Egypt is the largest petroleum products consumer in Africa, (20% of the total consumption BP Statistical 2014 ). 16 Oil Refining Sector Challenges EGPC main target is to secure the local demand of the petroleum products in spite of the following challenges: Continuous decrease in oil production while increase in population. Limited Logistics (Piping and Storage Capacity). Some of our Refineries need revamping and Upgrading. Electricity sector still depends mainly on oil and gas as fuel for generating electricity. Energy subsidies. 2/18/

18 EGPC policy to Overcome these Challenges 1. Upgrading and increasing the refining capacities to satisfy the growing local demand. 2. Expanding and upgrading Pipelines Networks to enhance Crude Oil & Products maneuvering. 3. Increasing products terminal & storage capacities all over the country. 4. Increasing the number of Retail Outlets. 5. Encouraging Private Sector Participation.
19 1 ST Policy Actions Upgrading and increasing the refining capacities to cover the growing local demand. 2/18/
20 1 st Policy Actions. - Maximize the operating capacity of the refineries through implementing the new projects and upgrading the existing. - Importing and swapping suitable crudes for refineries to increase light and Middle Distillates against fuel oil Production resulted in: - LPG production increase by 0.5%. - 8 Excess cargos of SR Naphtha over the annual plan cargos of H-naphtha annually. - Middle Dist. Production increase By 4.1%.
21 1 st (Policy Actions) Rent the Surplus Refining Capacity for Others to Process Crude Oils against a suitable fee. Upgrading the Refineries Units to Sustain the operation Efficiency and to satisfy the new projects requirements. Stick to refineries planned maintenance programs to avoid any operations upsets to keep higher operations efficiency.

23 2 nd Policy Actions Eldekhila Midor PPC (ALEX) pipeline (14km/20 ) to Increase the imported middle distillate capacity. Beni Swaif Elmenia pipeline duplication (143km/16 ) Increasing transportation capacity specially for diesel to fulfill local market & electricity stations needs in upper Egypt. Constructing new LPG pipeline from Assiut to Sohag (110 km/10 ) to facilitate the transportation to cover the incremental of consumption.
24 3 rd Policy Actions Increasing products terminal & storage capacities all over the country. 2/18/
25 3 rd Policy Actions Wadi- Firan port : upgrading platform-2 to receive LPG cargos ( up to 45 kton) & diesel cargos. ALEX port : upgrading the port to accept cargos berthing & un-berthing along 24 hours. SUMED- Elsukhna port : modify port facilities to be able to receive diesel cargos. Eldekhila port: upgrading the port facilities to receive LPG cargos.
26 3 rd Policy Actions Increase the LPG storage capacity by 18 Kton all over the country securing the strategic storage to be (14) days instead of (10) days. Increasing the blending storage capacity of gasoline by 48 Kton securing the strategic storage to be (21) instead of (15) days. Increasing the storage capacity of diesel by 170 Kton securing the strategic storage to be (14) instead of to (8) days. Increasing the storage capacity of crude oil by 225 Kton securing the strategic storage to be (16) instead of (13) days.
