1 REQUEST FOR PROPOSALS Comprehensive Community Economic Development Series (Released October 13, 2009) Section 1. General Information The Indiana Association for Community Economic Development (IACED), a statewide association of more than 300 community development organizations, is accepting proposals for a one-time contract to develop a training curriculum and deliver comprehensive training on comprehensive community economic development. The training will be marketed to community development professionals, community economic development professionals, not-for-profit housing developers, community planners, local units of government, student interns and others interested in learning the about comprehensive community economic development. Attendance of approximately individuals is expected. The training will be offered as a series from the first quarter of 2010 through the third quarter of Specific dates will be negotiated with the trainer(s). Training hours are typically scheduled from 9:00 a.m. to 5:00 p.m. with registration and continental breakfast opening at 8:30 a.m. It is approximated that this will be four training sessions of two days each; however, such is negotiable depending on the curriculum outlined in respondent s proposal. Funding for this workshop will be provided in part by a grant from the Indiana Housing and Community Development Authority (IHCDA) through federal funds under the Affordable Housing Act of 1990, as amended, using HOME Investment Partnership Program funds allocated by HUD. The maximum budget for the entire training series is $45,000. Section 2. Scope of Work IACED expects the consultant to generate the services and products described below. Develop a detailed training curriculum that, at a minimum, incorporates: appropriate research, industry standards and trends, model documents, and pertinent case studies Prepare and submit training manual, presentation materials and educational tools that analyze and synthesize the curriculum content Provide qualified trainer(s) to present the curriculum in a manner that is accessible to multiple learning styles Facilitation of online discussion groups, conference calls, and other activities between training sessions to facilitate peer-to-peer networking, promote vicarious learning experiences, and maintain engagement of trainees throughout the process. Section 3. Required Curriculum Topics The curriculum of this training should provide an in-depth understanding of comprehensive community economic development (CCED) and the tools available for CCED. This training should assist not-for-profit leaders in becoming more innovative, enabling their organization to accomplish more, while enhancing the organization s social value and mission. 2 Trainers are allowed to submit a proposal for one or more portions of the training series. The appropriate trainers will be selected for each. All trainers will be expected to coordinate with IACED staff and other trainers. Session 1: Introduction to the Concept of CCED Concept of CCED Theoretical framework of the model Asset Based Community Development Benefits of the CCED model Anticipating difficulties in CCED and how to overcome them Introduce social justice as an important outcome of CCED (i.e. social justice outcomes need to be considered up front and throughout the process) Session 2: Establishing a Comprehensive CED Planning Process Organizational Capacity Organizational assessment inventory of organizational assets to undertake CCED Building community partnerships and other strategic collaborative efforts Leveraging resources (yours and your partners ) Being entrepreneurial about finding funding Increasing staff capacity for CCED Board Development Making the case and building the capacity for board involvement in CCED Preparing the board for transition to broader organizational efforts Community Engagement Identifying and utilizing talent within the community Creating resident ownership and responsibility in the plan Pros and cons of using a consultant for CCED Finding Leaders Building and supporting community leaders Convening and managing the process effectively Session 3: Planning Managing the planning process Building toward a common vision Creating the neighborhood plan Results-Based Accountability Maintaining Community Engagement throughout the Planning Process RFP: Comprehensive Community Economic Development Training Series Page 2

3 Session 4: Implementation and Evaluation Maintaining interest through implementation and obtaining follow through Resident-Led Evaluation Design Finding funding for implementation Building an Evaluation Plan Evaluation and Reassessment Building upon successes Maintaining neighborhood diversity and vitality Protecting indigenous residents from gentrification Section 4. Content of Proposal While there is no prescribed format or length, proposals must contain the following elements and information. Name and contact information of respondent A description of the services to be provided An explanation of how the services will be delivered An outline of the proposed training curriculum A biographical sketch of the proposed trainer(s) A table of contents for the training manual An inventory of audiovisual needs A bid for fees and expenses throughout time of the contract A sample of materials prepared for similar trainings A list of three referring organizations that have received similar services Section 5. Fees and Expenses The following fees and reimbursable expenses should be itemized in the bid: Preparation days Training days Airfare (if applicable) Ground transportation (if applicable) Mileage at a rate of $0.55 per mile (if applicable) Parking Hotel accommodations (if applicable) Per diem Other expenses not specified above should be itemized and described clearly in the bid All costs incurred in the preparation of the proposal shall be provided by the bidder alone. IACED shall not contribute in any way to the cost of preparing the proposal. Expenses that are the responsibility of IACED (see Section 10) should not be included in the bid. 4 Section 6. Payment IACED will issue a check for consultant fees and reimbursable expenses within 30 days of receiving an invoice. Original receipts must be submitted with the invoice in order to reimburse eligible expenses. Section 7. Evaluation and Selection All proposals received on or before the deadline if November 9, 2009 at 5:00 p.m. Eastern Standard Time, will be given full consideration. The consultant will be selected through a blind review process based on the following criteria. Expertise in community economic development Familiarity with community economic development organizations Experience in training and public education Strength of curriculum outline Quality of training materials submitted Cost effectiveness In accordance with federal and state statutes and IACED policy, no person shall be excluded from participation or subject to discrimination in the proposal process on the basis of race, color, age, sex, national, origin, religion, or disability. Within these bounds, IACED reserves the right to: Accept or reject any and all proposals if IACED determines that it is in its best interest Waive or modify minor irregularities in proposals received Negotiate with bidders to best serve IACED s interests, within the requirements of the RFP Require the submission of modifications or additions to proposals as a condition of further participation in the selection process Request bidders to make presentations to the review committee as it becomes necessary to make further distinctions between proposals Reissue the RFP requesting new proposals for interested parties Section 8. Proposal Submission All proposals must be received on or before Monday, November 9, 2009 at 5:00 p.m. Eastern Standard Time.
