4 PROCEDURES IN THE EVENT OF FIRE Dear Resident: It is very important that you read the attached emergency fire procedures carefully. Fire is frightening, but it is easier to deal with if you remain calm and know what to do if a fire occurs. In the interests of safety, the enclosed information outlines what you should do in the event of a fire or emergency evacuation, the safety features of the building as well as some safety reminders. After reading this information, please take a few minutes right away to familiarize yourself with at least 2 exits from the building, (you must plan to exit using a stairway as the ELEVATORS MUST NOT BE USED in a fire situation.) Become knowledgeable enough about your emergency exits that you could leave the building in the dark if necessary. Also, be aware of the location of the nearest pull station (near exits) in case you ever need to use it in an emergency. If you have any questions or concerns relating to this information, please do not hesitate to contact your Property Manager. Provider name 4
5 PROCEDURES IN THE EVENT OF FIRE If you discover fire: 1. Leave the area, closing all doors behind you, if it is possible to do so safely and quickly. 2. Pull the nearest fire alarm pull station. This will start the alarm bells sounding and alert the other residents of the fire situation. 3. Go to the lounge. 4. If it is not possible to go to the lounge, leave the building by the nearest exit and go to the parking lot. 5. Call the Fire Department from a safe place. DO NOT USE THE ELEVATORS If the fire alarm sounds and you are in your apartment: 1. Go to the door of your apartment. If it is hot DO NOT OPEN IT. The fire is near. i) Unlock the door to allow the Fire Department in. ii) iii) Go to your balcony or window and signal to the Fire Department by waving a cloth, or phone the Fire Department and tell them where you are. Wait calmly for the Fire Department to rescue you. 2. If the door to your apartment feels cool, open it slowly and if there is no smoke: a) Leave your apartment closing the door behind you b) Go to the lounge c) If it is not possible to go to the lounge due to smoke, leave the building by the nearest exit and go to the parking lot. d) Call the Fire Department from a safe place. 5
6 FIRE SAFETY FEATURES OF YOUR BUILDING 1. SMOKE ALARMS are located in all apartments. They are attributed with saving many lives each year and should not be tampered with. Any malfunction should be reported to the Management Office at once. Please note, your alarm will only sound in YOUR apartment. 2. FIRE ALARM PULL STATIONS are small red boxes located on the corridor wall near each exit door. There is a handle on the box for you to pull in the event of fire. Pulling the bar will activate the Building Fire Alarm System to alert other tenants and the fire department. 3. BUILDING FIRE ALARM BELLS are a series of red bells located on the corridor walls near the exits. Activation of any pull station, corridor smoke/heat detector or water flow in the sprinkler system will result in the bells ringing. An outside agency will receive the alarm and call the Fire Department. 4. FIRE DOORS are painted bright yellow and are located at stairway entrances and exterior exits. These must be kept closed as they prevent the spread of smoke and fire. Corridor fire doors are held open by electro-magnetic devices that will close upon activation of the fire alarm. 5. EMERGENCY LIGHTING SYSTEM is a series of incandescent lights located in the corridors. They are equipped with their own battery back-up supply and will last half an hour in the event of a power failure. 6. SPRINKLER SYSTEM is located in garbage and service rooms and is automatically activated if a fire occurs in these areas. 7. FIRE EXTINGUISHERS are located in each hallway and can be used to extinguish small fires. 6
7 SAFETY REMINDERS 1. Buddy System: It is important to have someone in your building who will act as your buddy in a fire situation and report your absence to the Fire Department. If you wish assistance in finding a "buddy" please call the Management Office. 2. Cooking: Never leave anything cooking while you are out of your apartment. (Just in case you are delayed.) Always keep your stove/oven clean. Grease build-up can cause fires. 3. Electrical: Do not run extension cords under carpets and never use "octopus" (more than 2 items plugged into 1 outlet). These can cause the wires to overheat and result in fires. 4. Smoking: Use deep ashtrays and always flush ashes down the toilet. 5. Exits: Memorize the location of all the exits on your building. These are your way to safety in a fire. 7
8 ROUTINE DUTIES OF SUPERVISORY STAFF 1. PROPERTY MANAGER - Plan, schedule and carry out fire drills in accordance with Fire Code - Ensure that fire protection equipment is maintained in accordance with the Fire Code - Ensure that other members of supervisory staff as well as site staff are trained to carry out their functions - Ensure distribution of occupant fire safety information to new tenants and, periodically, to all tenants - Maintain up-to-date list of tenants requiring special assistance in the event of an emergency (i.e. review and update no less than quarterly) - Take action to correct occupant housekeeping deficiencies, which could create a fire hazard; in the event that the tenant does not correct such deficiencies - Report any failure to comply with the Fire Safety Plan in order that such deficiencies may be corrected immediately - Ensure that alternate measures for occupant fire safety are carried out as required - Ensure that copies of the Fire Safety Plan are distributed and posted as required - Ensure that other notices are posted as required in accordance with this plan - Ensure that the building is maintained in a manner such that fire hazards do not exist - Ensure that any deficiencies in meeting the requirements of the Fire Safety Plan are corrected immediately - Ensure that the Fire Safety Plan is revised as necessary that approval of revisions is obtained from the Chief Fire Official, and that revisions are then distributed and posted as required - Assist with fire drills - Issue work order and/or tenders to immediately correct any deficiencies in the building's fire protection systems and to provide routine maintenance of it in accordance with the Fire Code - Train site staff to carry out routine maintenance, tests, checks and inspections of fire protection systems 8
9 - Ensure that Fire Log Book is completed as required by the Fire Code - Issue directions for alternate measures for occupant fire safety to be carried out as required - Issue copy of Fire Safety plan to all new site staff and ensure that such staff is fully aware of their responsibilities in accordance with the plan ROUTINE DUTIES OF SITE STAFF 1. If you re building has a building custodian or a maintenance operator: Carry out the following duties in accordance with the Fire Code: - All checks, inspections, and tests of fire protection equipment as detailed in FIRE LOG BOOK - Daily check to ensure that Emergency Procedures posters and posted copies of Fire Safety Plan are intact - Record inspections and tests in Fire Log Book - Maintain the common areas and service rooms in a state of cleanliness and repair; fire hazards are to be corrected and eliminated when discovered - Store flammable materials and liquids in a safe location and manner - Report to the Property Manager any failure to comply with the Fire Safety Plan in order that such deficiencies may be corrected immediately 2. SECURITY TENANTS (working with maintenance operator if applicable) Carry out the following duties in accordance with the Fire Code on weekends and holidays: - Daily checks of all fire protection equipment (description of duties provided in Fire Log Book) - Correct any fire hazards discovered while on duty - Report to Property Manager any failure to comply with the Fire Code 9
10 DUTIES OF SUPERVISORY STAFF IN THE EVENT OF FIRE 1. Upon receiving notice by phone of a major fire or other emergency situation in the building, the supervisory staff member should: i) Ask the caller details of the situation and who else has been contacted ii) Depending on the nature of the problem, ensure that the other supervisory staff are called by either calling them directly or asking the caller to do so iii) Proceed to the scene at once, taking any project keys and a flashlight 2. Upon arrival at the scene: i) Report immediately to the senior fire and/or police official ii) Be available to them to provide assistance as needed. At all times the senior fire and/or police official has authority in all matters and Management staff should accept direction from these officials iii) Locate other supervisory/site staff members 1. PROPERTY MANAGER - Inform Management Office of fire situation and liaise with the media - Co-ordinate emergency evacuation centre(s) if required, including initial contact with evacuation centre staff re: access and reception of tenants at the centres by office staff. Liaise with Red Cross, Salvation Army and other agencies re: food, blankets, beds, clothing, etc. EVACUATION CENTRE IS LOCATED AT.. - Ensure that office staff and/or answering service is provided with information to be given to family and friends of tenants who make telephone inquiries - Direct other staff members as required providing requested assistance to fire and/or police officials - Co-ordinate transportation for tenants to evacuation centre(s) if required (i.e. arrange municipal or private buses) - Carry out directions of fire and/or police officials and or Management Office. - Obtain list of tenants requiring special assistance and liaise with fire and/or police officials in this regard; also obtain tenant emergency cards Date of issue: Date of revision: 10
11 1. IF YOU DISCOVER A FIRE: FIRE SAFETY PLAN SAMPLE ONLY DUTIES OF SITE STAFF IN THE EVENT OF FIRE l. Seal the immediate fire area if possible to do so quickly and safely. 2. Pull the nearest fire pull station. 3. Alert residents in the immediate area to evacuate. 4. If possible phone the Fire Department from a safe place. 5. Proceed to the main entrance. 6. Put the elevators on service. 7. If not possible to go to the main entrance due to smoke, go to the parking lot. 8. When the Fire Department arrives, identify yourself to them and be available to them to provide assistance as needed. 9. Phone the Management Office as soon as possible. 2. IF YOU HEAR THE ALARM: l. Call the Fire Department from a safe place to ensure they received alarm. 2. Put the elevators on service. 3. Proceed to the Fire Alarm Annunciator Panel and identify the alarm zone, which has been activated. 4. If main entrance is safe, remain there until the Fire Department arrives. If it isn't safe, proceed to the parking lot and wait for the Fire Department to arrive. 5. Identify yourself to the Fire Department and are available to them to provide assistance as needed. 6. Phone Management Office as soon as it is possible to do so. NOTE: NOTE: Never silence the Fire Alarm until the Fire Department authorizes you to do so. In the case of a false alarm or minor fire, do not reset the alarm until authorized by the Fire Department to do so. 11
12 ALTERNATE MEASURES 1. EMERGENCY LIGHTING SYSTEM INOPERATIVE i) The Maintenance Operator/Security Tenant will report any shutdown or malfunction in the emergency lighting system to the Management Office as soon as it is discovered. ii) If the shut-down/malfunction occurs during a power failure and the building is in darkness: a) The Maintenance Operator/Security Tenant will begin one-hour patrols of the hallway to assist residents to and from their apartments. The Maintenance Operator/Security Tenant will request residents to remain in their apartments. b) The Maintenance Operator/Security Tenant will provide residents who have volunteered to assist, with flashlights. These "volunteer" residents will patrol the hallways and provide light to other residents. In the event of fire, these "volunteer" residents are to put their flashlights down on the floor, near any exit door, with the light on pointing down the hallway. They are then to go to the lounge or parking lot depending on the fire location. NOTE: An emergency kit is stored in the office of the building. 2. FIRE ALARM SYSTEM INOPERATIVE i) The Maintenance Operator/Security Tenant will report any shutdown or malfunction of the Fire Alarm system to the Management office as soon as it is discovered. ii) The Maintenance Operator/Security Tenant will advise the Fire Department that the alarm system is inoperative and that alarms will be by phone in the event of fire. iii) The Maintenance Operator/Security Tenant will begin one-hour patrols of all hallways and stairwells to ensure that a non-fire situation exists. 12
13 TRAINING 1. METHOD OF TRAINING SUPERVISORY AND SITE STAFF i) SITE STAFF a) Orientation to duties by Supervisor; distribution of a copy of the Fire Safety Plan to each staff member. b) Participation in fire drills once a year, with a review of each individual's responsibilities at that time. c) Workshops sponsored by Management Office from time to time. ii) SUPERVISORY STAFF a) Orientation to duties by Supervisor; distribution of a copy of the Fire Safety Plan to each staff member. b) Participation in fire drills once a year, with a review of each individual's responsibilities at that time. c) Workshops sponsored by the Region of Halton, Institute of Housing Management, etc. d) Literature received from Region of Halton, Fire Departments, Office of the Fire Marshall, property management magazines, etc. from time to time. e) Communications as required with manufacturers, distributors and contractors. 13
