Trade-related organizations from these countries initiated the Trade Promotion Network (SAARC TPN) with the support of the SAARC Secretariat to lobby for and to deliver suggestions and recommendations for the reduction of non-tariff measures (NTM) and impediments for the development of cross-border value chains in the SAARC region. The SAARC TPN has currently 28 key public (Departments of Trade, Export Promotion Agencies) and private sector (Apex bodies, Chambers of Commerce, business federations) organizations from all eight SAARC countries as well as regional organizations such as the SAARC Chamber of Commerce and Industry (SCCI). The membership is voluntary and implies organizations/ institutions from the SAARC countries that have an official mandate in their respective country to work on trade promotion and trade integration. The network was established with the support of GIZ and launched major initiatives such as the creation of national NTM-desks in various SAARC countries and the execution of a study on NTM in SAARC countries. However, the network lacks economic sustainability, institutional foundations such as its own constitution or charter as well as the independent operation of its own IB 1

2 secretariat. Most activities in the SAARC TPN are funded by various donors. The current secretariat is temporarily solely operated by GIZ. Against that background, the general assembly of the network has decided to embark on a process to assess its requirements and develop appropriate solutions for the future network management, which allows it to achieve its objectives in an expedient, cost-efficient, effective and sustainable way. The objective of this assignment is to: undertake a participatory analysis and strategy process and develop sustainable and cost-effective options for the SAARC TPN; support the decision of network members to select their option; develop a feasible roadmap for the implementation of the selected option; The following thematic areas are to be covered: Organizational development/network management Human Resource Development Trade Policy, International Trade A further assignment with respect to the implementation of the roadmap is possible, subject to the decision of the project. Personnel: Specification of inputs and necessary qualifications 1) International senior expert and team leader with 10 years of experience in the field of organizational development and networks or similar multi-stakeholder structures; knowledge on international and regional trade is an asset: 55 days (up to 47 day abroad) 2) International expert with 5 years of experience on HR in networks and its organizational structures, knowledge in cross-cutting issues like gender and social inclusion policies is an asset: 15 days. (up to 11 day abroad) 3) Regional expert from the SAARC countries with 7 years of experience and special knowledge on trade issues in South Asia and a background on development cooperation, knowledge of organisational development is an asset: 50 days; up to 46 days abroad) IB 2
