1 SUPPLEMENT NO NCAA CONVENTION LEGISLATION NCAA DIVISION II STUDENT-ATHLETE ADVISORY COMMITTEE PRO-CON LIST No. 2-2 Intent: To specify that an active member institution shall submit data detailing student-athlete catastrophic fatalities, near fatalities and catastrophic injuries to the NCAA on an annual basis pursuant to policies and procedures that govern such data as determined by the Committee on Competitive Safeguards and Medical Aspects of Sport. Pros: Ensures data can be maintained on such injuries Maintains student-athlete welfare/wellbeing Tracking this information may prevent similar incidents in the future Time required to submit the data No. 2-3 Intent: To specify that an active member institution shall designate a physician to serve as team physician for each of its intercollegiate teams; that the team physician shall be a medical doctor or osteopathic physician with a current license in good standing to practice medicine in the state or province in which the institution is located; and that the team physician shall be authorized to oversee the medical services for injuries and illnesses incidental to a student-athlete's participation in intercollegiate athletics. Pros: Encourages a safe environment for student-athletes Clarifies the medical point of contact for student-athletes Works to protect student-athlete wellbeing No. 2-4 Intent: To add women s triathlon to emerging sport list Pros: Allows potential additional competitive opportunities for female student-athletes No. 2-5 Intent: To specify that a student-athlete may accept remuneration for or permit the use of his or her name or picture to advertise the sale or use of a commercial product, provided the remuneration or use of name or picture is not based in any way on the individual's athletics ability or reputation.

2 Page No. 2 Pros: Opens up additional working opportunities for student-athletes Clarifies acceptable activities Promotes life in the balance Student-athletes can t promote for profit using their sport as a platform Difficult to monitor at the DII level if student-athletes are promoting a product/themselves while using their sport to do so No. 2-6 Intent: To permit an institutional coaching staff member to contact a prospective student-athlete and/or his or her relatives or legal guardians at any site on the day or days of competition provided the prospective student-athlete has signed a National Letter of Intent or written offer of admission and/or athletically related financial aid with the coach's institution. Pros: Allows for additional communication between prospective student-athletes and coaches Eases burden on compliance in terms of tracking Helps develop relationship between prospective student-athlete and coach/parents Maybe overwhelming for prospective student-athlete Conflict of coaching styles between current coach and future college coach No. 2-8 Intent: Modify official/unofficial visit legislation: (1) Specify that an institution may not pay any leg of a prospective student-athlete's transportation costs if he or she participates in an institutional camp or clinic in conjunction with an official visit; (2) Specify that complimentary admissions to a prospective student-athlete for a conference tournament constitutes excessive entertainment and is prohibited; (3) Permit an institution to provide the cost of actual meals on an official visit; (4) Permit an institution to provide one meal on or off campus in the locale of the institution during an unofficial visit; and (5) Permit an institution to arrange special on-campus parking for a prospective student-athlete during an unofficial visit. Pros: Allows student-athletes additional benefits when visiting campuses Prohibits complimentary admission to conference tournament

3 Page No. 3 No. 2-9 Intent: To specify that a prospective student-athlete may not be provided an expense-paid visit earlier than June 15 immediately preceding the prospective student-athlete's junior year in high school; further, to specify that a prospective student-athlete must present the institution with a current transcript (official or unofficial) prior to an official visit. Pros: Allows potential student-athlete to visit institutions earlier by simply requiring transcript (as opposed to test score) Potential for coaches pressuring potential student-athletes to visit sooner No Intent: To specify that following June 15 preceding a prospective student-athlete's junior year in high school, a tryout of a high school prospective student-athlete may be conducted at any time outside the student-athlete's high school's traditional season in the sport; further, to specify that a high school's traditional season begins with the first official team practice for the high school in that sport. Pros: Specifies traditional high school season Maintains consistency for when tryouts can begin Student-athletes still can only try out once at an institution No Intent: To establish an initial-eligibility index for qualifiers for purposes of access to competition, financial aid and practice during the first academic year in residence; further, to establish an initialeligibility index for partial qualifiers for purposes of access to financial aid and practice during the first academic year in residence. Pros: New standards would provide opportunities for some student-athletes to be full qualifiers that would be partial qualifiers under current standards Sliding scale allows for flexibility

4 Page No. 4 New standards would exclude some incoming student-athletes from being full qualifiers that would be full qualifiers under current standards No Intent: To amend the progress-toward-degree requirements, as follows: (1) To clarify that a studentathlete must be in good academic standing as determined by the institution to be eligible to represent the institution in intercollegiate athletics competition; (2) To specify that to be eligible to represent the institution in intercollegiate athletics competition, a student-athlete must earn nine-semester or eightquarter hours of academic credit in the preceding regular academic term in which the student-athlete has been enrolled full-time at any collegiate institution; (3) To specify that to be eligible to represent an institution in intercollegiate athletics competition, a student-athlete must earn 18-semester or 27-quarter hours of academic credit since the beginning of the previous fall term or since the beginning of the certifying institution's preceding regular two semesters or three quarters (hours earned during the summer may not be used to fulfill this requirement); and (4) To specify that to be eligible to represent an institution in intercollegiate athletics competition, a student-athlete must achieve a minimum cumulative grade-point average of prior to the beginning of each fall term. Pros: Places student-athletes more firmly on the path to graduation Would exclude student-athletes that aren t able to meet the new criteria No Intent: To amend the progress-toward-degree requirements, as follows: (1) To specify that in the first two years of collegiate enrollment, a student-athlete is required to earn 27-semester hours or 40-quarter hours of academic credit each academic year; further, to specify that a student-athlete may satisfy this requirement by earning 27-semester or 40-quarter hours since the beginning of the previous fall term or since the beginning of the certifying institution's preceding regular two semesters or three quarters or by earning 54-semester or 80-quarter hours over the previous two academic years (four semesters or six quarters); and (2) To specify that beginning with the student-athlete's third year of collegiate enrollment, a student-athlete is required to earn 24- semester or 40-quarter hours each academic year; further to specify to specify that in the first two years of collegiate enrollment, a student-athlete may satisfy this requirement by earning 24-semester or 36-quarter hours the previous academic year or since the beginning of the certifying institution's preceding regular two semesters or three quarters. Pros: Places student-athletes more firmly on the path to graduation

5 Page No. 5 Would exclude student-athletes that aren t able to meet the new criteria No Intent: To amend the progress-toward-degree requirements, as follows: (1) To specify that a studentathlete must earn 24-semester hours or 36-quarter hours of academic credit each academic year; further, to specify that in the first two years of collegiate enrollment, a student-athlete may satisfy this requirement by earning 24-semester or 36-quarter hours the previous academic year or since the beginning of the certifying institution's preceding regular two semesters or three quarters or by earning 48-semester or 72-quarter hours over the previous two academic years (four semesters or six quarters); and (2) To specify that beginning with the student-athlete's third year of collegiate enrollment, a studentathlete is required to earn 24-semester or 36-quarter hours each academic year; further to specify to specify that in the first two years of collegiate enrollment, a student-athlete may satisfy this requirement by earning 24-semester or 36-quarter hours the previous academic year or since the beginning of the certifying institution's preceding regular two semesters or three quarters. Pros: Places student-athletes more firmly on the path to graduation Would exclude student-athletes that aren t able to meet the new criteria No Intent: To amend the two-year college transfer regulations, as follows: (1) To establish transfer requirements for a two-year college transfer who graduates from the two-year college; (2) To establish transfer requirements for qualifiers with no previous attendance at a four-year institution who attend the two-year institution for only one full-time semester or quarter; and (3) To establish transfer requirements for all other qualifiers, partial qualifiers and nonqualifiers. Pros: Places more stringent requirements on two-year transfers that want to compete at four year institutions Would exclude student-athletes that aren t able to meet the new criteria No. 2-17

6 Page No. 6 Intent: To permit an institution to exempt an academic award, provided the recipient satisfies established institutional criteria for receipt of the academic award and meets all NCAA, conference and institutional progress-toward-degree requirements. Pros: Would potentially allow student-athletes to accept additional academic awards No Intent: To specify that a conference, an institution, the U.S. Olympic Committee, a national governing body (or the international equivalent) or the awarding agency may provide actual and necessary expenses for a student-athlete to receive a noninstitutional award or recognition for athletics or academic accomplishments; further, to specify that the permissible entities may provide actual and necessary expenses for up to two of the student-athlete's relatives or legal guardians to attend the recognition event or awards presentation. Pros: Would allow student-athletes opportunity to attend award/recognition programs Institutions aren t required to provide the expenses, so not all student-athletes will benefit No Intent: To permit an institution to provide actual and necessary expenses for a student-athlete to participate in one collegiate all-star contest after exhausting eligibility in the sport. Pros: Would allow student-athletes opportunity to attend and compete in all-star contests Institutions aren t required to provide the expenses, so not all student-athletes will benefit No Intent: In football, to specify that beginning June 1 through the conclusion of an institution's summer vacation period, strength and conditioning personnel may design and conduct workout programs for student-athletes, as specified. Pros: Ensures safety of football student-athletes during summer training Allows safe summer training opportunities

No Intent: In basketball, to permit a maximum of two contests played as part of a conference challenge event to be exempted annually from the maximum number of contest limitations, as specified. Pros: Allows for an additional two contests per year Potential impact on life in the balance No Intent: To specify that a student-athlete who tests positive for a street drug be withheld from the next 50 percent of the season of competition in all sports, and that the student-athlete shall remain ineligible until the prescribed penalty is fulfilled, the student-athlete retests negative and eligibility is restored by the Committee on Student-Athlete Reinstatement. Pros: Gives student-athlete motivation to get back on good terms with the team Allows for opportunity to correct behavior and seek help Increases likelihood that the student-athlete with the positive test will return to school and the team Perception/ image of lessening the penalty No Intent: To specify that following confirmation of the availability of student-athletes for NCAA championships and application of nullification, required selection criteria will be used for all Division II team sports; further, to specify that a governing sport committee may select not more than three additional sport-specific criteria from a list approved by the Division II Championships Committee. Pros: Clarifies selection criteria and provides consistency among sports
