3 Page 1 Minutes of August 26th Information Session This site meeting was held at the Prescott Town Hall on Tuesday, August 26, 2008 from 2-3:00 pm as part of the Request For Proposal (RFP) issued by the Town of Prescott for developers interested in the potential for a hotel development on Prescott s waterfront. Representing the Town of Prescott were Mayor Suzanne Dodge, Councillor Neil Dufour, CAO Robert Haller and consultant Cameron Hawkins Mayor Dodge welcomed all in attendance and Mr. Haller introduced everyone in attendance. Background Mr. Haller reviewed the history of the hotel property, how it was acquired from Parks Canada and its context within the Town s strategic plan. While the site has been available for a hotel development, the Town has never marketed this opportunity nationally nor expressed its openness to a mixed-use development. Official Plan and Zoning The Town has designated and zoned the site for mixed commercial and residential use. Downtown & Waterfront Renewal The Town recently conducted a community planning exercise which produced a vision for the downtown and waterfront as identified in the document Prescott Downtown Design & Urban Design Guidelines. Several projects identified in this plan have already been implemented as evidenced in the recent beautification projects in the downtown and renovations to the downtown Welcome Centre. The Town has also awarded a contract for the major redesign of the Prescott Waterfront to create a master plan for redevelopment. Letters Patent Mr. Haller spoke to the Letters Patent registered on the property. The Letters Patent set certain height restrictions on parts of the property to preserve sight lines for Fort Wellington National Historic site, and also require that the site be used for a hotel. Mr. Haller explained that the Town Council is open to mixed-use proposals as long as a hotel is the major feature and the concept is true to the spirit of the Letters Patent and the shared desire for a hotel in our community. Mr. Haller stated that the Town would prefer a proposal that worked within the current height restrictions, but would be willing to approach Parks Canada with a developer for amendments to those restrictions with a specific concept drawings and supporting business plan to demonstrate the need for amendments. Incentive Programs Mr. Haller spoke to incentive programs available to developers including interest free loans through the local Industry Canada office and the town s Community Improvement Plan (CIP). Once approved, the CIP incentives will include a multi-year assessment freeze for local taxation purposes. RFP Process Mr. Hawkins spoke to the two-part RFP process with the first part being a Letter of Interest due September
4 Page 2 30 th, 2008 which would include details about the developer, relevant experience, potential financing and a basic concept for the development of this site. From these initial responses received it is expected the Council will create a shortlist of two to three firms that will be asked to prepare a full submission under part two of the RFP. Council will select a development partner from those detailed proposals. Site Condition In response to questions on soil conditions, there had been preliminary engineering studies for footings, etc., as well as some surface level soil testing. Further studies to determine the need for need for soil remediation, as well as exploring opportunities for brownfield or other funding programs, will be considered upon receipt and review of the Round One and Round Two proposals. Additional Information In response to requests, the following documents will be made available from Mr. Haller through Mr. Hawkins to all those who have downloaded the RFP: Official Plan Prescott Downtown Design & Urban Design Guidelines Registered Plan from the Letters Patent identifying the various parts Engineering Study and Preliminary Soil Test The most recent Economic Profile for South Grenville, which includes the Town of Prescott, can be obtained by visiting
5 Town of Prescott Waterfront Development Page 3 Stage One Submission Requirements In Stage One, all interested parties will be required to submit the information outlined in the following section. From the responses received to the first stage of the RFP, the Town of Prescott shall select Short Listed Proponents to prepare detailed Stage Two Proposals containing the information outlined on page 8. Format of Stage One Proposal The Stage One Proposal should be divided into sections organized as follows: 1) Covering Letter 2) Table of Contents 3) Executive Summary 4) Project Team, Qualifications and Related Experience of Project Team, including relevant experience in hotel development and management. This section should include a full description of the Proponent including the scale and nature of hotel and/or property development and property management operations, number of employees, annual gross revenues, years in business and any other information the Proponent may wish to include to demonstrate its capacity to undertake this project. 5) Development Concept. Proposals must include a preliminary development concept for the site, indication the nature and scale of hotel development proposed. The preliminary development concept should also include details on hotel-related amenities such as spa, meeting or restaurant facilities, as well as any contemplated non-hotel uses. 6) Project Team References, to include references related to hotel development and management, real estate development and property management and financial capability. RFP Timetable Stage One Proposals must be received by the Town of Prescott no later than 4:00 p.m. on Tuesday September 30th, 2008 (the Stage One Submission Deadline ). Proposals should be submitted in a sealed package. The outside of the package should clearly indicate the name and address of the Proponent, and should be marked with the following additional information: RFP for Hotel Development Site Stage One Proposal ATTN: Mr. Robert Haller, CAO Town of Prescott 360 Dibble Street West P.O. Box 160 Prescott, ON K0E 1T0 Seven copies of the Proposal should be provided, one unbound copy identified as Original together with six bound copies. Proposals received after the Submission Deadline will not be considered and will be returned, unopened, to the Proponent. Proposals sent by electronic mail or facsimile will not be considered.
