1 Disaster Risk Reduction Working Group Afghanistan TERMS OF REFERENCE 12 th June 2014 Context and Rationale Disaster risk reduction (DRR) is defined as the concept and practice of reducing disaster risks through systematic efforts to analyze and manage the causal factors of disasters. It includes reduced exposure to hazards, lessened vulnerability of people and property, wise management of land and environment, and improved preparedness for adverse effects of disaster in general. Disaster reduction strategies include, primarily, vulnerability and risk assessment as well as a number of institutional capacities and operational abilities. The assessment of the vulnerability of critical facilities, social and economic infrastructure, the use of effective early warning systems, and the application of many different types of scientific, technical, and other skilled abilities are essential features of DRR. Disaster affects everyone; therefore disaster management is the business of every single individual as well as of institutions. It is a multi-facet task and needs more comprehensive and multi layered approach under the global risk reduction framework. DRR has been coined from the perspective of reducing the vulnerability to disasters and promotes advanced preparedness to minimize the risk of disaster. DRR is a comprehensive approach and needs to Global commitment of Hyogo Framework for Action (HFA ) has brought the paradigm shift in the approach of disaster management by advocating for the addressing the issue of disaster in a comprehensive manner with proper analysis of risk and disaster resilient approach in policies, planning and implementation mechanism at national level. 2 DRR in Afghanistan Disaster Management has been institutionalized in Afghanistan with the enactment of the Law of Disaster Management, establishment of High Commission of Disaster Management by virtue of law, establishment of Afghanistan National Disaster Management Authority (ANDMA) as coordination body from national to local level for disaster management with the cooperation of line ministries, UN agencies, NGOs and community based organizations. DRR is a major priority in Afghanistan. The country is affected by multiple cyclical natural disasters including flash floods, drought, earthquakes, landslides and extreme winters. In the past, many activities were implemented to address the causes of many of these natural disasters, mitigate the risks and impacts of such natural disasters but still there is more to do. Considering the limited human resources, high vulnerability rate, lack of communities awareness, lack of technical equipment, a small hazard could trigger insecurities among Afghan communities; especially on their access to livelihood and their sustainable sources of food. Since the drought of 2011, the 8 th in 11 years, the Afghan Government and the humanitarian community have been trying to articulate their role in addressing the multilayered needs of the communities. In the current context, it is widely recognized that short term interventions, which respond to immediate needs only, are not the only available option. In fact, in many circumstances, the humanitarian community can do more in relation to DRR. Afghanistan has already started the institutionalization of DRR in development processes but in segregated manner. It requires a more collective and comprehensive approach to reduce the risk of disasters. DRR is solely dependent on the effective analysis of causal factors to disasters, on regular and continuous basis, to design the framework for comprehensive DRR. It needs different tools and institutional instruments to facilitate effective DRR at national level with clear linkages and percolation strategy at local level. DRR Working Group (DRR-WG) could be one of the instruments to facilitate the DRR in Afghanistan as per the international understanding and framework. HFA1 is coming to its conclusion in 2015 and processes are in the way to establish the HFA2 beyond Projected thematic areas are most likely directed towards making development processes more resilient. 3 Goal and objectives of the DRR-WG During the past years, it was evident that many members and partners of Food Security and Agriculture Cluster (FSAC) have been engaged in DRR related activities. In many cases, such activities have been integrated with, or implemented alongside, food security and agriculture programmes. In light of the existing capacities, FSAC found it fit to harness the existing capacities of its partners and members and to bring together those that are already implementing DRR activities. Together, they formed this working group in In April 2014, it was agreed that ANDMA will permanently chair the DRR-WG meetings with two elected NGOs acting as co-chairs (on rotational basis). Since spring of 2014, this working group evolved into the current shape with the following goal and objectives: Goal To help reduce the impact of natural disaster in the country through enhancing collaboration and coordination efforts among development actors, promoting information sharing, and advocating resilience in ongoing DRR activities. Objectives Develop the national framework for DRR for promoting disaster resilient development in all sectors of the development programme; Strengthen and institutionalize the ongoing DRR efforts in the country; Identify and build the mechanism for standardization of DRR knowledge-building process in Afghanistan; Develop a comprehensive framework for strengthening Community Based Disaster Risk Reduction ; Provide a clearer understanding of DRR in a humanitarian emergency situation and targeting various needs, by focusing on the impact of DRR on food security, agriculture and nonagriculture infrastructure related activities; Contribute to more effective DRR by sharing and promoting best practices amongst humanitarian led cluster system; and Identify how the cluster members can assist in specific DRR related areas. Expected outcome Collaboration and coordination with development actors and line ministries promoted; Livelihood enhanced and resilience promoted in the ongoing DRR activities in the country; National framework developed for promoting disaster resilience in all sectors of development programs; A comprehensive framework developed for strengthening community base disaster risk reduction; and DRR best practices, lesson learned, guidelines research manual, road maps shared amongst members-line ministries and led cluster. 3 D R R W G T e r m s o f R e f e r e n c e

4 ROLE OF FSAC ROLE OF CHAIR & CO-CHAIRS ROLE OF DRR-WG MEMBERS GENERAL ToR of WG The working arrangement/role & responsibilities of chair, co-chairs, members and FSAC are as following: 1. Be established at national level with the membership from line ministries, UN agencies, NGOs (International and National) and relevant academic institutions; 2. Function under the ambit of disaster management law of Afghanistan; 3. Be chaired by ANDMA and two NGO Co-Chairs; 4. As DRR-WG members, contribute in form of their presence in meetings, share information, as well as perform various agreed upon tasks, to the best of their abilities; 5. Review itself (achievements, accomplishments, Terms of Reference, etc.) on annual basis (March of every year); 6. Meet once every month; 7. Be an inclusive working group; 8. Report, to the best of their abilities, on relevant matters, projects, etc. related to DRR during the monthly meeting; 9. Provide technical support, to the best of their abilities, to sectors working in DRR in the country. The technical support will include providing relevant information when needed, preparing relevant documents, sharing lessons learned and information management data (if and when available); 10. Share compiled information to the provincial level FSAC members, other clusters, UN Agencies and government; 11. Support the already existing established coordination mechanisms among national platform DRR stakeholders, and build on what has been achieved; 12. Produce, to the best of their abilities and when needed, relevant DRR documents, such as guidelines, recommendations, research, manuals, road maps, good practices, contingency and response plans, etc; 13. Share the previously mentioned documents, to the best of their abilities and if possible, in both English and local languages; 14. Strive, to the best of their abilities, to mobilize available financial resources for promoting the DRR initiatives in the country; 15. Agree that ANDMA will have a permanent chair during DRR-WG meetings; 16. Agree that two elected NGOs (one international and one national) will have the rotational chair for facilitating the DRR-WG meeting and activities; 17. Agree that the election of two Co-Chair NGOs will take place once a year during the month of March; 18. Agree that Chair & Co-chairs will technically support FSAC in developing agendas for meetings, Minutes of Meetings Agree that ANDMA will assist in coordination between relevant line-ministries and DRR-WG; 19. Agree that ANDMA will draw members from the relevant line-ministries to be members of DRR-WG with specific background on disaster management and/or mitigation as well as balanced understanding of English and Dari languages; 20. Agree that FSAC will play the role of secretariat for DRR-WG and would work in close coordination with ANDMA, and two NGO Co-Chairs; 21. Agree that FSAC will facilitate the development of comprehensive action plan for one year on the basis of agreed objectives in this ToR with the approval of DRR-WG members; and 22. Agree that FSAC will provide annually a brief report about activities, achievements, accomplishments, etc. to DRR-WG members (before March of each year). 4 D R R W G T e r m s o f R e f e r e n c e
