1 Information for Schools on target setting for the new national standards based on prior attainment at KS1 Target Setting advice for 2016 Guidance for Liverpool Schools SIL 2014
2 Interim Progress measures till 2022/23 Floor Standards 2016 on wards Between 2016 and 2022/23 KS1 PS and APS will be used as the baseline for the measurement of progress in primary schools. From 2019 reception baseline will be used as prior attainment for infant schools to measure progress and this will be shared in the attainment tables How will they calculate the attainment measure from 2016? In 2016 children attaining a scale score of 100 will be said to have achieved the expected standard. To be included in your attainment floor target they will have to score 100 for reading, writing and maths. Writing will still be teacher assessment with external moderation by the LA. How will they calculate the progress measure from 2016? In 2016 and then until 2022 children s progress will be measured by comparing a child s average points score with their scale score in the 2016 tests. The floor target from 2016 for progress is the percentage of children making the required progress in RWM combined. This would explain the use of APS. So in the national data set all the children with an APS of 15 will have their scale scores added together and the mean taken. If the mean comes out as a scale score of 94, any child scoring 94 or above will count in the group having said to have made the sufficient progress. This will give you a percentage of children making sufficient progress. This percentage of children will then be compared with the national mean (not the median as in previous years) and those in line or above this will be said to be above floor. Coverage will be calculated in the same way. Setting expectations and targets from September 2015 Prior attainment will still be the strongest indicator of future attainment. Therefore targets will have to set with this in mind. Schools must use their KS1 results from their pupil lists for this. Let us take an example of a child who is 2b for reading and 2a for maths but a 2c for writing. This would lead to a point score for reading of 15, maths 17 and writing 13. Therefore the following would outline reasonable expectations of sufficient progress for schools.
3 Scale Score and target setting-the scale for scale score will range above and below 100 and will be announced in summer The scale will have a range of (will be announced before the tests) scale points to capture a range of attainment. After the 2016 tests this range will be broken up into broad intervals to define a range of attainment standards (for example working towards the expected could be defined as a scale score of 90+) The scale will have intervals above and below 100 which will indicate a range of attainment. At KS1 the scale score will indicate to teachers what standard the children have reached. It should be noted that this year this information will not be available until after the tests. Within these intervals there will be a range of scale scores. Within this range of scores pupils will be able to score low (c), mid (b) or high (a). By using this notation schools are able to set more specific targets.
