Business Office, in compliance with the athletics department manual Cash Deposit Policies & Procedures (H-4). Since the University s insurance would not normally cover the loss of camp receipts, any such funds, which are lost or stolen, become the responsibility of the camp director. b. No expenses are to be paid using undeposited revenue or cash collected. 6
7 c. All free or reduced admission fees or special admission arrangements are to be approved by the Associate Athletics Director Business Office and the Associate Athletics Director - Compliance. (1) EMU, members of its staff or representative of its athletics interests shall not employ or give free or reduced admission privileges to a high school, prep school or two-year college athletics award winner or any individual being recruited by EMU per Bylaw For purposes of this provision, a high school includes the ninth grade level, regardless of whether the ninth grade is part of a junior high system. [Bylaw ] (2) In Men s Basketball, these provisions shall apply to any individual who is in the 7 th grade or up. d. Registration fees must correspond with the number of attendees. e. You may provide group discounts to a group registering a specified number of attendees, as long as the special rate is applicable to all such groups. [NCAA Interp., June 2, 1989) f. Children of coaches or administrators who work in the camp may receive free or reduced admission, as long as the reduced admission is considered part of the coaches compensation and such an opportunity is available to all children of coaches or administrators working in camp. [NCAA Interp., October 29, 2003] g. Children of faculty or staff at Eastern Michigan University may also receive free or reduced admission, as long as the reduction is provided to all such faculty and staff. [NCAA Interp., October 29, 2003] h. But for the limitations noted elsewhere in this policy, EMU can provide free or reduced admission to youth that have not entered the ninth grade. i. Football - A senior prospect - A senior prospect is a prospective studentathlete who is eligible for admission to a member institution or who has started classes for the senior year in high school. A prep school or two-year college student is considered to be a senior prospect for purposes of this rule. (1) In the sport of football, a senior prospect may attend a camp or clinic, provided the prospect does not participate in any physical activities. [Bylaw ] j. Awards may be presented to prospects as long as the cost of the awards is included in the admissions fee charged for participants in the camp or clinic. (See NCAA Bylaw ) 7
8 k. A representative of EMU s athletics interest (i.e., Booster) may not pay a prospect s expenses to attend an EMU sports camp/clinic (See NCAA Bylaw ) l. EMU shall not permit an enrolled student-athlete to participate as a camper in one of its camps or clinics (See NCAA Bylaws, Article 17, each sport s, Playing Seasons section) m. The camp/clinic director must provide existing recruiting lists to the Associate Athletics Director Business Office for cross-checking with camp/clinic participant/employee lists (if applicable). n. The Associate Athletics Director Business Office shall document all registrants, fees paid, and discounts offered using Appendix B. F. Payroll 1. Every effort will be made to process camp payroll for both instructors as well as athletics staff in a timely manner. Toward that end, it is essential that all necessary paperwork be completed fully and accurately. The date upon which camp payroll will be available is determined by the point at which the completed paperwork enters the accounting style. 2. Procedures a. All camp employees and camp directors will be paid in accordance with Athletics Department and University Guidelines. Submit Appendices C & D to process payroll. Benefit charge costs for all University staff must be included as an expense of the camp. b. A final statement will be made of net camp proceeds to camp directors pending processing of all deposits and expenses. It is understood that the camp director(s) shall be responsible for any camp/clinic account deficit in the event that any expenses are to be paid once final settlement is made. c. In sports other than football, EMU may employ student-athletes as counselors in its camps/clinics provided the student-athletes do not participate in organized practice activities other than during the institution s playing season in the sport (see Bylaw ). [NCAA Bylaw ] A studentathlete who is employed in any sports camp or clinic must meet the following requirements: (1) The student-athlete must perform duties that are of a general supervisory nature in addition to any coaching or officiating assignments. (See NCAA Bylaw (a)) (2) Compensation provided to the student-athlete shall be commensurate with the going rate for camp or clinic counselors of like teaching ability and camp or clinic experience and may not be paid on the basis of the value that the student-athlete may have for the employer because of the athletics reputation or fame the student-athlete has 8
9 achieved. It is not permissible to establish varying levels of compensation for a student-athlete employed in a sports camp or clinic based on the level of athletics skills of the student-athlete. (See NCAA Bylaw (b)) (3) A student-athlete who only lectures or demonstrates at a camp/clinic may not receive compensation for his or her appearance at the camp/clinic. (See NCAA Bylaw (c)) (4) In sports other than football, it is permissible to assemble members of EMU s athletics team with remaining eligibility for demonstration purposes in conjunction with a sports camp or clinic that occurs outside the playing season in the student-athletes' sport only if the demonstration is included within the weekly hour limitations outside of the playing season and meets the limitations set forth in the skill instruction legislation. Further, in football, it is not permissible to assemble members of EMU s team with remaining eligibility for demonstration purposes only in conjunction with a sports camp or clinic that occurs outside the playing season. [NCAA Interp., July 9, 2008] (5) The Athletics Director gives prior approval to the student-athlete s employment arrangement. (Appendix C) d. EMU or employees of its athletics department may employ a high school, preparatory school or two-year college coach or any other individual responsible for teaching or directing an activity in which a prospective student-athlete is involved at its camp or clinic provided the following guidelines are met: (1) The coach receives compensation that is commensurate with the going rate for camp counselors of like teaching ability and camp experience. (See NCAA Bylaw (a)) (2) The coach is not paid on the basis of the value the coach may have for the employer, because of the coach s reputation or contact with prospects. (See NCAA Bylaw (b)) (3) EMU may not compensate or reimburse a high school, prep school or two-year college coach based on the number of campers the coach sends to the camp. [NCAA Bylaw ] e. Men s Basketball In men s basketball, during a two-year period before a prospect s anticipated enrollment and a two-year period after the prospect s actual enrollment, an institution shall not employ (or enter into a contract for future employment with) an individual associated with the prospect in any athletics department noncoaching staff position. (1) Definition of individual associated with a prospect - The definition of an "individual associated with a prospect" is any person who maintains (or directs others to maintain) contact with the prospective 9

Prohibitions student-athlete, the prospective student-athlete's relatives or legal guardians, or coaches at any point during the prospective studentathlete's participation in basketball, and whose contact is directly or indirectly related to the prospective student-athlete's: (a) Athletic skills and abilities; or (b) Recruitment by or enrollment in an NCAA institution. This definition includes, but is not limited to, parents, legal guardians, handlers, personal trainers and coaches. An individual who meets the definition of an individual associated with a prospect retains that status during the enrollment of that prospect at that institution. [Official Interp., November 4, 2009] (2) It is not permissible for an institution or men's basketball staff member to employ (i.e., volunteer or paid) an individual associated with a recruited prospective student-athlete at the institution's or men's basketball staff member's camp or clinic. [Official Interp., November 4, 2009] (3) It is not permissible for an institutional or men's basketball staff member's basketball camp to offer a different participation, registration procedure, fee structure, advertisement and/or logistical experience (e.g., lodging, meals, transportation or awards/mementos) than the other men's/boys' basketball camps operated by the institution or men's basketball staff. [Official Interp., November 4, 2009] e. Football - a member of EMU s football squad who has eligibility remaining may be employed as a counselor in any diversified camp, including a diversified camp conducted by EMU, provided not more than one member with eligibility remaining of the previous year s football squad of any one Division I institution is employed. (See NCAA Bylaw )) a. EMU may not pay travel expenses, including lodging and meals in transit and prepaid plane tickets or cash advances for a student-athlete who works at the camp unless such travel expenses are paid and procedures for reimbursement of expenses are used for all employees of the camp/clinic. Credit cards may not be used to pay such expenses. (See NCAA Bylaw )) b. In cases where all employees do not receive actual travel expenses, EMU may not pay a student-athlete who is working at the camp a cash advance against anticipated earnings unless the advance does not exceed the lesser of the estimated actual and necessary cost of travel or the estimated employment earnings, and such a benefit is available to all camp employees. (See NCAA Bylaw ) 10

EMU may not provide transportation to a camp or clinic, or allow for a representative of its athletics interests to provide such transportation for a student-athlete who is working at the camp unless travel expenses are paid for all employees. (See NCAA Bylaw ) d. In the sport of Football, EMU may not employ or utilize in any manner any member of its squad who has eligibility remaining. (See NCAA Bylaw ). (1) A member of EMU s Football team who has eligibility remaining may be employed in any camp that specializes in football, other than EMU s camp, provided not more than one (1) football studentathlete from any one Division I institution is employed. (NCAA Bylaw ] e. In the sport of basketball, members of the coaching staff or noncoaching staff member with responsibilities specific to basketball may not be employed (either on a salaried or volunteer basis) or lecture at other institutional camps or clinics or at a non-institutional (i.e., privately owned) basketball camp or clinic. (See NCAA Bylaw ) (1) Student managers who are full-time students and have responsibilities specific to basketball may be employed at institutional or noninstitutional camps or clinics other than their own institution's camps or clinics. [NCAA Interp., July 13, 2005] f. EMU may not provide gifts to high school, preparatory school or two-year college coaches at coaches clinics or other events. This specifically prohibits the provision of a door prize to the coach, even if the cost of the prize is included in the admission fee. Materials (e.g., clipboards, file folders) which are provided to each person attending the clinic are permissible provided the items are included in the registration or admission fee (See NCAA Bylaw ). g. Arrangements by an institution that involves a material benefit for a high school, preparatory school, a two-year college coach or for any other individual responsible for tracking or directing an activity in which a prospective student-athlete is involved, (e.g., the provision of a gift such as a tangible item bearing the institution s insignia, the offer to pay a portion of the coach s or other individual s personal expenses, compensation based on the number of campers sent to an institution s camp, or an arrangement to provide transportation for the coach or other individual) are prohibited. [NCAA Bylaw ]. h. EMU shall not permit a prospect or student-athlete to operate a concession, at the prospect s or student-athlete s own expense, to sell items related to or associated with a camp or clinic. However, EMU may employ a studentathlete at a reasonable rate to perform such services for the camp. (See NCAA Bylaws and ) 11
12 G. Recruiting i. No athletics department staff member may be employed (either as a salaried or a volunteer basis) in any capacity by a camp or clinic established, sponsored or conducted by an individual or organization that provides recruiting or scouting services concerning prospects. This provision does not prohibit an athletics department staff member from participating in an officiating camp where participants officiate for, but are not otherwise involved in, a scouting services camp (See NCAA Bylaw ). 4. Noninstitutional Fundamental Skills Camp/Clinic - An institution s athletics department personnel may serve in any capacity at a noninstitutional camp or clinic conducted under the following conditions: [Bylaw ] a. The camp or clinic is designed to develop fundamental skills in a sport (rather than refine the abilities of skilled participants in the sport); b. The camp or clinic is open to the general public (you may set age restrictions and limit the number of participants); c. The camp or clinic is conducted primarily for educational purposes and does not give material benefits to the participants (e.g., awards, prizes, merchandise gifts); d. Participants do not receive a recruiting presentation; e. Restricts attendance to individuals who reside in Michigan or within 100 miles of the camp or clinic. 1. The camp director must insure that coaches who attend a camp as observers comply with appropriate rules regarding recruiting contact and evaluation periods. (See NCAA Bylaw ) 2. The interaction during sports camps and clinics between prospects and those coaches employed by the camp or clinic is not subject to the recruiting calendar restrictions. However, an EMU staff member employed at any camp or clinic (e.g., counselor, director) is prohibited from recruiting any prospective student-athlete during the time period that the camp or clinic is conducted (from the time the prospect reports to the camp or clinic until the conclusion of all camp activities.) The prohibition against recruiting includes extending verbal or written offers of financial aid to any prospect during his or her attendance at the camp or clinic. [NCAA Bylaw ] a. Exception Men s Basketball - It is permissible for institution's men's basketball coaches to engage in recruiting conversations with prospective student-athletes during the institution's men's basketball camps or clinics. (Adopted: 4/30/10) 3. EMU camps and clinics may not be conducted during a dead period. 12
13 H. TRAINER COVERAGE 1. Policy Statement 2. Procedure All camps and clinics are to have athletics trainers on hand during all physical activities. a. The Head Trainer will coordinate the assignment of student-trainers. b. The pay rate for student-trainers will be established by the Head Trainer and will become an expense of each camp/clinic. c. The Head Trainer will coordinate any appropriate camper medical insurance requirements. I. OTHER IMPORTANT INFORMATION 1. During the summer evaluation period, a member of EMU s Men s basketball coaching staff may attend only institutional basketball camps per NCAA Bylaw and non-institutional organized events (e.g., camps, leagues, tournaments, and festivals that are certified per NCAA Bylaw A member of the Women s basketball coaching staff may attend institutional basketball camps per Bylaw and noninstitutional organized events (e.g., camps, leagues, tournaments and festivals) that are certified per Bylaw [NCAA Bylaws (a)(4) and (b)(2)] For Men s basketball, the basketball event certification program is not applicable to National Basketball Association (NBA) official predraft camps. For both Men s and Women s basketball, the event certification program is not applicable to noninstitutional organized events that are approved, sponsored or conducted by an applicable state, national or international governing body (e.g., intrastate and interstate high school basketball games, state high school all-star games, international competitions and practices associated with such contests). [NCAA Bylaw (c)(1) and (2)] 2. Prospects may receive awards from EMU s sports camp or clinic with the understanding that the cost of such awards is included in the admissions fees charged for participants in the camp or clinic (See NCAA Bylaw ). 3. In men s basketball, institutional coaching staff members shall not make any contact with a prospect at any basketball event during the academic year that is not part of a prospect s normal high school, preparatory school or two-year college season, or any events that are not approved, sanctioned, sponsored or conducted by the applicable high school associations, National Federation of State High School Association or the National Junior College Athletic Association. [NCAA Bylaw (a)] J. NCAA Rules and Regulations The provisions of this Policy are intended to be consistent with the Constitution, Operating Bylaws, Administrative Bylaws and Interpretations of the NCAA. Should any inconsistencies exist between the provisions of this Policy and the NCAA regulations, the NCAA provisions shall be controlling. Any issues covered by NCAA Rules and Regulations that are not specifically set out in this Policy are incorporated herein by 13
14 reference. K. Responsibility under this Policy While the Office of Compliance has the responsibility for drafting, reviewing, amending and updating this policy, and while the Director of Intercollegiate Athletics is accountable for rules compliance, the ultimate responsibility for compliance with the above set out policy shall rest upon all coaches, noncoaching staff members and any other individuals falling under its provisions.
