2 A. PURPOSE (Newark CEDC) is requesting proposals from Web Development firms to provide a proposal for the buildout and maintenance of its website. The types of services that the Newark CEDC expects the firm to perform are listed below. Newark CEDC anticipates that some of these services will occur concurrently and sequentially. The firm must demonstrate in its response that it has the experience and staff capacity to perform these services. B. OVERVIEW Founded in 2007, and restructured in 2014 Newark Community Economic Development Corporation (Newark CEDC) is the primary economic development catalyst for Newark, the State of New Jersey s largest city. It is organized to retain, attract and grow businesses, enhance small and minority business capacity, and spur real estate development throughout the City s 20 diverse neighborhoods. As a business development company whose sole client is the City of Newark, NCEDC collaborates with the Newark Department of Economic & Housing Development to initiate and execute economic development activities to produce and sustain economic growth, generate jobs and create wealth for the citizens of Newark. C. SCOPE OF SERVICES Below is a list of the categories of the services that NCEDC believes will require. 1. Develop front end interface to represent and connect clients and potential clients to NCEDC s staff, programs and direct contact information. 2. Unlimited support for troubleshooting. 3. Bi Weekly Conference Call to discuss project status and perform routine site maintenance for the first 12 weeks. 4. Mobile friendly interface. 5. Develop tools and digital campaigns for community engagement. This will include a calendar of events in the city. A notification system through Nation Builder to raise awareness and attention to NCEDCs various promotions. 2

Develop front-end user acquisition tool and retention tool for businesses and residents to respond with activation codes, website sign-up sheets, and other creative ways to create value for our Nation Builder participants. 7. Full Customization of Nation Builder to aid Office of Small Businesses use and implementation of its core services. These will include outside event submission, pre-generated reports for demographics, retention, utilization, event attendance, and other related statistics. 8. Strategic planning and consultation of branding on our Nation Builder account. 9. Integration with My Newark App to market events and promotions. 10. An in depth demonstration of abilities and experiences integrating searchable, dynamic and interactive geospatial mapping feature tied from database to the front end of website. 11. An in depth demonstration of abilities and experiences integrating Nation Builder with NCEDC s programmatic structures. 12. References from other firms and organizations on previous work. 13. Data migration from existing CRM and other databases into Nation Builder D. PROPOSAL REQUIREMENTS All proposals must be received in their entirety at or before 5:00 pm on Friday August 21 st Digital PDF copies should be submitted electronically to: sblow@newarkcedc.org and ahernandez@newarkcedc.org a. The approximate percentage of agency resources that will be put toward the project. 6. Names of businesses that you may contract for this project and services offered by each business 7. 4 10. Proposal must be signed by an authorized official for the submitting agency 11. Location of Business 12. Minority/Women owned Business b. Related Experience, including: 1. Professional services similar to those requested by the RFP. 2. Economic Development Agencies or Authorities, Non-Profit Organizations that you have worked or partnered with. 3. Experience with Nation Builder platform c. Work Plan. Describe the technical approach recommended to accomplish the required work. Describe the makeup of the team, and the time that Newark CEDC staff will need to dedicate to the project. Include tasks, methodologies, and a description of the client/stakeholder involvement in the process. d. Timeline. Provide a project schedule with key meetings and deliverables noted. Newark CEDC desires the selected agency to begin immediately following the award of the contract, to build on the momentum that has been created to date. e. Fees. Provide an upfront fee quotation for the services outlined in the work plan and anticipated monthly fee structure for life cycle of services. Proposed fees should include hourly rates, a not-to-exceed amount, and costs for reimbursable expenses. If any additional services are proposed, they should be clearly identified. Please include a separate rate sheet that would be used for contracting additional services or meetings. f. Deliverables. Provide a detailed list of work products that will be developed as a result of the rebranding and integrated marketing program. E. STATEMENT OF NON-COMMITMENT Issuance of this RFP does not commit Newark CEDC to award a contract or to pay costs incurred in the preparation of proposals responding to the RFP. Newark CEDC reserves the right to reject any or all proposals and re-advertise. Newark CEDC may reject any or all of the submissions as it deems in its best interest. 4

5 Newark CEDC reserves the right to waive any irregularities or technicalities when it deems the public interest will be served. The successful firm must enter into a contract with Newark CEDC, which specifies requirements for indemnification, insurance, and other applicable policies. F. EVALUATION Proposals will be reviewed by a selection committee. Each proposal will be reviewed and evaluated based on the following: Thoroughness and clarity of proposal Agency experience with similar work Personnel experience with this proposed project Agency s reputation for quality, integrity, meeting budget, meeting schedule Responsiveness to client Proposed budget and timeline Knowledge of the field of work and best practices The most qualified agencies will be short-listed for interviews to be held in Newark, NJ soon after the proposal deadline on August 24th, 2015 by the selection committee. The purpose of the interviews is to compare the agencies different approaches to the development of the plan, as well as their understanding of the project. It is essential that the agency s personnel to be assigned to the work, as well as key representatives, be present at the interview. The top ranked agency shall be selected based on the merits of the proposal and/or interview. The selected agency and Newark CEDC representatives will negotiate a contract, subject to approval by the Board of Directors. The dates shown in this Evaluation section, in the Schedules section below and throughout this RFP are subject to change by Newark CEDC at its sole discretion. G.
