5 Ancillary Service Endorsements - ASE ADDRESSERVICE REQUESTED Purpose Instructs the Postal Service on how to handle the physical mailpiece for each class of mail: Forwarded Returned-To-Sender Dispose Request to receive address corrections for any undeliverable-asaddressed (UAA) mailpieces Assists in complying with Move Update Regulations when the data is used 5

6 Ancillary Service Endorsements Printing an ASE on the mailpiece is required for most Address Correction services: OneCode ACS and Full-Service ACS Standard Mail Letters and flats First-Class Mail Flats Not required for Letters or Postcards Bound Printed Matter Flats Periodicals not required And all Manual Returns Traditional ACS 6

7 Responsibilities The Client is responsible for all decisions on Ancillary Service Endorsements The Client is responsible for setting up the service with the Postal Service Client Mailer's Profile instructions on the type of service, data distribution and invoicing RMS can provide information on both ASE and ACS RMS does not make specific recommendations There are liabilities for the options, consequences, and costs 7

Electronic Service Requested High level umbrella endorsement for Address Service Requested Change Service Requested Used for Traditional ACS, OneCode ACS, Full-Service ACS Return Fee Charges as determined by the client's mailer profile Physical Mailpiece redirected based on client's mailer profile Clients must decide on Address Service Requested or Change Service Requested This is information that is kept by the USPS in a mailer profile along with the client contact, file disposition, billing, etc. information 11

22 Ancillary Service Endorsement Priorities The printed ASE takes priority over the Service Type ID contained in the IMb When a UAA mailpiece has a ASE that conflicts with the Service Type ID, the mailer will be responsible for all appropriate fees associated with the handling provided based on the printed ASE Example: 1.5 ounce letter - Processed as a manual correction Address Service Requested ASE IMb STID Result 261 No address corrections Client pays: $0.55 for manual address correction OR the weighted fee of $1.632 per returned piece 22

23 Manual Address Corrections Clients that use an Ancillary Service Endorsement without registering with the USPS for an ACS Service automatically receive Manual Address Correction Service 23

26 Manual Address Correction - Details Cost What does it return? HARD COPY at 55 Physical mailpiece or Form 3547 New address or reason for non-delivery No electronic report is provided Best Fit For Clients that do not have electronic capabilities Depending on barcode readability and the Ancillary Service Endorsement, hard copy notices may be generated from other ACS systems 26

27 Returned Mailpieces Mailpieces will have the yellow label that indicates the Change of Address or the reason for nondelivery The yellow label may cover part of the original address Therefore it is recommended that the IMb be placed ABOVE the address block. 29 Summary ASE are part of an USPS service that captures moved data not captured in NCOA The ASE determines the handling of the mailpiece The mailpiece handling has different costs for Standard Mail and First- Class Mail Clients must make the decisions on which ASE to use There are specific print and IMb requirements for an ASE RMS has tools Charts that explain the ASE options and consequences that can be sent to clients Checklists for mailpiece design 29

31 RMS Postal Workout Exercise Pillar Bank is mailing 1mm pieces from Bank for a Retail Traffic Driver The mailpiece is a 5 x 8-1/2" card with 4/4 pc, Aqueous Coating and Personalized with ProjeusJet Imaging on both sides The mailing is Full-Service IMb The mailpiece has the copy for Ancillary Service Endorsement "Address Service Requested" Data processing is provided to the client by a third party. The IMb contains the STID Code 293 for all mailpieces. 31

33 RMS Postal Workout Exercise Using the RMS checklist you discover that STID Code 293 does not exist. You advise Pillar that the STID codes must be changed to meet the Full- Service and Nonauto requirements. You provide Pillar with information on the costs of returned mail with "Address Service Requested." 33

34 RMS Postal Workout Exercise Pillar Bank decides to change the ASE to "Change Service Requested. They also agree to have RMS re-process the file for the correct STID codes for ACS. By changing the STID codes, Pillar is able to get the free Full-Service ACS By changing the ASE, Pillar saves the cost of returned mail at $1.137 per piece RMS receives the revenue for the list processing 34

35 RMS Postal Workout Exercise RMS receives an order for 1mm pieces from Kingston Animal Society for a KAS Member Renewal Program. The mailpiece has a 5" x 9" Outer Envelope with a 1/3 duplex imaged personalized Letter, 4/1 Certificate, Labels and Bangtail BRE. KAS submitted copy that has the ASE "Electronic Change Service" printed in the lower left corner of the mailpiece. Electronic Change Service 35

37 RMS Postal Workout Exercise Using the RMS checklists, you determine The ASE is not in the correct position on the mailpiece The text for the ASE is incorrect You advise KAS that the correct text is "Electronic Service Requested" and if not correct the entire mailing would be rejected by the US Postal Service. First step is to choose a service You provide information on the various ACS services and ASE information 37

38 RMS Postal Workout Exercise KAS decides to have RMS correct the copy both text and position They choose the Ancillary Service Endorsement that fits their needs. KAS is able to mail their campaign without the US Postal Service rejecting the mailing.
