1 San Francisco General Plan Transportation Element General Objective 1: Meet the needs of all residents and visitors and visitors for safe, convenient and inexpensive travel within San Francisco and between the city and other parts of the region while maintaining the high quality living environment of the Bay Area. Objective 2: Use the transportation system as a means for guiding development and improving the environment. Regional Objective 3: Maintain and enhance San Francisco s position as a regional destination without inducing a greater volume of through automobile traffic. Objective 4: Maintain and enhance San Francisco s position as the hub of a regional, city-centered transit system. Objective 7: Develop a parking strategy that encourages short-term parking at the periphery of downtown and long-term intercept parking at the periphery of the urbanized Bay Area to meet the needs of long-distance commuters traveling by automobile to San Francisco or nearby destinations. Objective 8: Maintain and enhance regional pedestrian, hiking and biking access to the coast, the bay and ridge trails. Objective 9: Improve bicycle access to San Francisco from all outlying corridors. Congestion Management Objective 12: Develop and implement programs in the public and private sectors, which will support congestion management and air quality objectives, maintain mobility and enhance business vitality at minimum cost. Objective 13: Promote the development of marketing strategies that encourage and facilitate the use of transit and other alternatives to the single-occupant automobile for shopping, recreation, cultural and other non-work trips. Objective 14: Develop and implement a plan for operational changes and land use policies that will maintain mobility and safety despite a rise in travel demand that could otherwise result in system capacity deficiencies. Objective 15: Encourage alternatives to the automobile and reduced traffic levels on residential streets that suffer from excessive traffic through the management of transportation systems and facilities.

2 Objective 16: Develop and implement programs that will efficiently manage the supply of parking at employment centers throughout the city so as to discourage single-occupant ridership and encourage ridesharing, transit and other alternatives to the single-occupant automobile. Objective 17: Development and implement parking management programs in the downtown that will provide alternatives encouraging the efficient use of the area s limited parking supply and abundant transit services. Mass Transit Objective 20: Give first priority to improving transit service throughout the city, providing a convenient and efficient system as a preferable alternative to automobile use. Objective 21: Develop transit as the primary mode of travel to and from downtown and all major activity centers within the region. Objective 22: Develop and improve demand-responsive transit systems as a supplement to regular transit services. Pedestrian Objective 23: Improve the city s pedestrian circulation system to provide for efficient, pleasant, and safe movement. Objective 26: Consider the sidewalk area as an important element in the citywide open space system. Bicycles Objective 27: Ensure that bicycles can be used safely and conveniently as a primary means of transportation, as well as for recreational purposes. Objective 28: Provide secure and convenient parking facilities for bicycles. Citywide Parking Objective 30: Ensure that the provision of new or enlarged parking facilities does not adversely affect the livability and desirability of the city and its various neighborhoods. Objective 31: Establish parking rates and off-street parking fare structures to reflect the full costs, monetary and environmental, of parking in the city. Objective 32: Limit parking in downtown to help ensure that the number of auto trips to and from downtown will not be detrimental to the growth or amenity of downtown. Objective 33: Contain and lessen the traffic and parking impact of institutions on surrounding residential areas.

3 Objective 34: Relate the amount of parking in residential areas and neighborhood commercial districts to the capacity of the city s street system and land use patterns. Urban Goods Movement Objective 36: Promote freight delivery/pickup traffic as necessary for the economic vitality of San Francisco and the bay region. Objective 38: Develop and maintain selected major and secondary arterials to provide efficient and direct routes for trucks/service vehicles into and through San Francisco without disturbing neighborhood areas and inhibiting the safe movement of transit vehicles, bicycles and pedestrians. Objective 40: Enforce a parking and loading strategy for freight distribution to reduce congestion affecting other vehicular traffic and adverse impacts on pedestrian circulation. Housing Element Objective 12: Balance housing growth with adequate infrastructure that serves the City s growing population. Air Quality Element Objective 3: Decrease the air quality impacts of development by coordination of land use and transportation decisions. Environmental Protection Element Objective 9/11: Reduce transportation-related noise and promote land uses that are compatible with various transportation noise levels. Objective 15: Increase the energy efficiency of transportation and encourage land use patterns and methods of transportation which use less energy. Commerce and Industry Element Objective 6: Maintain and strengthen viable neighborhood commercial areas easily accessible to city residents. Recreation and Open Space Element Objective 3: Provide continuous public open space along the shoreline unless public access clearly conflicts with maritime uses or other uses requiring a waterfront location. 4 Objective 4.1/4.2: Improve public transit to better serve existing and new development in Central Waterfront and by making it more comfortable and easier to use. Objective 4.3: Establish parking policies that improve the quality of neighborhoods and reduce congestion and private vehicle trips by encouraging travel by non-auto modes. Objective 4.5: Consider the street network in Central Waterfront as a city resource essential to multimodal movement and public open space. Objective 4.6: Support walking as a key transportation mode by improving pedestrian circulation within Central Waterfront and to other parts of the city. Objective 4.7: Improve and expand infrastructure for bicycling as a safe and important mode of transportation. Objective 4.8: Encourage alternatives to car ownership and the reduction of private vehicle trips. Objective 4.9: Facilitate movement of automobiles while striving to reduce negative impacts of vehicle traffic. Objective 4.10: Develop a comprehensive funding plan for transportation improvements. Objective 5.3: Create a network of green streets that connects open spaces and improves the walkability, aesthetics, and ecological sustainability of the neighborhood. Downtown Area Plan Objective 20: Provide for the efficient, convenient and comfortable movement of people and goods, transit vehicles and automobiles within the downtown. Objective 21: Improve facilities for freight deliveries and business services. Objective 22: Implement a downtown streetscape plan to improve the downtown pedestrian circulation system, especially within the core, to provide for efficient, comfortable, and safe movement. Northeastern Waterfront Area Plan Objective 9: To accommodate the regional movement of people and goods, permitting the through movement of traffic, access to the regional system from the maritime and other industrial areas of the city, and facilitating the movement of regional transit while minimizing the adverse impact of this system on the Northeastern Waterfront area. Base of Telegraph Hill Subarea Objective 19: To develop a balanced transportation system which accommodates regional and local movement while causing minimum adverse impact to the environment. Ferry Building Subarea

5 Objective 23: To allow commercial and recreational maritime uses, public access improvements and non-maritime commercial recreation development on piers and along the seawall to generate waterfront activity, to provide visual and access improvements and to produce revenue for the Port. Objective 26: To further develop the ferry building area as a major transit center, improving and expanding transit access by, and transfers among, landside and waterside transit systems. South Beach Subarea Objective 28: Work with residents in South Beach and adjacent neighborhoods to make the waterfront inviting and safe by providing water-oriented commercial recreation and public assembly activities on piers which appeal to residents, workers and visitors of the city. Embarcadero Corridor Objective 31: To improve the Embarcadero corridor in order to facilitate the movement of people and goods, and enhance public access to and along the water. Rincon Hill Area Plan Objective 5.1/5.2: Create safe and pleasant pedestrian networks within the Rincon Hill area, to downtown, and to the Bay: Widen sidewalks, reduce street widths, and make other pedestrian and street improvements, while retaining the necessary space for traffic movements, per the Rincon Hill Streetscape Plan. Objective 5.3: Prioritize pedestrian safety through street and intersection improvements, especially at intersections adjacent to freeway ramps, and intersections with a history of vehicle/pedestrian collisions. Objective 5.4: Improve transit service to and from Rincon Hill. Objective 5.5: Manage parking supply and pricing to encourage travel by foot, public transportation, and bicycle. Objective 5.9: Require private development to contribute to the creation and on-going maintenance and operations of special streetscapes through in-kind contribution, a community facilities district, and/or developer fees.

SFCTA San Francisco Countywide Transportation Plan Transit First Policy: Encourage the use of alternatives to the single -occupant automobile. Prioritze the maintenance and expansion of the local transit system and improvement of regional transit connections Transportation Demand Management: Reducing the demand for the private automobile and promote alternatives such as transit, walking, bicycling and car-sharing Transportation System Management: Optimize the cost-effective use of existing facilities. Prioritize the movement of people and goods rather than vehicles Parking Management: Minimize needed parking, particularly all-day or long-term parking. Encourage short-term parking, ridesharing, transit, bicycling, shared parking, and appropriate parking pricing

7 SFCTA San Francisco Transportation Plan Maintenance and operations of existing transit system and street network-paying for things like repaving streets, replacing old buses, and buying fuel to run Muni buses and trains. Programs and enhancements, such as better transit stops, more pedestrian safety treatments, and better bike lanes. Major construction projects ( Transit Effectiveness Project, the Better Market Street project) Port of SF: Waterfront Land Use Plan Create a PortWalk and Bayside History Walk as part of new public access improvements Coordinate waterfront access with and, where feasible, implementing the regional Bay Trail. Encourage new recreational boat moorings and other waterborne transportation improvements in conjunction with new commercial and recreational uses. Support transportation access for a full range of users, including continuous transit between the Northern and Southern Waterfronts. Encourage traffic control measures to provide convenient and safe pedestrian crossings to the water s edge. Protecting vital truck routes and freeway and freight rail access necessary to serve the Port s cargo shipping industry.

Land-use Integration: maximize the potential for water transit oriented development (WaTOD) by emphasizing opportunities for mixed use neighborhoods along waterfront developments. Terminals: Facilities should be viewed as historic gateways to the community and the backbone of the ferry system. They provide adequate accommodation for the passenger experience including safety, comfort, information, an attractive setting and community connections, either through design or access. Passenger Ferries: New ferries should provide cleaner emissions than existing vessels, be able to handle peak loads and bicycles, comply with all American with Disability Act requirements and minimize impacts to the bay.
