9 Police and Children of Arrested Parents Step 1: Recognize that police actions impact the physical, emotional and psychological well-being of children.
10 Police and Children of Arrested Parents Step 2: Decide whether your Department is willing to assume the ethical, moral and possibly legal responsibility for these children. Is this really an option?
11 Police and Children of Arrested Parents Step 3: Law Enforcement must recognize that policy alone will not address or solve this problem. When dealing with children, multiple stakeholders are involved.
12 Police and Children of Arrested Parents Step 4 Since multiple stakeholders are involved, Law Enforcement must understand that each stakeholder may have similar, but often different agendas.
13 Police and Children of Arrested Parents Step 5: Law Enforcement must take a leadership role in bringing all stakeholders together and developing a common mission, with specific duties and responsibilities assigned.
14 Police and Children of Arrested Parents WHY? All stakeholders in a jurisdiction are interested in the best interest of children, but all have different agendas. Police policy cannot be myopic and must transcend the individual department to be functionally effective.
15 Police and Children of Arrested Parents Step 6: Physically meet with other stakeholders/policymakers to ensure final police policy is accepted, supported and integrated into the stakeholders Standard Operating Procedures.

22 Trauma and Co-Occurring Disorders Now understood to be an almost universal experience of public mental health, substance abuse and social service consumers. Trauma survivors are at a much higher risk for co-occurring mental and substance use disorders, violence victimization and perpetration, self-injury, and a host of other risks/coping mechanisms which have devastating human, social, and economic costs. 22
23 Trauma Prevalence While most people experience at least one traumatic event in their lifetimes, studies indicate that as many as 43 to 80% of men and women in psychiatric hospitals have experiences physical or sexual abuse, most of them as children. Up to two-thirds of both men and women in substance abuse treatment report childhood abuse or neglect. 23
24 Adverse Childhood Experiences Study The ACE study was a research collaboration between the Centers for Disease Control and Prevention (CDC) and the Kaiser Permanente Health Appraisal Clinic in San Diego that took place from 1995 to The study examined health outcomes of over 17,000 Kaiser members in relation to events in their childhood. Each of the participants was asked a range of questions about Adverse Childhood Experiences (ACEs) and various health outcomes. The study found that adults who reported multiple adverse experiences in childhood were much more likely to suffer a range of negative health and social outcomes in adulthood including depression, substance use, alcoholism, smoking, suicide, heart disease, lung disease, injuries, HIV/sexually transmitted diseases, and impaired work performance.
